Occupied Palestine/Israel: Israel deports 3 more Palestinians to Jordan: Mahmud Fa'anun, from the West Bank; and Hasan Muhammad Ahmad al-'Amudi and Jalal Hafiz Hashim 'Azizi, both from the Gaza Strip. Military sources state they were affiliated to the PFLP [JP 2/6; FJ 2/7]. The 3 refused to appeal to the High Court, believing they would not get a fair trial [FJ 2/7]. Deputy head of the Red Cross delegation in Israel, jean Jacques Fresard, sharply criticizes Israeli govt. for deporting Palestinians from the occupied territories to Jordan, termsuch actions "completely illegal" [JP 2/6].

Arab World: King Hussein and Yasir Arafat begin new round of talks in Amman [BG 2/6]. Arafat reportedly gives Hussein 3- point plan whereby PLO would accept UN resolution 242 in return for firm measures calling for Palestinian state; PLO was in return given countersuggestion that originated with U.S. officials [JP 2/11]. Egypt, Israel begin 2 days of talks on Taba border dispute [BG 2/6]. Ahmad Jibril, head of PFLP-GC, states passengers on U.S., Israeli commercial airliners may become targets for reprisals for Israel's interception of Libyan jet [TS 2/6].

Occupied Palestine/Israel: P.M. Peres calls for emergency meeting of cabinet to present letter calling for dismissal of Ariel Sharon following Sharon's accusation that Labor party has cost Israel "a great deal of blood" and implications Peres would negotiate with the PLO and return the Golan Heights. Peres rejects aletter of apology from Sharon for the remarks. Likud members threaten to pull out of the coalition if Peres carries out the dismissal [BG, PI, NYT 11/14; WP 11/15].

Arab World: Jordan and Syria conclude 2 days of reconciliation talks pledging to work towards "joint Arab action" in M.E. peace process [WP, BG 11/14]. Manchester Guardian reports Egypt agrees to renew negotiations with Israel over Taba dispute; Israeli officials state resumption of talks could have positive effect on attempts to hold direct negotiations between Israel and Jordan [MG 11/13].

Other Countries: Mayor Tom Bradley of Los Angeles leaves Jerusalem for 'Amman bearing special message from P.M. Peres to King Hussein [LT 11/13].

Occupied Palestine/Israel: Order closing 5- month-old al-Darb newspaper takes effect. Attomey for the paper's publisher is able to schedule High Court hearing for case for 10/6 [FJ 10/4].

Arab World: King Hussein meets with key U.S. congressmen to discuss proposed U.S. arms sale to Jordan [WP 10/2].

Other Countries: Pentagon officials meet Israeli diplomats, ask for list of U.S. weapons used in Tunis air raid [DT 10/4]. EEC countries empower their president to meet a joint Palestinian-Jordanian delegation, following Britain's decision to invite the delegation, including 2 prominent PLO members, to London for talks [JP 10/2].

Arab World: Israel bombs PLO headquarters in Tunis, claiming retaliation for Lamaca killings and W. Bank violence; 61 Palestinians and 12 Tunisians killed, over 100 injured. 8 U.S.-made F-15s and 8 F- 16s used in the attack, raising speculation Israel may have violated U.S. Arms Export Control Act. White House spokesman Larry Speakes describes attack as a "legitimate response" to "terrorist atacks" [NYT, JP 10/2]. Jordan and Egypt condemn raid, vow to continue peace process. Egypt suspends Taba discussions in protest [NYT 10/2]. Saudi Arabia calls for UN sanctions against Israel. Artillery, rocket clashes in IDF-controlled towns of Khalde, Aramun, Kfarshima and Shuweifat, south of Beirut as Gemayel holds consultations there on negotiating IDF pullback, following discovery of bodies of 5 Phalangists; IDF reports a bomb exploded south of Beirut airport as IDF vehicle passed by, two other bombs found in area; fighting continues in Tripoli where gunmen open fire on Syrian army truck.

Casualties:

7-story apartment building, damaged by IDF bombardment, collapses while being repaired, 5 feared dead, several others injured; Lebanese Army tries to rescue hundreds of schoolchildren trapped in schools in towns south of Beirut; 6 killed in fighting in that area; 1 killed, 3 wounded in Tripoli.

Political Responses:

Israel/ Occupied Territories: Israel and Lebanon agree to start face-to-face talks on troop withdrawal in few days; Sharon says Israel will not compromise on Taba; attorney for General Amos Yaron, in memo to Commission of Inquiry, defends his client's not passing on unsubstantiated rumors of a massacre.

Palestinians/ Lebanese: Lebanese officials will seek, in negotiations with Israel, troop pull-back by all forces by February 15.

Arab Governments: King Hussein, in Washington, discusses military requests with pentagon officials, meets Joint Chiefs of Staff, later gives Reagan list of seven preconditions for Jordanian participation in Mideast peace process.

US and other Countries: Habib, after reporting to Reagan, announces agreement on talks (locale as yet undetermined); Belgium and Portugal indicate willingness to send peace-keeping troops but, because of economic troubles, can only do so if US pays for them.

Incidents of harrassment of Palestinian refugees growing (2 pregnant Palestinian women thrown out of Sidon hospital despite bills being guaranteed by UN); 40 Lebanese landowners petition Government to break long-standing property leases, which could lead to 7,000 homeless; Israeli and Palestinian doctors warn of dangers of typhoid and pneumonia in camps; Israel announces plans to distribute cement to Palestinian refugees this week but delays distributing heating stoves until colder weather; Eli Tzur says UNRWA turned down Israeli offer of 200 prefabs for educational, health centers in camps.

US and Other Countries: Pentagon says small delegation of defense officials will travel to Israel to study lessons learned by IDF use of US equipment during invasion; in Administration's new high-level effort to bring about withdrawal of all foreign forces from Lebanon, Habib will be sent back to region and Palestinian autonomy talks will be given less priority; following visit to Beirut with 3 other Congressmen, Congressman John Murtha (D-PA) calls for quick return of US Marine contingent from Lebanon.

UN: Morocco calls for urgent meeting of Security Council to discuss Israeli settlements in the occupied territories.

Military Action:

US Marines send first patrol of 14 men in 4 jeeps to Green Line dividing Ain al-Rumaneh from Shiyah; IDF send soldiers into 3 Chouf villages to disengage Phalange and Druze forces; Syrians dig new defensive positions in Bekaa.

Casualties:

First 24 tents to rehouse Palestinian refugees are set up at Ain el-Hilweh; 100 dignitaries from South Lebanon meet IDF official to ask for speedy release of Ansar detainees.
