PA PM Fayyad and Israeli Fin. Min. Yuval Steinitz sign an economic agreement, to go into effect on 1/1/2013, that will regulate taxes and bilateral trade with the aim of reducing illegal trade and tax evasion and building the PA’s tax revenue base. With the Tal Law exempting the ultraOrthodox from military service set to expire at midnight, Israeli DM Barak orders the IDF to start drafting ultraOrthodox Jewish men and gives IDF officials 1 mo. to draft official guidelines to implement the order. (NYT, WP, WT 8/1)

Israeli pres. Peres’s office releases the text of a letter that it says is from Egyptian pres. Mohamed Morsi, formally responding to a Ramadan greeting Peres sent on 7/15/12. The text, welcomed by Israel, pledges to work to promote Middle East peace and get bilateral Israeli-Egyptian relations back on track, particularly regarding border security. Morsi aides deny that any letter was sent, but Peres’s office releases copies that show Morsi’s name typed (not signed) and an accompanying letter from the Egyptian amb. on embassy letterhead, indicating that the letter had been cleared with Morsi’s office. Official bilateral relations do not suffer, and public optimism on future relations increased. Most analysts believe (e.g., NYT, WP 8/1) that the incident simply reflects Morsi’s attempt to speak to 2 audiences, Israel and the international community, and his constituency in Egypt, hostile or at best ambivalent concerning the peace treaty with Israel. PA Pres. Abbas meets with Quartet special envoy Blair in Jordan before leaving for Cairo to meet with Arab League FMs. Blair urges Abbas to continue low-level talks on borders; says he has urged Israel to make goodwill gestures to revive talks, including easing security restrictions in the West Bank and releasing prisoners. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 1. During the day, the PRCs fire 10 mortars fr. Gaza toward Israel, with at least 9 landing inside Israel, causing no damage or injuries. Late at night, in response to the recent increase in Palestinian rocket fire, the IDF makes an air strike on a manned Hamas facility in Khan Yunis, injuring 2 IQB mbrs., marking Israel’s 1st targeting of an occupied Hamas facility since OCL ended in 1/2009. Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. In the afternoon and early evening, unidentified Palestinians fire 6 mortars fr. Gaza into Israel, causing light damage in 1 instance and moderately injuring 1 Israeli in another. The IDF makes 4 air strikes on al-Mughraqa in c. Gaza, destroying a building used by Hamas’s Izzeddin al-Qassam Brigades (IQB), a partially constructed home, and a well, causing no reported injuries; makes another air strike destroying an IQB building in Gaza City’s al-Zaytun neighborhood, damaging several surrounding buildings but causing no serious injuries. In the West Bank, the IDF conducts late-night patrols in Kifl Haris nr. Salfit. Israeli authorities deport detained Hamas-affiliated PC mbr. Mitchell returns to the region for 3 days of talks with Israeli and Palestinian peace teams, Egyptian pres. Husni Mubarak, and the crown prince of Abu Dhabi Shaykh Muhammad bin Zayid al-Nahayan to press Israel and the Palestinians to resume direct talks. After their meeting, Abbas says he will begin direct talks with Israel if it accepts the 1967 borders as the baseline for negotiations and accepts deployment of international forces to guard them. Gaza (causing no injuries), as well as on a Hamas building in Bayt Hanun (destroying it, damaging 26 houses, 23 shops, a clinic, the local municipal building, and a sports club nearby, injuring 15 Palestinian bystanders, and knocking out electricity to some areas). Unidentified Palestinians detonate a bomb hidden in a donkey cart by the Gaza border fence as an IDF border patrol unit on the Israeli side of the border passes, killing the donkey but causing no IDF injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. the border twice during the day, causing no injuries; also fire warning shots at farmers who stray nr. the border fence nr. Israel’s Jerusalem District Court upholds a decision to evacuate and seal the Beit Yonatan building in the Palestinian neighborhood of Silwan in East Jerusalem, built without a permit in 2004 by the right-wing group Ateret Cohanim and housing 8 settler families. King Abdallah of Jordan meets with U.S. pres. Barack Obama, special envoy Mitchell at the White House. Obama lays out his admin.’s working plan, still in the formulating stage, for jumpstarting the peace process, asking the king to relay a request to the 22-mbr. Arab League to amend its 2002 peace initiative “to make it more palatable to Israel,” specifically by dropping demands for the Palestinian refugees’ right of return and setting a timetable for normalization with Israel. The IDF officially “suspends” Operation First Rain, which began on 9/24, to “see if the Palestinian Authority is willing and capable of taking advantage of the new situation.” PA security forces clash with Hamas mbrs. in Gaza City, with violence spreading to Shati‘ r.c., leaving 1 PA police officer, 2 Palestinian bystanders dead, at least 50 Palestinians wounded over several hrs. in the first intra-Palestinian fighting in Gaza since the Israeli withdrawal, sparked when PA security forces allegedly tried to arrest Muhammad Rantisi, Hamas activist and son of assassinated Hamas leader ‘Abd al- ‘Aziz Rantisi; during the clashes Hamas mbrs. fire RPGs at 2 PA police stations, PA police run out of ammunition. Abbas meets with his Gaza security cmdrs. and advisers, orders PA security forces to deploy along the Gaza borders within 2 days to prevent rocket fire into Israel. Abbas also meets with Islamic Jihad leaders, who agree to continue discussions on a cease-fire. In light of Abbas’s efforts, the security cabinet unanimously agrees to allow Israel to resume security contacts with the PA. After another round of security talks this morning, Sharon accepts the U.S. cease-fire plan with reservations. Tenet continues bilateral mtgs. with the PA team, while outside the Ramallah venue, 100s of Palestinians demonstrate against a cease-fire. Late this evening (EST; early morning 6/13 Jerusalem time), after hrs. of talks during which Egyptian pres. Mubarak reportedly phoned 3 times to press the PA, Arafat also accepts Tenet's proposal with reservations.
