Arafat and Barak in Ramallah, this time attended by U.S. special envoy Ross, Ross announces that Israel, the PA will resume negotiations in the U.S. after Id al-Adha holiday ends on 3/20. The sides still aim to conclude a full final status agmt. by 9/13. Ross says there have been "constructive" talks on interim issues. Lebanese pres. Israel's High Court rules (4-1) that an Israeli Arab family cannot be barred fr. living in a cooperative Jewish community. Although the decision affects the 1 family only, the court's determination that separate Arab and Jewish communities are "inherently unequal" and discriminate against Arabs sets legal precedent that may be used in future cases. In s. Lebanon, 2 SLA mbrs. are killed in a clash with Hizballah. (MEI 3/10)

Led by the U.S., NATO forces begin air strikes on military installations of Yugoslavian pres. Slobodan Milosevic to prevent further Serbian attacks on the Kosovo province's ethnic Albanian guerillas, civilians. 13 of NATO's 19 mbr. states participate in this 1st NATO attack on a sovereign state. Military seals homes of 3 Palestinians in Sa'ir village who allegedly fired at civilian and military vehicles in the West Bank, according to military sources [JP 11/19]. 9 Palestinians are arrested in Aylut village, near Nazareth, in confrontation with Israeli authorities over attempt to confiscate their land [FJ 11/22]. Israeli Cabinet sends message to Reagan-Gorbachev summit meeting asking them to agree on allowing Soviet Jews to emigrate [LT, CT 11/18].

Arab World: King Hussein and Pres. Mubarak arrive in Oman for talks [FT 11/18]. Syrian Vice Pres. Abd al-Halim Khaddam states the Jordanian-PLO peace plan of last February is "dead" [JP 11/17]. Toronto Star reports Yasir Arafat has appealed to Syria to join the Jordanian-Palestinian M.E. peace initiative, welcomed Syria's rapprochement with Jordan [TS 11/17; WP 11/18].
