Gus Bilirakis (R-FL) launches a new congressional caucus, the Congressional HellenicIsraeli Alliance, aimed at supporting the growing bilateral relationship between Israel and Greece, and on a broader level, Cyprus. It is also aimed at reinforcing a budding U.S.-Israeli-Greek-Cypriot alliance to pressure Turkey on regional affairs. (The Hill 8/7)

IDF troops open fire across the s. Gaza border into residential and agricultural areas of Khan Yunis in the morning, causing no reported injuries. In the West Bank, the IDF patrols in Tulkarm, 3 villages nr. Ramallah, and 1 village nr. Jericho in the morning; in Tulkarm and 1 village nr. Jericho in the afternoon; and in 2 villages nr. Acting on a tip from Israeli intelligence, police in Cyprus arrest a suspected Hizballah operative (a dual Lebanese-Swedish citizen) for allegedly plotting an attack on Israeli tourists. (JTA 7/15; NYT 7/19; JPI 7/27)

Israeli naval vessels fire on and heavily damage a Palestinian fishing boat off the Rafah coast, rescuing the 2 fishermen and taking them to Ashdod port, where they are questioned and returned to Gaza. In the West Bank, the IDF demolishes 2 barnyards in the Wadi Hassasa area nr. Bethlehem; confiscates a tractor fr. a Palestinian farmer in Wadi Fukin nr. Bethlehem; patrols in 1 village nr. Cyprus bans all departures from its seaports to Gaza, warning pro-Palestinian activists connected with the Freedom Flotilla II not to use the country as a springboard to challenge Israel’s Gaza blockade. (REU 6/23)

U.S. officials spend the day trying to broker a compromise with Israel that will guarantee that direct talks will continue. Despite U.S. appeals, Netanyahu allows the freeze to expire at midnight local time (6:00 p.m. EDT). Abbas agrees not to follow through on threats to halt direct talks immediately to give U.S. diplomacy more time to work, but says he plans to consult with Fatah and PLO leaders, as well as the Arab League regarding how to move forward. (At his request, an Arab League session is set for 10/4, essentially leaving a week to resolve the freeze issue; the date is later changed to 10/6.) Even before the freeze ends, Israel’s Dep. PM Silvan Shalom lays the cornerstone for construction of a new yeshiva at a ceremony in Beit Romano settlement in Hebron attended by settlement leaders and right-wing Knesset members. Likud party mbrs. and 1,000s of settlers bussed in from around the West Bank attend a rally in neighboring Revava settlement to count down the end of the moratorium. In nearby Kiryat Netafim settlement, Jewish settlers hold a groundbreaking ceremony for construction of a new day-care center. Dozens of armed Jewish settlers from Ma’on settlement nr. Three Israeli navy missile ships make first contact with 6 boats fr. the FGM-IHH flotilla late at night in international waters, warning them that they are approaching Israeli waters and must either turn around or divert to Ashdod port; the activists respond that they will continue on to Gaza, stating they are unarmed civilians. In the West Bank, IDF troops raid a café in Tubas and question a number of the customers; conduct late-night raids, house searches in and around Jenin and in Qalandia r.c. s. of Ramallah, arresting 2 Palestinians. Israeli security forces arrest Jewish settler Yosef Spinoza of Shvut Rachel settlement on charges of collaborating with Yaakov Teitel (arrested on 10/7). (PCHR 11/5; JPI 11/12)

Late at night, the Israeli navy intercepts a ship nr. Cyprus carrying 600 tons of weapons allegedly en route fr. Iran to Hizballah. Israel claims the containers of rockets, guns, and other ammunition, bearing Iranian insignia and carrying Iranian export documentation, were loaded in Egypt and headed to Syria for land transport to Lebanon, but says that neither the ship’s crew nor the Egyptians who loaded the cargo knew that the containers held arms. The Israeli navy halts a ship of international peace activists organized by the Free Gaza Movement attempting to sail fr. Overnight in Gaza City, Hamasaffiliated police raid a family compound belonging to the Daghmash clan in an attempt to break up the Daghmash-controlled Army of Islam. A heavy exchange of gunfire lasting for several hrs. leaves 1 policeman and 11 Daghmash dead (including a 1-yr.-old, 2 other children, 8 gunmen), and 45 wounded (including Army of Islam head Mumtaz Daghmash; at least 15 other Daghmash members, including 2 women; and 10 police); police confiscate 32 truckloads of weapons from the compound. During the day, 6 Palestinian fishing boats carrying FGM activists who sailed into Gaza on 8/22 attempt to outrun the Israeli naval blockade to get the activists back to Cyprus but are fired upon and forced back to shore by the navy, leaving 1 activist injured and 1 boat damaged (see 8/28). More than 40 human rights activists fr. 17 countries (including Israel) organized by the U.S.-based Free Gaza Movement (FGM) complete a 2-day voyage fr. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. A Popular Front for the Liberation of Palestine (PFLP) suicide bomber dressed as an IDF soldier detonates a device in a Netanya market, killing 2 Israelis, wounding 50. The PFLP says the attack is to protest the PA's continued detention of the group's leader, Ahmad Saadat, under U.S.-British supervision in connection with the 10/01 PFLP assassination of Tourism M Rehavam Ze'evi. The IDF sends tanks, APCs into Ramallah after shots are fired at a Jewish settler driving nearby; troops withdraw to the outskirts of the city a short time later.
