The Palestine Chronology

Overnight, the IDF withdraws fr. alMaghazi r.c., leaving a total of 207 d. of land, 4 Palestinian homes demolished, 9 other homes partially demolished. Also in Gaza, the IDF fires a tank shell at a home in Gaza City, alleging that a Hamas mbr. on the roof was preparing to fire an RPG, killing a handicapped Palestinian on the roof, 3 relatives inside, wounding 2; shells areas nr. Khan Yunis and the Sufa crossing in the south and in n. Gaza, wounding at least 6 Palestinian civilians. In the West Bank, the IDF withdraws troops fr. Nablus, ending a 3-day operation; before leaving, troops blow up the main government offices (killing a Palestinian bystander), fire on stone-throwing Palestinians youths, wounding 21. The IDF calls up 3 battalions (several 1,000) additional reserves, positions troops and armor on the n. Israel border in preparation for “limited” ground operations to “mop up” Hizballah strongholds and weapons sites, continues pinpoint special forces operations inside s. Lebanon, urges residents to evacuate n. of the Litani River immediately (see 7/20; local officials estimate that 70% of the southern population has left). The U.S. approves Israel’s request to expedite delivery of precision-guided missiles (including at least 25, possibly 100, 5,000-lb GBU-28 bunker busters) to maintain the intensity of IDF air strikes. IDF artillery hits a UN observation post in Zarit, s. Lebanon, causing extensive damage but no injuries; makes air strikes on the Beirut–Damascus highway and several bridges, targeting empty passenger busses returning fr. Syria after evacuating foreigners; continues air strikes on Baalbek (killing at least 5 Lebanese civilians, wounding 20) and on s. Lebanon. At least 12 Lebanese are killed during the day. Hizballah fires 35–50 rockets into n. Israel, 10 of them hitting Haifa (injuring 3 Israelis) and others hitting Carmiel, Kiryat Shimona, Nahariya, Safad, Tiberias, and several n. Israeli villages. Hizballah acknowledges that 6 Hizballah mbrs. have been killed since 7/12, whereas Israel claims that around 100 have been killed. UN humanitarian relief coordinator Jan Egeland estimates that 500,000 Lebanese are in urgent need of humanitarian assistance, but says that the UN cannot provide it without Israel, Lebanon guaranteeing safe corridors for movement of civilians and aid. Today, Israel allows 1 Greek ship carrying 22 tons of humanitarian goods to enter Beirut. (AP 7/21; NYT, WP, WT 7/22; NYT 8/11)

In Gaza, the IDF continues operations in al-Maghazi r.c., engaging in heavy clashes with local gunmen, killing 4 armed Palestinians and 1 bystander, wounding at least 32 (in addition, 1 Palestinian child wounded in al-Maghazi on 7/19 dies of her injuries); drops leaflets across Gaza warning that “anyone who has . . . an arsenal, ammunition, or weapons in their house must destroy them or will face dangerous consequences.” The IDF also continues to shell n. and s. Gaza to prevent rocket fire; makes air strikes on 2 groups of Palestinians allegedly laying roadside bombs (no injuries are reported); fires warning shots fr. gunboats to keep Palestinian fishermen fr. going out to sea. Palestinians fire at least 1 rocket fr. Gaza into Israel, lightly wounding 1 Israeli. In the West Bank, the IDF continues major operations in Nablus, surrounding the local PA headquarters where a number of wanted Palestinians have taken refuge since fighting began on 7/19; 15 give themselves up during the day, but 10 remain inside, as IDF tanks shell the building and bulldozers begin to demolish the structure, troops fire on stone-throwing Palestinians who confront them (wounding 5). Also in Nablus, some 4,000 Palestinians demonstrate in support of Hizballah. The IDF also conducts arrest raids, house searches nr. Hebron; clears Palestinian trees nr. Har Homa settlement. Israel warns Lebanese s. of the Litani River that they have 24 hrs. to evacuate to the north. The IDF increases pinpoint ground operations in s. Lebanon, engaging in fierce clashes with Hizballah, leaving at least 2 IDF soldiers, 2 Hizballah mbrs. dead and 6 IDF soldiers injured; sends tanks, bulldozers across the n. border to destroy tunnels, bunkers, posts used by Hizballah (Hizballah claims to destroy 2 tanks; the IDF does not comment); continues air and artillery strikes on 150 targets across Lebanon, including Baalbek, Hermel, and al-Khiyam (destroying the infamous jail there, formerly run by Israel’s proxy, the South Lebanon Army). Late in the evening, 2 IDF helicopters collide over n. Israel nr. the Lebanese border, killing at least 4 IDF soldiers. Hizballah fires some 40 rockets at n. Israel, hitting Carmiel, Kiryat Shimona, Safad, Tiberias; there are no reported injuries. Syria reports that more than 140,000 people have crossed over fr. Lebanon since the violence began. Some 10,000 foreigners are evacuated by sea fr. Beirut and Tyre (including some 2,250 Americans and many Southeast Asian laborers evacuated by the Indian navy); UNIFIL evacuates its post at Naqura. IDF undercover unit kills 2 Hamas activists, including 1 sought for killing Shin Bet officer, in raid on al-Ram, nr. Jerusalem.  Palestinian witnesses say the 2 were put up against a wall and shot in the back.  (Qol Yisra'el 5/31 in FBIS 6/1; MM, NYT, WP, WT 6/1; JP 6/11)

