Explosion 400 yards from Lebanon Beach Hotel in.Khalde delays talks for 30 min., Israel charges was 107mm Katyusha rocket fired from behind Marine lines in Hay el-Sellom, Phalange says was rocket-propelled grenade, Lebanon state radio says was 120mm mortar, Lebanese Army says shell was detonated by explosives on the spot; IDF tries to use road under MNF jurisdiction.

Casualties:

1 IDF at checkpoint near hotel wounded; IDF detains 4 Lebanese in Khalde area, cuts off road.

Israel/ Occupied Territories: Government defeats 2 no-confidence motions on social policies put forward by Labor and Democratic Front following release of survey that shows 300,000 Israelis live under poverty line; General Amir Drori criticizes US Marines for failing to prevent guerrilla infiltration from its sector; General Yaacov Even, IDF chief spokesman, says Marines are buffer for PLO's hit and run attacks, that since Dec. 22, 9 incidents near US lines resulted in 1 IDF killed, 25 wounded; Government denies reports that relations with Ethiopia have improved and Israeli advisers are now in Addis Ababa; week long Canal Founders Conference of Israel Bonds begins, attended by 200 Jewish leaders from US and Canada; security forces arrest 2 from Gaza who admit to Jan. 8 Tel Aviv grenade attack, say they are members of Fateh and were trained in Egypt.

US and Other Countries: State Department denies press reports that Reagan is prepared to sign document drafted by National Security Council, State and Defense Departments to cut off military aid to Israel; Reagan Administration says it is extremely concerned over slow pace of Lebanon negotiations, following Habib's return to US, with 2 stumbling blocks of normalization and surveillance stations; National Executive Committee of the Zionist Organization of America is told by Senator Carl Levin (D-MI) that Reagan Administration is not a mediator in the Middle East but coddles Saudi Arabia and entices King Hussein to peace table with airplanes and missiles, that it was never disclosed publicly that intelligence officials told the State Department that armed PLO members remained in Beirut; ZOA President Ivan Novick says Reagan Administration uses West Bank settlements to divide American Jews, but Jewish settlements are valid based on right to security and self-defense, historical connection, and according to international law Israel holds better title to this land; British press reports that secret documents accidently released recently indicate that Britain dissuaded Jordan, Syria and Iraq from concluding peace agreements with Israel in 1949.

Military Action:

Renewed fighting between Phalange and Druze villagers in Chouf, and spate of kidnappings following battles in and near Aley, raise tensions before release of about 50 from each side eases situation; Syrian missile fired at IDF positions in Bekaa.

Casualties:

Mother and three sons killed when bomb demolishes house in Muslim area of Haret Hreik; several tents put up in Ain el-Hilweh are found slashed, only 5 families have moved into tents, and children stone UNRWA workers and Border Police patrol; small Cyprus freighter is first ship to enter Tyre harbor since June 6; hundreds of Ansar detainees riot to protest inadequate protection against winter weather, guards fire in air to stop protest; IDF plans to investigate irregularities in issuing permits to Israeli Palestinians to visit Lebanese relatives (some permits sold to Lebanese Palestinians).

Israel/ Occupied Territories: IDF Beirut commander Amos Yaron tells Commission of Inquiry that he heard of civilian killings T1hursday, talked to Drori, but only knew full extent of killings Monday, that Phalange were allowed to replenish ammunition and rotate troops, contradicting earlier Sharon testimony, that he thought most civilians had fled area, and that Eitan praised Phalange performance in extending their stay in the camps and that they were withdrawn September 18 due to US pressure; 7 IDF soldiers go on trial for assaulting Palestinians on the West Bank; Israeli Cabinet rejects US criticism of settlement policy, pledges to continue policy, Begin asks Arens to formally protest US statements; Labor Party leader Peres urges Begin to move toward negotiations on basis of Reagan plan, but rejects Shunui Party call for end to all settlement activity; 1 Palestinian killed, 4 wounded in attack on Israeli army vehicle in Gaza Strip; Hebron mayor asks for UN intervention to halt destruction of Arab homes and establishment of old Jewish quarter in central Hebron.

Palestinians/ Lebanese: Lebanese Government asks Britain, South Korea, Sweden and the Netherlands to contribute troops to peace-keeping force.

Arab Governments: Egyptian Foreign Minister Hassan Ali says Egypt is trying to arrange a dialogue between the PLO and US and to ensure PLO participation in new peace talks.

Military Action:

Four IDF soldiers wounded in bazooka attack in Hamra district of West Beirut; Israel begins trucking half of captured PLO weapons to Israel despite Habib Agreement specifying all captured arms to be turned over to Lebanese Army; IDF dividing rest of arms between Lebanese Army and pro-Israeli Phalange.

Casualties:

ICRC estimates 293 bodies recovered to date in Shatila, still others buried in rubble of bulldozed homes and in mass grave 300 yards from IDF observation post.

Political Responses:

Israel/ Occupied Territories: Sharon, testifying before parliament, says IDF coordinated entry of Phalangists into Shatila camp, let them pass through IDF lines around camp, fired flares to illuminate camp during massacre, says Gen. Drori, suspicious of Shatila events, temporarily suspended Phalangist activities but let them stay after meeting later in day; Likud Bloc defeats opposition motion to set up independent board of inquiry 48-42 after reluctantly agreeing to allow internal investigation; West Bank Civil Administrator Menachem Milson resigns over failure to investigate the massacre; Knesset defeats Labor motion to initiate full debate on decision to send IDF into West Beirut; Peace Now protesters expelled from Knesset gallery; general strike halts activities of 400,000 Palestinians in Israel; 64 are injured, at least 12 shot, during protests in Nazareth.

Palestinians/ Lebanese: Lebanese Army denies Eitan charge they refused to enter camps, assert they were to move into camps on schedule drafted by Wazzan; Army also denies IDF claim that many PLO fighters still in camps; Arafat, in first public appearance since the massacre, says Reagan betrayed him, claims IDF troops directly involved in killings by providing bulldozers to militia groups.

Arab Governments: Arab League, after 5-hour emergency meeting, accuses US of moral responsibility for massacre, issues PLO more financial backing.

US and Other Countries: Amnesty International asks UN to investigate massacre, asks Israel and Lebanon to cooperate; strong criticism of Israel in Congress, Senator Helms (D.-NC) says it would be "beneficial" if Begin resigns; congressional mail is strongly anti-Israel and beginning to call for US to use aid to force Israel to withdraw; Bnai Brith, American Jewish Committee, and American Jewish Congress call for inquiry into massacre.

Military Action:

Lebanese Army units take control of Sabra and Shatila camps; IDF imposes 5 PM to 5 AM curfew throughout West Beirut, enters Sabra to protect population, Drori ordered by Sharon not to enter Shatila; Gemayel family member acknowledges involvement of Phalange forces in massacre; Phalange militia withdraws through IDF lines with truckloads of Palestinian prisoners.

Casualties:

Casualty figures being put at 1,800; Lebanese Army, ICRC begin to recover bodies of massacre victims.
