In the West Bank, Israeli settlers vandalize 50 olive and almond trees in Majdal Bani Fadil. Israeli settlers also attack Palestinian shepherds in Khirbet al-Farisiyya. Israeli forces shoot and kill 2 Palestinians and injure 4 others during a raid in Jenin. Israeli forces also shoot and kill a 15-year-old Palestinian, claiming he tried to stab 2 soldiers at the Tunnel checkpoint near Bethlehem. Elsewhere, Israeli forces demolish 2 commercial structures in al-‘Awja and issue a demolition notice for a home in Jenin refugee camp. Israeli forces arrest 6 Palestinians during raids in ‘Arura and Beit Umar. In East Jerusalem, 212 Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Gaza City, and Khan Yunis, killing at least 88 people. Israeli forces also bomb an UNRWA food distribution center in Rafah, killing at least 6 people, including an UNRWA staffer, and injuring 20 people. Meanwhile, Israeli forces shoot and injure 9 people waiting to receive aid at the Kuwaiti roundabout in Gaza City. In Lebanon, Israeli forces assassinate Hamas member Hadi Mustafa in a drone strike in Tyre, also killing another person and injuring a third. Israeli forces also bomb Ayta ash Shab and Mis al-Jabal. More than 31,272 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,024 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 425 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,475 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 154 trucks carrying aid enter Gaza. Israeli military spokesperson Daniel Hagari says Israel plans to force “a significant amount of the 1.4 million” people sheltering in Rafah to “humanitarian islands that we will create with the international community.” Hagari also says Israel will flood Gaza with aid. The EU, U.S., UK, Cyprus, UAE, and Qatar issue a joint statement calling on Israel to open more land crossings to Gaza to enable the delivery of aid. Dutch prime minister Mark Rutte meets with Israeli prime minister Benjamin Netanyahu, calling on him to “drastically reduce the level of force” used in Gaza and not to invade Rafah. Bloomberg News reports that UK defense secretary Grant Shapps refused to allow the UK military to drop aid into Gaza, citing the danger the airdrops pose to Palestinians civilians after 5 people were killed last week. (AJ, HA 3/13)

A UNIFIL investigation finds that Israel shot and killed Reuters journalist Issam Abdallah with a tank shell in Lebanon on 10/13/2023, despite there being no fire or active combat in the area for 40 minutes prior to the killing and Abdallah and the other journalists being clearly marked as journalists. 6 other journalists were injured in the attack. Forensic Architecture releases a report saying Israeli evacuations of Palestinians in Gaza may amount to forced displacement and that Palestinian civilians have been “bombed, shot at, executed, arrested, tortured, treated in a degrading manner, and forcibly disappeared by the Israeli military along roads, corridors and zones declared ‘safe.’” (AJ, FA 3/13)

An Italian court refuses an Israeli extradition request for a Palestinian man accused of planning an attack, saying he risked “cruel, inhuman, or degrading treatment” if he was extradited to Israel. (HA, REU 3/13; AJ 3/14)

In the West Bank, Israeli settlers set up mobile homes outside of the Shvut Rachel settlement near Jalud to expand the settlement. Israeli forces demolished several structures in Khirbet Humsa after demolishing more than 30 structures on 7/7. Israeli forces also demolished 1 large Canaanite-era cemetery near al-Khader to expand a settlement road; the cemetery was dated around 2300 to 1550 B.C.E. Elsewhere, Israeli forces demolished a large water tank in Bayt Dajan. Palestinian students from Birzeit University held a sit-in protest at the university for the mass arrest of 33 students on 7/14 by Israeli forces in Turmus ‘Ayya, were the students were visiting the family who were victims of a punitive demolition on 7/8. All of the 33 students were released the same day. 10 Palestinians were arrested during late-night raids in and around ‘Asira al-Qibliya, Marah Rabah, Deir Qaddis, Abu Dis, and ‘Anin. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. The Intercept and Local Call reported that Israeli settlers and soldiers had cooperated in the deliberately killing at least 4 Palestinians on 5/14, a day where Israeli soldiers and settlers ultimately killed 11 Palestinians across the West Bank. In videos obtained by B’Tselem, it is evident that Israeli settlers stand side by side with Israeli soldiers firing automatic rifles at Palestinians trying to protect themselves from a settler raid in ‘Urif. Similar joint attacks by settlers and soldiers led to killings of Palestinians in Iskaka, ‘Asira al-Qibliya, and al-Reihiya. (+972, INT 7/15; HA 7/16)

Haaretz said that documents they had examined revealed that the Israeli defense ministry had worked with a Jewish National Fund subsidiary, Himanuta, to purchase Palestinian-owned land in the West Bank and to prevent Palestinians from accessing the land in question. The deals between Himanuta and the defense ministry were made in 2018 and 2019. Among the purchases were a 1,000-dunam (250 acres) plot of land near the Hamra settlement, which Israel closed off to its Palestinian owners more than 50 years ago; a plot of land near Ramallah; the home of the Bakri family in Hebron; and a 218-dunam (54 acres) plot of land near the Argaman settlement. Israel and Morocco signed a cybersecurity agreement in Rabat, further bolstering the 2 countries’ normalization deal. (MEMO 7/15)

