In the 1st of a series of planned "placating measures" meant to encourage calm following the Washington mtgs., Israeli DM Mordechai orders IDF to lift internal closure on Bethlehem, pull back tanks surrounding Bethlehem. 50 Palestinian trucks are allowed to enter Israel to transport foodstuffs to Gaza. IDF bans Palestinians fr. traveling btwn. West Bank cities, villages; warns it will reenter Palestinian cities (zone A) to disarm PA security forces if the forces fire on IDF again. After mtg. with German Chancellor Helmut Kohl, Netanyahu cuts short by several hrs. a tour of EU capitals, returns to Israel. Egypt, Israel, PA, U.S. discuss ways of securing Arafat-Netanyahu mtg. Arafat says he will meet only if Netanyahu promises to make a concrete gesture, such as closing tunnel. Netanyahu refuses, says gestures will only show Palestinians that protests have benefits. Shin Bet's top echelon holds emergency mtg.; says it is furious with PM Netanyahu for opening the tunnel despite Shin Bet's warnings, contrary recommendations and without their coordination; criticizes the PM's decision-making process, performance. In the worst fighting since the peace process began, Palestinians, IDF clash in Ramallah. IDF shoots rubber bullets, stun grenades, live ammunition at protesters. IDF, PA security forces engage in firefight. 7 Palestinians are killed, 100s (incl. 2 EA mbrs., the mufti of Jerusalem) wounded; 8 IDF soldiers are injured by rocks, bottles; Ramallah is declared closed military zone; West Bank, Gaza are sealed.
