In the West Bank, Israeli settlers vandalized 450 olive, plum, grape, and almond trees near Turmus ‘Ayya. 7 Palestinians were arrested, including 5 returning to the West Bank from Jerusalem at the Qalandia checkpoint, 1 crossing from the West Bank to Jordan via the Allenby Bridge, and 1 while working his land in Idhna. Haaretz reported that the World Zionist Organization’s settlement division was finalizing plans to invest $8.5 million to connect settlement outposts in the West Bank to the Israeli electrical grid and preparing plans to have the outposts retroactively authorized by the Israeli government. Israeli defense minister Benny Gantz approved 5,500 Palestinians to be registered with the Palestinian population registry and increased Gaza merchant permits for commerce in Israel from 1,500 to 15,000. Defense Minister Gantz also gave final approval for construction in Hizma and Harmaleh and 1st level approval for construction in Haris, Kisan, and Battir. Additionally, Israel said it would open a new crossing from Israel to the northern part of the West Bank to ease access to Jenin and delayed a meeting to expand Israeli settlements in East Jerusalem. The moves were described by Israel as a result of a meeting between Gantz and PA president Mahmoud Abbas last week and comes 1 day before U.S. president Joe Biden will arrive in Israel for a 4-day tour of Israel, Palestine, and Saudi Arabia. 4 members of the U.S. senate Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Chris Murphy (D-CT), and Dick Durban (D-IL), wrote a letter to U.S. secretary of state Antony Blinken saying that the U.S. review of the evidence into the killing of Palestinian American journalist Shireen Abu Akleh “hardly constitutes an independent investigation into the overall circumstances of her killing.” In a separate letter, U.S. senators Cory Booker (D-NJ) and Bob Menendez (D-NJ) called on the Biden administration to provide a senior-level classified briefing on the investigation details and the administration’s plan for accountability. Citing insufficient evidence, the foreign ministries of Belgium, Denmark, France, Germany, Ireland, Italy, Holland, Spain, and Sweden issued a joint statement saying that the countries have decided to dismiss Israeli claims that 6 Palestinian rights organizations are linked to terrorism and will continue funding them. In the West Bank, 1 Israeli settler was injured in a stabbing incident in Hizma; Israel claimed the man was stabbed by a Palestinian; 1 Palestinian man was arrested on 3/3 for the stabbing and for a different stabbing of an Israeli settler on 3/3. Israeli settlers attacked Palestinians and Israeli soldiers near the Homesh settlement outpost, throwing stones at Palestinian cars and assaulting Israeli soldiers; 8 Israeli settlers were arrested. Israeli settlers also attacked Palestinian farmers near Kisan, threatening Palestinians picking gundelia plants in Khirbat Makhul and forcing them to leave. Israeli forces violently dispersed the funeral procession for 1 Palestinian killed by Israeli forces on 3/1 in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces also fired a tear gas canister into a schoolyard in Tell, causing tear-gas related injuries. Elsewhere, Israeli forces delivered stop-work orders for 3 houses in al-Juwaya. Israeli forces also demolished 10 commercial structures in Hizma, affecting 13 Palestinian families. 37 Palestinians were arrested during late-night raids in Silat al-Harithiya, Beita, Tell, Qalqilya, Husan, Dura, and Fawwar refugee camp. In East Jerusalem, Israeli forces closed off Sheikh Jarrah to Palestinian visitors to facilitate a settler rally. Israeli forces also demolished 1 commercial structure in Bayt Hanina. The PA closed the Christian organization Beit Al Liqa in Bethlehem for a week while it probed an event at the organization where prominent Israeli settler and former MK Yehuda Glick was present. Beit Al Liqa claimed that it was not aware of who Yehuda Glick was when he participated in the event and that he did not introduce himself to the organizers. (MEMO 3/3)

German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. Chancellor Scholz was also scheduled to meet with PA and Jordanian representatives in the West Bank and Jordan, but cut his visit to the region short. (AP, HA, HA, REU 3/2)

