Hours after long-disputed $400 million loan guarantees to Israel is approved, Israeli officials claim the amount is grossly insufficient; Immigration Min. Yitzhak Peretz says "In fact, it's a very small sum that only accounts for 3 or 4 percent of the overall figure" needed [NYT 2/22].

Amnesty International accuses members of allies of using war as pretext for human rights violations, citing Britain, Egypt, and U.S. for war-related abuses [MEM 2/21; LAT 2/22].

Ethiopia has reportedly stopped issuing exit visas for Jews in attempt to compel Israel to send Ethiopian gov't. more weapons. Shevardnadze calls Israel's plan for elections in O.T. "interesting" [FBIS 5/30]. D. M. Rabin states that standard of living in O.T. has dropped 40% due to uprising [FBIS 6/1]. Palestinian workers in W. Bank settlement, Ariel, must wear badges identifying them as foreign workers [NYT, FBIS 6/1].

Occupied Palestine/Israel: Communications Minister Amnon Rubinstein, head of Labor-aligned Shinui party, says his party is pulling out of national unity government in effort to force new elections [LAT, NYT 5/18]. Israeli cabinet votes to implement 2-tiered tuition scale charging army veterans lower tuition rate than non-veterans [FJ 5/24]. Israeli troops seal off rooms in Qalqiliyyah houses belonging to families of 3 men accused of throwing firebombs at military vehicles [FJ 5/24]. Ahmad Nasr, resident of Khan Yunis refugee camp, is arrested, served expulsion order on charges of leading Fateh youth movement in Gaza [FJ 5/24]. Town arrest orders are issued against 4 residents of W. Bank and Gaza Strip, bringing total number currently under town arrest in occupied territories to74 [FJ 5/24]. Other Countries: Sec. of State Shultz states Soviet Union cannot be considered part of M.E. peace process until it restores diplomatic ties with Israel, improves policy on emigration of Soviet Jews [JTA 11/25]. California state legislator Tom Hayden promises P.M. Peres to help raise money in U. S. to train South African blacks in Histadrut programs in Israel; U.S. Democratic party will cooperate with Israeli Labor party in program [JP 11/25].

Arab World: After hijackers throw 5 bodies out of hijacked plane in Malta, 80 Egyptian army commandos storm plane. Hijackers detonate grenades; about 60 people, including all but one hijacker, die in resulting blaze [NYT, WP 11/25; JTA, NYT, WP 11/26].