Israel makes last salary payment to 7,600 Palestinian Civil Admin. employees in Gaza Strip.  Palestinian National Authority to assume paying salaries, as well as those of 9,000 Palestinian police officers.  (CSM 6/2; JP 6/11)

"Freedom and Independence Party," affiliated with Fateh, PPP wins 6 of 9 seats in elections to admin. board of Bethlehem University students' council.  "Democratic Coalition" of PFLP and DFLP supporters wins 2 seats, while Islamic Movement wins 1.  (MM 6/1; TJT 6/3)

PM Rabin complains to Knesset Foreign Affairs and Defense Comm. that Syria is "playing for time" and not "serious" about peace.  Rabin also says U.S. mediation effort has "exhausted itself," Washington talks "an exercise in treading water."  Secy of State Christopher calls Israel-Syria talks "difficult" and "at an early stage."  (WP 6/1)

U.S. reportedly seeks to question Lebanese Shi`ite leader Mustafa al-Dirani, kidnapped 5/21 by Israel, in connection with 1988 kidnapping, 1989 murder of USMC Col. William Higgins, according to Beirut daily al-Diyar.  (WP 6/2)

Occupied Palestine/Israel: Yesh Gvul movement requests investigation of bank information leak when MK Ronni Milo charges $5,000 donated by the "leftist and anti-Israel" Presbyterian Church. IDF reserve corporal Marcello Weksler gets 2 weeks in jail for refusing service in Lebanon. (Weksler is 124th refusenik jailed.) A decision based on BritishMandate Defense (Emergency) Regulations (1945) to ban without explanation Arabic bi-weekly al-Masira upheld by Israeli High Court.

Arab World: Syrian and Israeli forces begin build-up in western sector of Beqaa Valley. IDF closes 4 Awali River crossings. 7 Israelis wounded in grenade attack near Nabatiya; 3 wounded by explosive charges at Litani River bridge. DFLP demands return of men responsible for Jerusalem shoot-out (4/3/84) in exchange for release of IDF PoW held for 1 year.

Military Action:

IDF armored units fight fierce artillery, rocket duels with PLO forces inside Beirut as PLO, for first time, fires back on wide range of IDF gun positions in East Beirut; fighting appeared to intensify following Israeli announcement of little headway in negotiations and consideration of an Israeli military option; IDF rockets landing at rate of 30 per minute, as Burj al-Barajneh, Sabra, Shatila Lailake and the coastal road near the airport are all hit; PLO forces fire on E. Beirut areas of Hadeth, Ashrafiya, Furn al-Shubbak, Dbaye and near Baabda; 51 shells reportedly land in presidential compound; direct hit on IDF motor pool below palace reported, setting fire to 4-5 trucks and armored vehicles and causing unspecified casualties; PLO shells also hit government hospital in Baabda, near Hotel Alexandre and near IDF press center as well as Aramoun hills area; 2 IDF tanks destroyed trying to advance on airport; French Ambassador's residence set on fire during shelling, as well as Raouche seafront; shelling tapers off after 12 hours following cease-fire announcement on Beirut radio; IDF camps set up at Zahrani, and near Tyre; Damour, Khalde, and in the Chouf and Arkoub areas.

