In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Birin and al-Twana. Israeli forces shot and killed 1 Palestinian child during a raid in Aida refugee camp. Israeli forces also shot and injured 1 Palestinian during a raid in Ya’bad. In Hebron, Israeli forces punitively demolished the family homes of 2 Palestinians accused of killing an Israeli settler in August. 50 Palestinians were arrested during late-night raids in and around Hebron, Beit Fajjar, al-Arroub refugee camp, Bethlehem, Aida refugee camp, Dheisheh refugee camp, Jaba’, and Jalazone refugee camp. 1 Israeli soldier wounded near the Itamar settlement on 11/8 succumbed to his injuries. In Gaza, Israeli airstrikes killed 260 Palestinians and injured 590 others. Israel bombed al-Shifa Hospital, killing at least 13, and bombed the Indonesian and al-Rantisi Children’s hospitals, causing damage. Israeli snipers opened fire at al-Quds Hospital’s ICU unit, killing 1 and injuring 28, mostly children. Israeli airstrikes on al-Buraq School north of Gaza City killed more than 50 people sheltering there. Israel claimed its forces assassinated Hamas members Ahmed Musa, Omar Alhandi, and Muhammad Khalot in Jabalia refugee camp. Rockets were fired from Gaza, injuring 2 in Tel Aviv. In Eliat, a drone reportedly launched from Syria hit a school, lightly injuring 1. Near the Blue Line, 5 Israeli soldiers were injured by anti-tank fire and a drone. Israel attacked several places in Lebanon. In Syria, Israeli forces attacked militants in the Homs province, killing 7. The Gaza Ministry of Health said at least 11,078 Palestinians have been killed, including 4,506 children and 3,027 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 174 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel adjusted the Israeli death toll from 10/7 from 1,400 to 1,200, including 33 children. 5,431 people have injured since 10/7. 42 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Around 30,000 people fled northern Gaza to the south. No one was evacuated from Gaza to Egypt. The Indonesian Hospital said it had stopped all surgeries due to a lack of fuel and Israeli attacks. Al-Shifa Hospital director Muhammad Abu Salmiya called Israeli claims that the hospital hosts Hamas fighters and infrastructure “utter lies,” saying UN personnel frequent the hospital and could attest to this. PA president Mahmoud Abbas said in a speech on the 19th anniversary of Yasir Arafat’s death that “there are no words to describe the genocidal war and destruction inflicted upon our Palestinian people in Gaza.” Abbas later traveled to Riyadh for a joint Arab League-OIC summit on 11/11. In Riyadh, Abbas met with Pakistani caretaker prime minister Anwaar Ul-Haq Kakar, discussing Israeli actions in in Gaza and the West Bank. (WAFA, WAFA, WAFA 11/10)

Al-Haq, Al Mezan, and the Palestinian Human Rights Campaign sent a letter to the ICC saying Israel is committing “war crimes and crimes against humanity, including genocide and incitement to genocide.” (REU 11/10)

Israeli prime minister Benjamin Netanyahu said in a speech to Israelis living near Gaza that Gaza will be under total Israeli security control when Israel has eliminated Hamas. (AP, HA, HA, REU 11/10)

Saudi crown prince Mohammed bin Salman condemned Israeli attacks on Gaza at the African-Saudi summit in Riyadh. A joint statement by the participating countries said Israeli attacks needed to stop and called for an end to the occupation. (REU, WAFA 11/10)

U.S. secretary of state Antony Blinken said Israeli airstrikes have killed “far too many” Palestinians, saying Israel has taken steps to minimize civilian casualties but that it was not nearly enough. (AP, AP, AX, HA, NYT, REU, REU 11/10)

French president Emmanuel Macron said there was no justification for Israel’s killing of civilians in Gaza, urging Israel to stop and calling for a ceasefire. In response, Prime Minister Netanyahu placed the blame for civilian death on Hamas, insisting on calling the group “Hamas-ISIS” several times. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Target areas include Abasan, Bani Suhayla, Bayt Hanun, al-Bureij r.c., Gaza City, Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat, al-Qarara, Rafah, Tal al-Za‘atar. By day’s end, the Palestinian toll is at least 412 dead.

Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. Overnight, the IDF sends troops back into Gaza City, surrounding the home of senior Hamas military cmdr. Ayman Dayif Allah Hassanian, ordering him to surrender, fatally shooting him and 2 bystanders (including a 70-yr.-old woman) in an exchange of gunfire, also bulldozing 20 dunams (d.; 4 d. = 1 acre) of olive, citrus groves. Palestinians fire 5 rockets fr. Gaza into Israel, hitting a factory, killing an Israeli. Early in the morning, the IDF sends troops back into n. Gaza, clashing with Palestinians in Bayt Hanun, Bayt Lahiya, Jabaliya and also shelling the area, killing 1 Palestinian gunman, wounding at least 17 Palestinians; also leaving 2 IDF soldiers injured. The IDF also fires on Palestinian fisherman off the s. Gaza coast, wounding 1. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin (firing on stone-throwing Palestinians, wounding 2) and Nablus, in al-Bireh, Jericho, Tulkarm r.c. In Gaza City, an unidentified gunman shoots, wounds fmr. Palestinian Council (PC) mbr. ‘Abd al-‘Aziz Shahin (Fatah) as he leaves a radio studio after giving an interview criticizing Hamas. The IDF officially “suspends” Operation First Rain, which began on 9/24, to “see if the Palestinian Authority is willing and capable of taking advantage of the new situation.” PA security forces clash with Hamas mbrs. in Gaza City, with violence spreading to Shati‘ r.c., leaving 1 PA police officer, 2 Palestinian bystanders dead, at least 50 Palestinians wounded over several hrs. in the first intra-Palestinian fighting in Gaza since the Israeli withdrawal, sparked when PA security forces allegedly tried to arrest Muhammad Rantisi, Hamas activist and son of assassinated Hamas leader ‘Abd al- ‘Aziz Rantisi; during the clashes Hamas mbrs. fire RPGs at 2 PA police stations, PA police run out of ammunition. The Israeli FMin. adopts a new “national image management” strategy to improve Israel’s image abroad, “rebranding” it as “cool,” “hip,” “relevant and modern,” by downplaying religion and “avoiding any discussion of the conflict with the Palestinians.” (Forward 10/14)

Biddu, killing 1 Palestinian, wounding 8; demolishes the PA Agriculture Min. dir. gen.’s home in Dayr al-Balah; fires on stone-throwing youths in Bethlehem, Burqa, Hebron, Qalandia, villages nr. The IDF assassinates Hamas leader Rantisi, firing 2 missiles at his car as he drives through Gaza City, also killing his bodyguards Akram Nassar and Ahmad Ghurra, wounding 4 bystanders. 10,000s of Palestinians throughout the West Bank, Gaza take to the streets to protest. Hamas vows retaliation, says it has appointed Rantisi’s replacement but will not identify him for security reasons. In a rare acknowledgment, Israel confirms it targeted Rantisi, saying it took the decision after Rantisi called off Hamas cease-fire talks with the PA. In Jerusalem, a group of Palestinian teenagers fatally stabs an Israeli woman. Israeli police shoot at, captured 4 of the teenagers, 1 of whom dies at the scene. Police say the 14-yr.-old boy dropped dead of no apparent cause; witnesses say he was beaten, perhaps shot by soldiers. In n. Israel, a car mysteriously explodes killing 2 Palestinians; the IDF claims they were Islamic Jihad mbrs. en route to stage a car bombing. The IDF again fires tear gas, rubber-coated steel bullets at demonstrators nr. Arafat's Ramallah headquarters, injuring 6; conducts arrest raids in Birzeit and in Tamun, where troops detain 7, wound 10 with live ammunition, occupy 12 Palestinian homes as IDF outposts, uproot 150 olive trees. The PA again calls for adherence to Arafat's cease-fire. At a pro-Hamas rally in Jabaliya attended more than 10,000 Palestinians, Hamas spokesman Rantisi vows more suicide attacks against Israel, says that anyone who seeks to stop the intifada "wants to tear us apart." The NIHC organizes a separate protest march fr. Shati` to the PC building in Gaza City, denouncing the U.S.'s biased policy, calling on Arab states to take a strong, unified stand on the Palestinian situation. IDF forces pull back fr. parts of Nablus, Ramallah but reenter them later in the day. In Tal, IDF soldiers fire on protesters who assemble to block tanks fr. reentering Nablus, killing 1 Palestinian. The IDF also shells residential areas of Nablus, causing 1 Palestinian to die of a heart attack; conducts arrest raids in Hebron, Karawat Bani Zayd. In Gaza, the PSF again attempts to take Hamas spokesman Rantisi into custody but clashes with 100s of Hamas mbrs. and supporters, leaving 15 rioters and PSF officers injured. Israel says attempts to arrest Rantisi were designed to fail. Late tonight in Gaza, the PSF fires on a group of Islamic Jihad mbrs. preparing to launch a mortar at a Jewish settlement, killing 1 Palestinian. In Washington, Zinni briefs Powell on his talks with Israel, the PA. Afterward, the U.S. says it will Zinni back to the region once it sees "sustained and decisive" action by both sides toward halting violence, noting that the PA in particular must do more to "combat terror and violence." Israeli-Palestinian clashes continue. A Palestinian suicide bomber detonates a car bomb nr. a Jewish settler school bus in the West Bank, killing himself but causing no other injuries. Palestinians also fire 2 mortars at a Kefar Darom settlement in Gaza. Inside the Green Line, Israeli police find, safely detonate a bomb in Netanya. The IDF shells a PSF office in Gaza, residential areas of Khan Yunis; bulldozes Palestinian land in Khan Yunis; conducts an arrest sweep in Jalazun. Arafat orders the popular resistance comms. to disband and their mbrs. (most of whom are Fatah mbrs., some of whom are PSF officers) to "return to their original security positions," calls senior PSF officer Yasir Zanun (a Fatah mbr. and a leader of the resistance comms.) in for questioning, has the PSF arrest Hamas spokesman `Abd al-`Aziz Rantisi for statements accusing Arafat of treason for resuming security talks with Israel.
