Israeli ministerial comm. unanimously approves Har Homa construction plan, says 3,015 housing units for Arabs may be built adjacent to the Har Homa settlement, but does not approve any funding for their construction. (Since 1990, Israel has allowed Arabs to build only 663 units in East Jerusalem, while allowing Israelis to build 13,835 units.) 3 leftist Jordanian parties (Jordanian Arab Ba'th Socialist Party, the pan-Arab National Action Party, the Arab Land Party) announce they are merging to form the Jordanian Nationalist Democratic Front. Turkey says it is considering recalling its envoys fr. Tehran amid a diplomatic crisis sparked by Iran's perceived support for Turkish Islamists who are politically opposed to the Turkish military, which advocates government secularism. (AFP 2/27 in WNC 3/4)

In Washington, the family of Alisa Flatow, killed in the 4/9/95 suicide bombing in the Gaza Strip, file a $150-m. lawsuit against Iran. The federal Antiterrorism Act of 1996 allows families of victims of terrorism to bring civil actions against countries designated by the State Dept. as sponsors of terrorism. Lawyers claim the bombing was carried out by Islamic Jihad, with Iran's financial backing. (WT 2/27; WJW 3/6; JP 3/8)

Central Gaza Prison closed down, 500 of its inmates transferred to other prisons and 200 released. IDF dismantles Gaza army bases but does not withdraw. (CSM, NYT, WT 5/6)

PLO Chmn. Arafat visits Amman to brief King Hussein on Gaza-Jericho agreement after Cairo mtg. with top aides to discuss appointment of 24 mbrs. of Palestinian National Authority. (MM 5/5; WP, WT 5/6)

Japanese FM Koji Kakizawa visits Jericho, pledges $200 m. to Palestinian National Authority. Settlers attempt for 2d day to occupy Shalom Al Yisrael synagogue in Jericho. (CSM, WT 5/6)

Norwegian Middle East mediator Terje Rod Larsen says Palestinian police force has received $20 m. in international donations, less than 1/2 of estimated $47 m. budget for 1st 6 months. Larsen says U.S. has pledged additional $5 m. PLO negotiator Nabil Shaath says there will be overlap btwn. IDF presence and police. (NYT, WP 5/6)

PFLP, DFLP announce attacks on Israel will continue but that forces will avoid clashes with Palestinian police, according to statement by PFLP SG Dr. George Habash. Syrian media, including party paper al-Ba'th, join Palestinian factions in condemning Gaza-Jericho agreement. (MM 5/5; CSM, WP 5/6)

Al-Hayat reports Russia has agreed to write off 90% of Syria's $10 b. debt to Moscow. Syria will purchase $500 m. in Russian weapons in deal reached during Russian Dep. PM Oleg Soskovets's visit to Damascus previous week. (MM 5/5; WT 5/11)

Occupied Palestine/Israel: P.M. Peres states in keynote speech opening Labor party convention that Israel recognizes the Palestinians "as a nation," states Israel is trying to "create interim conditions for an interim arrangement" in the occupied territories until their final status is resolved [DT 4/10]. Egyptian delegation headed by Minister of State for Foreign Affairs Butrus-Ghali attends the convention, as well as delegations from 20 other countries [JP 4/9].

Arab World: Former chief of intelligence for the PLO, 'Atallah 'Atallah (Abu Za'im), is reported to have been touring Palestinian refugee camps in Jordan delivering speeches critical of policies of Yasir Arafat and blaming him for the collapse of dialogue with King Hussein; Abu Za'im's statements have been given front-page coverage in Amman [JP 4/8; NYT 4/9]. Chairman of the Knesset Foreign Affairs and Defense Committee Abba Eban arrives in Cairo for a visit [JP 4/9].

Other Countries: U.S. Asst. Sec. of State Richard Murphy, originally scheduled to accompany Vice Pres. George Bush on his M.E. tour, stops instead in Cairo and then proceeds to Israel; Bush tells press conference Murphy is investigating a new peace initiative [LAT, BG 4/9].

Occupied Palestine/Israel: Firebomb is thrown at bus on northern edge of Jerusalem, injuring 9 Israeli passengers; police detain 17 Palestinians for questioning [LAT, WP 4/9]. A bomb explodes in Afula, injuring a soldier; WAFA, the Palestine News Agency, states the PLO is responsible for placing the bomb [WP, LAT 4/9].

Arab World: Suicide bomber drives car into checkpoint near Hasbayya, at edge of Israeli-declared "security zone," killing himself and injuring 3 SLA militiamen and 3 civilians; the pro-Syrian Lebanese Ba'th party claims responsibility [WP, NYT 4/9]. Car bomb in Christian port city of Juniyah kills 10, injures over 100; no one claims responsibility [WP, NYT 4/9].

Occupied Palestine/Israel: Israeli authorities appoint Palestinian Zafir al-Masri mayor of Nablus, the first new West Bank mayor since elections were held in 1976. (Nablus has been run by Israeli mayor since dismissal of elected council in 1982.) Al-Masri is chairman of Nablus Chamber of Commerce [CSM, NYT 11/27; FJ 11/29]. Two leading Israeli newspapers name Rafael Eitan, former adviser on terrorism to P.M. Menachem Begin, as the man who purportedly handled Jonathan Pollard's spying for Israel [NYT, LAT 11/27].