The New York Times reported that Israel is refusing to extricate a Mexican former federal prosecutor, Tomas Zeron De Lucio, who is wanted for falsifying evidence, torture, and misuse of the NSO Group’s Pegasus spyware. According to NYT sources, Israel is refusing the extradition because of the country’s perception of Mexico as supportive of Palestine. The Canadian cybersecurity research group Citizen Lab said that spyware from the Israeli company Candiru was used to spy on more than 100 activists from several countries including Saudi Arabia, Israel, Hungary, Indonesia, the UK, Palestine, Iran, Lebanon, Yemen, Spain, Turkey, Armenia, and Singapore. Spyware was installed on the users’ computers using the Microsoft operating system Windows. Microsoft said it had updated its software to close the hole in its security. 1 of the ways the spyware infected users’ devices was when a user clicked on a URL set up by the attacker. Citizen Lab found that activists had been hacked through domain names from fake websites with domain names such as “amnesty reports,” “refugee international,” woman studies,” “euro news,” and “CNN 24-7.” (AJ, AP, GDN, MEE, REU 7/15; ALM 7/16; NYT 7/17)

Lebanese prime minister-designate Saad Hariri resigned 9 months after being picked to try to form a government. Hariri’s resignation followed a meeting with President Michel Aoun on 7/14, where he proposed a 24-minister cabinet. Facebook suspended the account of a Palestinian user who uploaded a letter from the Palestinian political prisoner in Israeli jail Khalida Jarrar to her recently deceased daughter. The account was initially suspended for 60 days but was unblocked by Facebook on 7/20. (HA 7/20; HA 7/21)

Chinese foreign minister Wang Yi said at a conference hosted by the Geneva Institute that China plans to increase its involvement in resolving the Palestinian-Israeli conflict. At the virtual conference were also a member of the Knesset from the Meretz (Vigor) party and Ahmad Majdalani, the PA social development minister. (HA 7/15)

A football exhibition match between Beitar Jerusalem and the Spanish F.C. Barcelona was canceled after Barcelona demanded the game should not be held in Jerusalem, which the owner of Beitar Jerusalem refused. Barcelona’s demand came after weeks of pressure from Palestinians, including chairman of the Palestinian Football Association Jibril Rajoub and Joint List member of Knesset Sami Abu Shehadeh. Israel allows a shipment of fuel for Gaza’s power plant (shut down on 2/28), allowing 1 of 4 turbines to restart, but reduces the amount of cooking fuel and gasoline, aggravating shortages of these supplies. Gazans across the Strip continue to experience rolling blackouts of 8–16 hrs./day; 40% of Gaza receive running water for several hrs. once every 4 days. Unidentified Palestinians fire 3 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in 5 villages nr Jenin, Jericho, Qalqilya, Ramallah, and Tulkarm in the morning; in 1 village nr. Jenin in the afternoon, and in 2 villages nr. U.S. Reps. Howard Berman (D-CA) and Joe Walsh (R-IL), along with 50 cosigners from both parties, send a letter urging U.S. Atty. Gen. Eric Holder to indict, extradite, and prosecute “Palestinian terrorists” who have killed or wounded American citizens, particularly any Palestinian prisoners released under the 10/2011 and 12/2011 Hamas-Israel prisoner swap that freed Israeli soldier Gilad Shalit. The letter states that since the Koby Mandell Act was passed in 2005 allowing the U.S. to try foreigner terrorists who have harmed U.S. citizens abroad, not one Palestinian has been tried though as many as 71 Palestinians attacks (by their count) have left 54 Americans dead and 83 injuring since the 1993 Oslo Accords were signed. Israel cuts off all contact with the PA; gives Shin Bet, the IDF the "green light" to step up assassinations. Some MKs say Sharon should banish Arafat fr. the West Bank, Gaza. The PA arrests 3 PFLP leaders, but says it has not identified Ze'evi's assassins, will not extradite them to Israel once it does. Israel says if the killers are not extradited, it will treat the PA as a sponsor of terrorism. (The State Dept. refuses to back Israel's extradition demand.) Sharon declares that "Arafat has 7 days to impose absolute quiet in the territories. If not, we will go to war against him. As far as I'm concerned, the era of Arafat is over." Lacking sufficient evidence to prove his complicity in the 1996 Khobar barracks bombing, the U.S. deports suspect Hani `Abd al-Rahim Sayigh to Saudi Arabia, which is expected to try and execute him for the crime. The U.S. does not have an extradition treaty with Saudi Arabia, which did not want Sayigh back. Occupied Palestine/Israel: Dir.Gen. of For. Min. David Kimche states in press briefing that Israeli intelligence has "absolute, complete and irrefutable proof' that Yasir Arafat "knew about this [the Achille Lauro] operation before it was to begin" [WP, LAT 10/11]. Jerusalem Post reports arrest of members of alleged Fateh cell said to be responsible for recent spate of bombings in and around Jerusalem [JP 10/10]. Jerusalem Post cites report in al-Mithaq stating some Palestinian ex-prisoners released in the 5/20 prisoner exchange are asking for special consideration in their applications to West Bank universities; Najah U. has agreed to admit some despite low grades, while other universities have agreed to give them special entrance exams [JP 10/11]. Jerusalem shops close in general strike to protest "iron fist" policy in occupied territories which since its imposition in August has resulted in over 6 deaths, 21 deportations, over 80 administrative detentions without trial. Reagan tells reporters it would be "all right" for the PLO to try the 4 hijackers if Arafat has "kind of a national court set up, like a nation that they can bring them to justice." Later in the day, Nat. Sec. Adv. Robert McFarlane tells reporters Reagan "meant that he wants the PLO to tum these hijackers over to competent authorities for trial" [WP 10/11].
