The EU and Russia issue a statement condemning Israeli plans for settlement expansion, citing in particular the proposed E1 development in East Jerusalem. Israeli PM Netanyahu says on Israeli television that he will ignore international condemnation. Meanwhile, adviser to PA pres. Abbas, Nimr Hammad, says that Palestine may complain to the ICC if the UNSC fails to take substantive action over Israeli settlement construction. (JP, MNA, REU 12/21)

In the Gaza Strip, the IDF opens fire on civilians and farmers protesting the buffer zone in 2 separate incidents: by the border fence nr. Jabalya, injuring 2 (1 seriously), and nr. Bayt Lahiya, wounding 2. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 village nr. Jericho in the morning, in 1 village each nr. Jericho and Ramallah in the afternoon, and in Jericho, 3 villages nr. Ramallah, and 1 village nr. Tulkarm at night. Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih) and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in, where 2 Palestinians are wounded with live ammunition. (PCHR 12/27)

Palestinian refugees begin to return to Yarmuk r.c. nr. Damascus after a deal was brokered by UN-Arab League peace envoy Lakhdar Brahimi’s representative Mokhtar Lamani to keep the fighting out of the area. UNRWA estimates that around 100,000 of the camp’s 150,000 inhabitants fled during recent clashes, many taking refuge in the parks and squares of the capital. (AFP, AP 12/21)

Israeli naval vessels open fire on Palestinian fishermen working 6 naut. mi. off the coast nr. al-Waha resort in the n. Gaza Strip, causing no injuries. In the West Bank, the IDF issues a demolition order for a home in Yatta nr. Hebron. The IDF patrols in 4 villages nr. Jenin in the morning. (MNA 12/15; PCHR 12/20)

Palestinian undersecretary of the Ministry of National Economy Nasser Tahboub says that the PA may go to the sponsors of the Paris Protocol to pressure Israel to stop holding back tax revenues collected on the Palestinians’ behalf. (MNA 12/15)

Palestine’s Central Elections Commission announces that the 2d stage of local elections in the West Bank will take place on 12/22/12, after 78 districts failed to register any candidate in the 1st round (10/20/12, see QU in JPS 166). (MNA 12/16)

In Syria, the head of the pro-Asad PFLP–GC, Ahmed Jibril, leaves the Yarmuk r.c. after 12 days of clashes with Syrian rebel forces supported by Palestinian fighters known as Liwa al-Asifah (Storm Brigade), who have gained ground in the camp. (MNA 12/15)

Palestine Observer Mission at the UN announces plans to introduce a resolution in the UN General Assemby (UNGA) by early 11/97 that would deny Israel's right to represent East Jerusalem, Golan Heights, meaning credentials for Israeli reps. would have to be issued fr. Tel Aviv, symbolically cutting Israel's territory back to pre-1967 lines. The mission will also try to have its observer status upgraded to "special observer," so that reps. can participate in plenary session, on comms. and working groups. (WT 10/14, 10/17; NYT 10/24)

Military Action

Occupied Palestine/Israel: Curfews are imposed on 15 W. Bank camps as well as Nablus and village of 'Azzun. In Gaza Strip, parts of Rafah, Abasan village, and Jabalya, Beach, Nusayrat, and Khan Yunis camps are under curfew. Gaza Strip is closed off. Demonstrators in Nusayrat camp defy curfew; troops respond with live ammunition, killing 1. In W. Bank town of 'Anabta, curfew is reimposed following violent demonstration. Israeli sources report soldier is injured by rock during Ramallah demonstration [FJ 4/24].

Occupied Palestine/Israel: Retired Israeli General Avraham Bar-Am, arrested 4/22 in Bermuda for alleged conspiracy to sell U.S. arms to Iran, states the Israeli defense establishment knew of his actions [WP, CT 4/24]. Palestinian political prisoners in Hebron prison suspend 8-day hunger strike after achieving some of their demands [FJ 4/25].

Arab World: Yasir Arafat meets with PLO's Supreme Military Council in Baghdad, they unanimously decide to dismiss 'Atallah 'Atallah (Abu Za'im) from his position as assistant chief of staff of PLO armed forces and from his membership in the Palestine National Council [TS, MG, JP 4/25].

Arab World: Christian radio station Voice of Lebanon reports 3 bombs explode in Syrian port of Tartus, killing 1 and wounding 20; 73 persons are arrested, including 15 from the Palestinian refugee camp of Yarmuk, near Damascus, among them 2 Fateh officers [JP 4/25].
