Israeli officials and Western diplomats say Gulf states are weighing relaxation of Arab League economic boycott against Israel and firms that do business with Israel [WP 5/7]. Palestinian and PLO editorials attack Kuwait for planning to ease boycott [MEM 5/7].

Arriving in Riyadh, Def. Sec. Cheney opens efforts to negotiate sweeping changes in U.S.-Arab military relationship that would include permanently stationing weaponry and deploying large numbers of troops during rotating exercises in the Gulf region (cf. 5/9) [WP, NYT 5/7; SPA 5/6 in FBIS 5/7].

Syrian officials say that Lebanese guerrilas fighting against Israeli-backed militias in southern Lebanon should not lay down their weapons under Beirut's plan for disarming all militias: "Weapons of resistance groups ... cannot be touched until the Israeli enemy abandons the border strip" [NYT 5/7].

In letter to UN Sec.-Gen., Iraq asks for 5- year delay on paying war reparations so as to first rebuild its economy. U.S. ambassador to UN Thomas Pickering says Sec. Council is unlikely to ease that part of cease-fire agreement [NYT 5/7].

UN Sec. Council votes 13-0, with Cuba and Yemen abstaining, to give U.S. and other nations right to enforce embargo by halting shipping to and from Iraq. Resolution does not contain explicit authorization for use of "minimal force," but U.S. ambassador to UN Thomas Pickering says resolution is "sufficiently broad to use armed force-indeed, minimum force-depending upon the circumstances" [NYT, WP 8/26; CSM, MEM 8/27; MET 9/4].

Iraqi authorities cut electrical power to U.S. embassy in Kuwait [WP 8/26]. Iraq's leadership says sheltering of foreigners with the aim of hiding them from authorities may be punishable by death [INA 8/25 in FBIS 8/27].

Occupied Palestine/Israel: Israel's attorney general orders investigation into whether Ariel's order that Palestinian workers wear special identification badges incites racism [NYT 6/6]. President Herzog reduces sentences of 3 members of Jewish underground; originally sentenced to life in prison, they will most likely serve 7 years for murdering 3 Palestinians, wounding 30 [FBIS 6/6]. General strike observes 22nd anniversary of 1967 war [FBIS 6/5].

Other Countries: Labib al-Tarazi, PLO envoy to UN, meets with U. S. ambassador to UN Thomas Pickering. Pickering says that he met with PLO representative in role of president of Security Council for June, not as U.S. representative [FBIS 6/8].

Occupied Palestine/Israel: Israel carries out "initiated operation" in Bayta, wounds 2 Palestinians [FBIS 6/5]. In O.T. at least 10 Palestinians are injured during clashes with troops [FBIS 6/5].

Occupied Palestine/Israel: On the W. Bank, hundreds of Palestinian policemen resign [WP 3/12]. In Tel Aviv 70 Knesset members deliver petition to U.S. ambassador Thomas Pickering, asking Pres. Reagan to pardon convicted spy Jonathan Pollard [LAT, WP 3/12]. Israeli bus is firebombed near Tulkarm [FJ 3/13]. In Bidiya village, Israeli authorities demolish 3 houses whose owners are accused of attempting to kill collaborator. House in Hebron is demolished; owner is charged with killing Israeli in Jerusalem in October 1987 [FJ 3/13]. Israel bans exports to Jordan from Qabatiyyah [FJ 3/13]. Police arrest 40 Palestinians from inside green line in connection with demonstrations during which stones and bottles were thrown and Palestinian flags raised [FJ 3/13].

Arab World: Egypt's Pres. Husni Mubarak and Jordan's King Hussein hold talks in Cairo, voice optimism on Shultz plan [WP 3/14].

Other Countries: U.S. Justice Dept. orders PLO to close its observer mission to UN [WP 3/12]. U.S. State Dept. asks PLO support for new U.S. peace proposals [WP 3/12].

Military Action

Occupied Palestine/Israel: IDF announces demolition of 4 houses of alleged Palestinian activists: 3 houses in village of Bidiya, north of Jerusalem, and 1 in Hebron [WP 3/12]. At least 6 Palestinians are wounded by army gunfire in violent clash in Bayt Ummar, near Hebron [FJ 3/13]. Army restricts press access to W. Bank for several hours [NYT, WP 3/12]. In Ramallah, several are wounded when soldiers fire on demonstrations that erupt after Friday prayers. Palestinian is arrested in Jenin for allegedly trying to stab soldier. Violent demonstrations are reported throughout Gaza Strip; Bayt Lahiyah quarter and Jabalya refugee camp are placed under curfew [FJ 3/13]