Casualties:

Beirut radio reports "large numbers" of casualties on both sides; few ambulances venture into areas being shelled; 3 IDF soldiers killed and 28 wounded in fighting around Beirut; fires burn for hours in shelled areas of W. Israel/ Occupied Territories: Israeli Cabinet says little progress made, as Begin studies military options; news poll of 1,164 Israelis finds only 29 percent favor "breaking" into Beirut, 68 percent opposed; Shamir tells US AID official McPherson that Israel will allow ICRC visits to Palestinian detainees next week; McPherson completes a tour of southern Lebanon to assess best way to expend $65 m. allocated for Lebanese relief; military ser-vice for conscripts extended 3 months; Deputy Chief of Staff Levy says IDF will "realistically" be deployed along their current lines through the winter; new agreement with Haddad to extend Haddad's military control from south of the Litani River to just north of Sidon.

US and Other Countries: Proposal to send US troops to Lebanon draws skeptical reactions from Congressional leaders; Weinberger says US studying whether IDF improperly used US weapons during its invasion of Lebanon; Sen. Percy says Israel broke faith with the US by invading Lebanon and US support for Israel waning.

Military Action:

The Israeli Army invades Lebanon, with over 250 tanks and thousands of infantrymen rolling past UNIFIL forces at 11 AM; Sidon is bombarded, the coastal road cut, the Lebanese oil refinery at Zahrani bombed, setting oil storage tanks afire; a bridge spanning the Litani, north of Tyre, is blown up; balloons are used to neutralize heat-seeking missiles. Israeli troops move, in three columns, to close in on Tyre, to take Nabatiyeh and Beaufort Castle, and to move from the Golan Heights towards Chebaa. Israeli troops land near the Zahrani river, in an attempt to cut off Palestinians retreating northward. Amphibious vehicles land near Rashidiyeh refugee camp while Israeli paratroopers land at another camp north of Tyre. Israeli planes drop Arabic language leaflets warning Tyre's 50,000 residents not to harbor PLO guerrillas. Thousands of Lebanese and Palestinians fleeing up the coastal road are bombarded.

Several PLO outposts reported taken along the 33-mile front, but Palestinian resist-ance reported fierce; PLO antiaircraft batteries shoot down Skyhawk jet near Nabatiyeh (pilot is captured), another near Sarafand, and 2 helicopters; PLO rocket attacks continue on western Galilee and the Haddad-controlled enclave; PLO claims to have destroyed 42 Israeli armored cars; resistance in Tyre is fierce, leading Israelis to bypass it on their northward sweep; fighting intense around Beaufort Castle.

Syrian artillery opens fire on Israeli forces following Israeli shelling of Syrian positions; Syrian army battling near Hasbaya, 10 miles north of the border.

Several UNIFIL units come under fire; UNIFIL troops at Khardali Bridge, below Beaufort Castle, come under fire but prevent Israeli troops from crossing bridge; UNIFIL protests use of incendiary artillery shells by Israelis in attacking Tyre; UN and Lebanese troops come under heavy Israeli fire near Tyre.

Casualties:

More than 300 people are reported killed June 4 and 5, over 500 wounded; Palestinians estimate 200 Israeli casualties; thousands fleeing towns of southern Lebanon are bombed by Israeli jets along the coastal road; casualties from June 4 bombing of Beirut estimated at 60 killed, 30 wounded. Norwegian UNIFIL soldier killed.

Rocket attacks on northern Galilee result in 3 deaths, 15 wounded, but property damage is extensive, Qiryat Shemona is hit badly; captured Israeli pilot shown at Beirut press conference.

Israel/Occupied Territories: Israeli Ambassador to US, Moshe Arens, claims aim is to push PLO out of artillery range of northern Israel; Begin sends letter to Reagan asserting the same; Israeli Cabinet says Syrian forces will only be attacked if they engage Israeli troops; Yitzhak Rabin (Labor Party) calls on Israelis to support the government; Cabinet calls operation "Peace for Galilee"; Israeli Reserve Generals reported to plan visit to US and Europe to put Israeli case; extensive mo-bilization of Israeli reserves reported as over 1000 public buses mobilized to transport troops (the largest war call-up since 1978); Israel asserts it has no territorial claims on Lebanon.
