Salfit for ‘‘security and military purposes and to combat terrorist attacks.’’ The IDF patrols in Tulkarm and 2 villages nr. Qalqilya in the morning; stages synchronized patrols in 3 villages nr. Qalqilya in the afternoon; conducts other patrols in 2 villages nr. Jenin and Salfit in the afternoon; and undertakes late-night patrols in Tulkarm and neighboring Nur Shams r.c. Jewish settlers fr. Washington Jewish Week reports that in the previous wk., a U.S. court awarded the family of an American teenager killed in a 2006 Islamic Jihad suicide bombing in Tel Aviv (his father was seriously injured in the attack) $332 m. in damages from Iran and Syria. The family’s lawyers argued that Islamic Jihad was sheltered by Syria and funded by Iran. The family is unlikely to collect the money. (WJW 5/24)

After a 2d day of P5+1 talks with Iran, EU foreign policy chief Ashton announces that ‘‘significant differences’’ remain, but enough ‘‘common ground’’ existed to schedule a 3d round of meetings in Moscow on 6/18–19. (NYT, WP, WT 5/25)

The New York Times runs a special report on a congressional race for a House seat representing Queens, NY, that has been dubbed ‘‘Israelapalooza’’ for the way in which the candidates have touted their pro-Israel credentials in effort to win the endorsement of Ed Koch, former Democratic mayor of New York City, and the votes of Jewish constituents who make up 20% of the district’s population. For example, candidate Grace Meng, who built her political career as an advocate for Chinese Americans and yet has never visited China, made a recent trip to Israel that she has highlighted during her campaign. At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. In Gaza, 1 IDF soldier is killed by friendly fire when IDF infantry and tank units on the Gaza border are mobilized to halt 3 unarmed Palestinians nr. the border fence, and the tank crew accidentally fires on the infantry unit on the Israeli side of the border; the Palestinians are not injured. After unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries, the IDF makes an air strike on an alleged weapons depot in Gaza City, destroying it and lightly injuring 8 Palestinian civilians (including 1 woman and 2 children). Later in the evening, unidentified Palestinians fire another rocket toward Israel, but it lands harmlessly nr. the Erez crossing. Late in the evening, IDF troops on the central Gaza border e. of Dayr al-Balah shoot, wound an unarmed Palestinian outside his home 500 m fr. the border. A Palestinian suicide bomber detonates a device on a crowded bus nr. Sharon’s official residence in West Jerusalem, killing 10 Israelis, wounding 44. The bomber, whom the PA confirms was a Bethlehem PSF officer fr. Aida r.c., leaves 2 suicide notes claiming the attack in the name of the AMB, Hamas; the AMB initially claims responsibility, Hamas does so after the 2d letter is released; the groups do not claim joint responsibility, as they have done in the past, raising questions as to who really staged the attack. Israeli DM Shaul Mofaz says Israel will not routinely seal the territories in the wake of the bombing, so as not to aggravate Palestinians’ hardship; will specifically target militant groups. The IDF tightens checkpoints around Hebron; conducts house searches, arrest raids in Hebron, Jenin, Nablus. Hebron Jewish settlers attack Palestinians in nearby Yatta, forcing 9 Palestinian families out of their cave dwellings and mud houses; Hebron settlers reportedly seek to expropriate more than 37,000 dunams in the area for settlement expansion. Overriding a military court ruling(see 8/12), the Israeli High Court issues a 15-day injunction against the forced transfer to Gaza of 3 relatives of Palestinian militants, demanding that the government show cause why it would be permitted to carry out the expulsions. A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem. American Evangelical Christians representing the International Fellowship of Christians and Jews (IFCJ) donated $5,000 to each of the 400 to help finance the move. Israel, the PA each complain that the other has not undertaken the steps required in the initial 48 hr. stage of the Tenet plan. Meanwhile, 3 Palestinians are killed by IDF fire in Gaza. Israeli authorities detain Mufti of Jerusalem Shaykh Ikrima Sabri following Friday prayers for several hrs. of questioning regarding his recent visit to Beirut. In Gaza's Nussayrat refugee camp, 100s of Palestinians protest against the U.S.'s threat to attack Afghanistan, fearing the U.S.'s "international campaign against terrorism" will be campaign against Muslims; undercover PSF officers confiscate reporters' film. Some 40,000 Israeli Arabs in Umm al-Fahm Israel hold a similar rally, denouncing the killing of American civilians but also condemning U.S. support for Israel. Israeli-Palestinian clashes increase slightly. A faction of Fatah claims responsibility for the drive-by shooting deaths of 2 Jewish settlers in the West Bank. In Haifa, the IDF disables 4 pipe bombs discovered hidden in a motor bike. The IDF dismantles roadblocks, eases restrictions on Halhul and Qalqilya, but sets up barriers on the Betin-`Ayn Yabrud road, tightens the closure on Hebron, confiscates 10s of dunams of Palestinian land nr. Ofra settlement, conducts an arrest sweep in Aqraba. Most secondary routes in the West Bank remain sealed. 28 survivors of the 1982 Sabra-Shatila massacre in Lebanon bring a war crimes case against Sharon before a Belgian court. A Hamas suicide bomber detonates a device outside a nightclub in Tel Aviv, killing 16 Israelis and injuring more than 80, mostly teenage Russian immigrants on a Friday night out. Arafat's spokesman condemns the attack, calls on all parties to show restraint. The PA orders Palestinians to close offices and stores and return to their homes, fearing a massive retaliation. Israel seals the West Bank and Gaza; reinforces internal closures on all Palestinian population centers, dividing the West Bank into 8 enclaves, Gaza into 4. Meanwhile, Jewish settlers set up a new enclave on Batn al-Masi hill in the West Bank. A Palestinian known for selling land to Jews is found murdered in Bethlehem. Before the bombing, Israel allows 10,000s of Palestinians into Jerusalem to attend Faisal Husseini's funeral in Jerusalem. He is buried in a family tomb in the al-Aqsa Mosque compound. As Israeli police stand back and watch, Palestinians make their largest open display of Palestinian nationalism in the city since 1967. Some Palestinians throw stones at Sharon's East Jerusalem residence, and a Jewish tourist fires a teargas canister at mourners, but generally the event is peaceful. Angry over Sharon's decision to use F-16s on 5/18 without consulting the full cabinet or security cabinet, the full Israeli cabinet limits the "kitchenette" (Sharon, Peres, Ben-Eliezer) to ordering strikes against 3 types of Palestinian targets without prior approval. Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. After Palestinians fire 3 mortars at Gaza's Gadid settlement, causing no injuries, the IDF shells the PA naval headquarters, military intelligence headquarters in Gaza, killing 1 PSF doctor at the naval clinic, wounding 18 PSF mbrs., destroying the clinic and an ambulance. Citing the rare daylight strikes on occupied buildings, the PA again refuses to attend a U.S.-brokered security mtg. with Israeli officials (rescheduled fr. 4/9). The PA, the Organization of the Islamic Conference warn Sharon not to allow Jews access to the Haram al-Sharif/Temple Mount, saying it would be perceived as an attack on Islam and could precipitate a dangerous escalation in violence. 100 mbrs. of the Temple Mount Faithful, an ultranationalist Jewish group, attempt to force their way into the site but are blocked by Israeli police. Bush reiterates that the U.S. will not become more involved in the peace process, that Israel and the PA must take parallel, reciprocal steps to halt violence before negotiations can resume.
