Israeli-Palestinian clashes continue. A critically ill Palestinian dies when the IDF bars his transportation through a checkpoint to a hospital; a 2d Palestinian dies of injuries received earlier. In retaliation for the death of 2 Rumanian workers on 5/9, the IDF shells Gaza City, targeting and severely damaging Fatah and PSF offices, the PA Transportation Min., PSF central prison, injuring 5 PSF officers, 8 civilians. The IDF also shells residential areas of Rafah; bulldozes 2 Palestinian homes in Rafah, 200 dunams of agricultural land in al-Qarara; surrounds 15 Palestinian homes (occupied by 150 people) nr. Kefar Darom settlement with barbed wire, barring any entry or exit to the area for 7 hrs. In Hebron, Jewish settlers severely beat 3 Palestinians (ages 9, 27, 54). Israeli-Palestinian clashes intensify, leaving 9 Palestinians dead, including senior Fatah official Jamal `Abd al-Razik, whose car is ambushed and strafed by IDF troops. Hrs. later, a remote-controlled car bomb explodes during rush hr. in Hadera, Israel, killing 2 Israelis, injuring 60. Although Arafat denounces the bombing, Barak blames the PA, vows Israel will "get even," convenes his security cabinet to discus how to respond; the cabinet recesses without taking a decision. The IDF sends more tanks into Gaza; dismantles the vegetable market in Hebron; bulldozes Palestinian land in Bayt Lahia, Dayr al-Balah, Hebron, Nablus; demolishes several homes nr. Kefar Darom, Gush Katif; takes over a home in Ajja for use as a new base. The IDF directs shells, heavy machine gun fire on residential areas of al-Bireh, Rafah (destroying 1 home, damaging 2). At an emergency session of the UN Security Council (UNSC) in New York, Egyptian, Palestinian envoys call for international protection for the Palestinians. The UN Economic and Social Council adopts (21-19 with 11 abstentions) a resolution by the UN Human Rights Commission (UNHRC) ordering an investigation of Israeli violations of Palestinian human rights during the recent clashes. (MM 11/30)

Israeli-Palestinian clashes continue, dimming hopes that a cease-fire will take hold. The worst fighting is around Nablus, where the IDF escorts a group of 40 Jewish settlers on a hike nr. Aksar al-Balad refugee camp to view, among other things, the remains of Joseph's Tomb (see 10/7). 4 of the settlers reportedly open fire on the camp, prompting PA police to fire back, sparking an exchange of gunfire. The IDF warns Palestinians to evacuate areas of Nablus, then sends attack helicopters to cover and extract the settlers. During the 7-hr. exchange, 1 settler, 1 Palestinian are killed and 3 settlers, 15 Palestinians injured. In Bethlehem, an explosion at a Force 17 building, apparently caused by a gas leak, kills 3 Palestinians, injures several others. Around Gush Katif settlement, the IDF bulldozes 72 dunams of land, 2 walls surrounding Palestinian homes. Under heavy IDF guard, Israeli mayor of Jerusalem Ehud Olmert, along with New York City council mbr. Noach Dear, attends a house warming celebration for a Jewish settler family that just acquired property in Palestinian East Jerusalem. The UN Human Rights Commission approves (19-16, with 17 abstentions) a resolution condemning Israel for the indiscriminate and disproportionate use of force and calling for an international inquiry into the violation of human rights during the clashes. (BDL 10/20; MEI 10/27)

In Gaza, the PLO Central Council (PCC) opens debate on statehood declaration, with 96 of 124 mbrs. attending. Arafat opens the mtg. by affirming Palestinians' right to independence, but recommending against declaring a state on 5/4. Hamas sends a 4 mbr. observer group led by Shaykh Ahmad Yasin, marking 1st time it has participated in a PLO mtg.; the move is criticized by Hamas political leaders in Jordan. A Palestinian arrested by Israeli police on burglary charges on 4/27 is admitted to a Tel Aviv hospital having been beaten so severely that one of his kidneys stopped functioning. (Reuters [Internet] 5/6)

Lebanese security personnel arrest an Israeli woman, Mary Vizeman, on suspicion of spying after she is found in Tyre without a passport. Vizeman, who speaks Arabic well, claims that she came fr. Nazareth to visit a friend in Beirut. (VOL 4/28 in WNC 4/29; JP 5/7)

PM Shamir's chief of staff rules out any freeze in settlement activity in order to obtain U.S. loan guarantees. While conceding that Israel would be forced to accept U.S. penalties for its stance, he expresses confidence that it would still receive at least part of the amount it was requesting. (NYT 2/14)

In a separate incident, Arafat insists that portions of a 1/30 telephone conversation between him and PLO rep. in Paris Ibrahim Sus., which contain derogatory comments about Jews, were fabricated. Tapes of the conversation were broadcast by an American television network 2/11 after it received them from what it described as a Western police agency. (NYT 2/14)