The Jewish Agency said that that up to 10,000 Ukrainian immigrants could arrive in Israel to seek Israeli citizenship based on their Jewish heritage. The Jewish Agency said that 5,000 Ukrainians had contacted the agency since Russia’s invasion of Ukraine on 2/24. 30,000 Ukrainian Jews immigrated to Israel between 2014 and 2018 after Russia annexed Crimea and fomented insurgencies in eastern Ukraine. The World Zionist Organization said on 2/27 that it wants to erect 1,000 portable structures for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. In the West Bank, Israeli settlers threw stones at Palestinian vehicles and attempted to break into a house in Sinjil. Israeli settlers also blocked a main road in the Masafer Yatta area. Israeli forces violently dispersed Palestinians protesting against settler violence in al-Lubban al-Sharqiya, assaulting 4 protesters and causing tear-gas related injuries. Israeli forces also delivered demolition orders for 3 homes, an agricultural structure, and a retaining wall in al-Walaja. In East Jerusalem, Israeli forces delivered demolition orders for 3 commercial structures in Jabel Mukaber. 1 Palestinian family started demolishing their own home in Bayt Hanina, displacing 7. 4 Palestinians were arrested, including 2 at the Damascus Gate plaza and 2 at the Haram al-Sharif compound. In Israel, Israeli prison forces assaulted Palestinian prisoners in their cells in 2 sections of Rimon Prison. In Gaza, Israeli forces opened fire at a landfill east of Dayr al-Balah; no injuries were reported. The World Zionist Organization said it plans to make 1,000 portable structures available for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. Israel is expecting a large wave of immigration of Ukrainians with Jewish heritage as Russia attacked Ukraine on 2/24. The Israeli government will have to approve the placement of the portable structures for the Ukrainian immigrants. (AJ 3/4)

Israeli officials told Axios that U.S. president Joe Biden was disappointed that Israel refused to co-sponsor a UN security council resolution condemning Russia’s invasion of Ukraine on 2/27. Israel, however, did vote in favor of a resolution at the UN general assembly condemning Russia’s invasion on 3/2. Israel is said to have asked the U.S. to understand its vague position regarding Russia’s invasion, given Israel’s cooperation with Russia on matters relating to Syria. In a major attack in East Jerusalem, Israeli forces shoot and kill 2 Palestinians at a gate to the Old City after the 2 allegedly carry out a stabbing attack on a group of Israelis, killing 1 and injuring another (a 2d Israeli civilian is killed by Israeli crossfire). Meanwhile, Israeli forces shoot and injure 4 Palestinian students n. of the city on the pretext that they were throwing stones; assault and arrest 3 Palestinians in a nearby village; arrest 4 Palestinians on raids in Jabal Mukabir and the Old City. In the West Bank, IDF troops arrest a Palestinian in c. Hebron when they allegedly find her carrying a knife through a checkpoint. They also raid 2 villages nr. Ramallah and ‘Askar r.c. nr. Nablus, sparking minor clashes with stone-throwers and injuring 14 Palestinians. The IDF conducts further house searches and raids in 1 village nr. Jenin, Tubas, Tulkarm, in and around Hebron, and in 2 villages nr. Nablus, arresting 16 Palestinians; patrols in Tulkarm, as well as 4 villages, al-Fawar r.c., and al-‘Arub r.c. nr. Hebron. Israel’s homefront command begins a 5-day civil defense drill to test Israel’s emergency response to a massive missile attack. The IDF shoots, wounds, and arrests a Palestinian nr. the Israeli military liaison office in Qalqilya, claiming he attempted to stab a soldier; enters Tulkarm (area A) in the morning, setting up a checkpoint outside a college and randomly stopping and questioning students, withdrawing later in the day; patrols during the day in 4 villages nr. The Israeli cabinet approves moving the World Zionist Organization’s settlement division from under the control of the Agriculture Min. to under the control of the Prime Minister’s Office; the division has an annual budget of $7.25 m. for developing West Bank settlements (much of which has gone to unauthorized settlement outposts since 2005) and $14 m. for developing the Galilee and Negev. The 4-day 34th World Zionist Congress opens in Jerusalem. The 750-seat congress convenes every 4-5 years to negotiate the policy of the World Zionist Organization, which makes up half the decision-making power of the Jewish Agency. The Jewish Agency controls a $350 m. annual budget, which is used for immigration and absorption, as well as worldwide religious, political, education programs. (HA, JTA 6/18)

PA signs contract with Islamic Waqf to lease the Allenby camp in west Jerusalem for 99 yrs. Israel already has leased the site to the U.S. for a future embassy. Palestinians claim the land is Waqf land that was illegally confiscated by Israel. (HA 7/11 in FBIS 7/11)

Isramco, U.S. oil company with oil and gas interests in Israel, announces it is launching expanded program for oil and gas production in the Negev. Other Countries: First International Christian Zionist Congress convenes in Basel, Switzerland for three days, gathering 500 Christian lay leaders and theologians, active supporters of Israel. Congress is organized by the Intemational Christian Embassy in Jerusalem [JTA 8/22].