Other Countries: The Guardian reports Pres. Reagan signs into law a compromise Senate resolution postponing $1.9 billion in arms sales to Jordan until 3/1/86 unless King Hussein starts directalks with Israel [MG 11/27].

Arab World: Suicide bomber Hamziyyah Mustafa drives car with explosives into SLA checkpost, killing herself. Pro-Syrian Arab Socialist Ba'th party claims responsibility [LAT 11/27].

Occupied Palestine/Israel: U.S.envoy Richard Murphy arrives in Israel without having met with Palestinian delegation; briefs Israeli leaders on his discussions with King Hussein [NYT 8/16]. Three MKs from Tehiya party-Geula Cohen, Eliezer Waldman, and Gershon Shafat-lock themselves inside empty apartment in central Hebron; say they will remain until Cabinet discusses question of expanding Israeli presence in Hebron. Their action follows two previous attempts by Kiryat Arba settlers to occupy same apartment [JTA 8/16]. Al-Tali'a weekly reports Jordanian authorities have demanded dismissal of George Hazboun as secretary of Union of Public Institutions Workers in Bethlehem as precondition for release of funds to the union. Palestinian unionists denounce the demand as blatant interference in union affairs [FJ 8/16]. The Israeli Central Bureau of Statistics announces July's inflation rate, 27.5 percent, arecord level for a single month [FT 8/16].

Occupied Palestine/Israel: Qalqilya is declared closed military zone following ambush of Israeli bus. Area was searched and a number of arrests made [FJ 8/23]. Land mine explodes as Israeli car passes on its way to Kiryat Arba; windshield is shattered [FJ 8/23]. Israeli soldiers surround group of farmers from Sakhnin village, fire guns over their heads, and beat them. Two children and 3 women are injured [FJ 8/23].

Arab World: Suicide car bomber kills himself and a SLA militiaman when he tries to ram SLA post on the edge of security zone. The Syrian Arab Ba'th party claims responsibility [LT 8/16]. Fighting continues in Beirut, killing 10. Shells strike presidential palace [NYT 8/16].

Occupied Palestine/Israel: IDF reserve soldier found dead (strangled) in Westem Negev [FJ 6/14].

Arab World: SLA seizes 25 Finnish UNIFIL soldiers in southern Lebanese "security zone" in retaliation for UNIFIL seizure of 11 SLA men and their deliverance to Amal custody [NYT 6/8]. UN says 11 deserted the SLA [WP 6/10]. Kuwait daily al-Qabas reports attempted coup d'etat in Jordan last month while King Hussein was in U.S. (Jordanian officials deny the story.) Al-Qabas names Hasan 'Ubaydat, secretary general of Jordanian Ba'th party, who entered Jordan from Syria, as leader of the coup attempt. 'Ubaydat is reportedly arrested and an arms cache uncovered [JWP].

Arab World: Pres. Mubarak meets King Hussein in Aqaba, discusses Palestinian issues [WP 1/6]. Pres. Assad denounces Arafat, Hussein before Baath Party congress in Damascus; states Syria will lead "the Palestinian struggle henceforth" [WP 1/6, JP 1/6]. PLO issues statement in Aden condemning Sudanese cooperation with Israel in airlifting Ethiopian Jews from Sudanese refugee camps into Israel [FJ 1/11].

Arab World: IDF kill Syrian soldier who crossed Golan Hts. cease fire line, and fired upon IDF vehicle; IDF state Syrian may have been deranged [JP 1/6]. 2 Katyushas fired at IDF positions, S. Lebanon; locations not reported [FJ 1/1].

Casualties:

2 killed, 3 wounded in West Beirut shootout between Amal militia and gunmen firing at restaurant from passing car; guard in Baath party office in Tripoli killed when shell hits building.

Palestinians/ Lebanese: Gemayel in France en route to US, meets with King Hussein in Nice.

UN: Security Council extends mandate of UNIFIL peacekeeping force in South Lebanon to October 19.

Military Action:

4 hours of artillery and rocket barrages between Phalange and Druze militias over 20 mile arc from Chouf to Junieh, Beirut suburbs worst hit since last summer; helicopter carrying US Marine commander fired on, no injuries; artillery and rocket battles in Tripoli between pro- and anti-Syrian militias; Gemayel orders Lebanese Army and Air Force to attack and silence any positions firing on Beirut; IDF officers in Bekaa say Syrian military activity in the area is defensive, no signs of preparation for attack.

Casualties:

6-7 killed, 25-34 injured in artillery barrages in Chouf and Beirut; 1 IDF soldier killed, 9 injured by artillery shell near convoy; 1 killed, 4 wounded in Tripoli; American Jewish Joint Distribution Committee resumes shipments of cement to assist in reconstruction of refugee camps in South Lebanon.
