Israel refuses to alter position on peace talks in response to 7/14 Syrian decision to accept compromise position suggested by U.S. (WP 7/16)

PLO committee meets in Tunis to discuss convening session of Palestine National Council. Hamas boycotts meeting, complains that PNC membership should be determined by elections in occupied territories and in exile. Groups comprising Palestinian National Salvation Front also boycott meeting after PLO invited only those PNSF groups which had membership inthe Palestine National Council before 1983. Representatives of the eight Arab states (6 Gulf Cooperation Council members, Egypt, and Syria) party to the 3/6 Damascus Declaration, which created an Arab security force led by Syrian, Egyptian troops, for deployment in the Gulf region, begin meeting in Kuwait to discuss possible changes to the Declaration. Move comes in wake of reservations by some Gulf states about permanent SyrianEgyptian force in region, Egyptian concern that Gulf states intend to include Iran in Gulf security proposals. Amal accuses Fateh of violating agreement by reinforcing Fateh's military presence near Tyre; Fateh responds that it is protecting itself against possible Amal, Palestinian National Salvation Front attack [FBIS 3/2].

Arab World: Syria fires 2 missiles at Israeli F-4 Phantoms flying over Beqa'a valley [FJ 3/6].

Occupied Palestine/Israel: Pres. Herzog reduces from life to 24 years the prison sentences of 3 Jewish settlers convicted in connection with the July 1983 attack on Arab students at Hebron's Islamic College [WP 3/27].

Arab World: Statement drafted by representatives of 5 factions within the Palestine National Salvation Front at end of 5-day meeting in Tripoli calls for new PLO chairman to replace Arafat, restructuring of National Council. Al-Sa'iqah and Abu Musa's faction of Fateh did not participate in the talks [NYT 3/28].

Other Countries: Reagan administration announces shift to a more "activist" policy in the Middle East in an effort to restore credibility [WP 3/29]. Israeli Foreign Ministry official and China's UN ambassador hold talks on prospects for international conference on Middle East peace [WP 3/29].

Occupied Palestine/Israel: Reports about Israel's role in U.S. arms sales to Iran implicate senior Israeli officials, including P.M. Shamir, F.M. Peres, Defense Minister Yitzhak Rabin, Director-General of Israeli For. Ministry David Kimche, and Israeli businessmen Al Schwimmer and Ya'akov Nimrodi, both involved in the nation's arms industry [WT 11/27]. Israeli officials state that Kimche and Amiram Nir, Peres' adviser on terrorism, are willing to cooperate in American investigation of the arms deal [LAT 11/28]. Former Armenian Bishop Shahe Ajamyan, accused of attempting to bribe the Jerusalem district commissioner, is released after 21 days in detention [FJ 12/5]. Social Improvement Association is established to protect Jerusalem's Arab residents [FJ 1/2].

Arab World: Saudi Arabian government denies 'Adnan Khashoggi organized U.S. shipment of arms to Iran [PI 11/28].

Other Countries: W. Germany expels 2 Syrian diplomats and 2 military attaches, delays replacing its ambassador to Damascus, but maintains diplomatic ties [WSJ 11/28].

Arab World: Israeli jets attack Palestinian bases near Sidon, killing at least 4 and wounding 3. (The Los Angeles Times reports 11 killed and 20 wounded in the raid.) Palestine National Salvation Front and Amal representatives rportedly have agreed to 9-point plan to end the fighting which has so far left 131 dead and 351 wounded [WP, LT 11/27; LAT 11/28]. PLO fighters in Lebanon reject the agreement [FJ 12/5].

Occupied Palestine/Israel: Israeli magistrate's court in Haifa remands 10 Palestinians from inside the Green Line who are alleged to have been organized in the Palestinian resistance movement and to have killed an Israeli soldier in August 1984; some of the detainees have travelled to Cyprus and are alleged to have continued on to Syria for military training, as well as being members of the PFLP [FJ 4/25]. Yesh Gvul (There Is a Limit) organization holds press conference in West Jerusalem announcing their refusal to serve in the occupied territories [FJ 5/2]. Moshe Mendelbaum, governor of the Bank of Israel, states he will resign within 30 days; Giora Gazit, chairman of Bank Hapoalim, announces his resignation [WSJ, MG 4/22]. The number of West Bankers working inside the Green Line declined slightly last year to 47,000 each week, down from 50,000 weekly during the previous year; the number of Gazans working inside the Green Line increased from 41,000 to 42,000 weekly; the work force in the occupied territories reached 251,000 weekly last year, a 2% rise from 1984 [JP 4/21].

Arab World: PFLP announces 13 guerrilla organizations held a secret conference in Damascus last week and decided to escalate attacks against U.S. targets to avenge air strikes on Libya; the groups included the 6 Palestinian factions making up the Palestine National Salvation Front, as well as 7 unidentified "liberation movements," according to the source [JP 4/22]. Druze leader Walid Jumblatt denies meeting with Israeli Defense Minister Yitzhak Rabin in Geneva in February, as was reported by Agence France Presse [JP 4/22].

Other Countries: P.M. Peres meets in Paris with French Pres. Francois Mitterrand and P.M. Jacques Chirac for talks on terrorism and Peres' proposal for a M. E. Marshall Plan [JP 4/22]. U.S. Justice Dept. notifies Congress it does not plan to seek prosecution of Yasir Arafat for the murders of 2 U.S. diplomats on 5/2/73 [WP, BG 4/22]. U.S. State Dept. has appealed ruling by U.S. district judge allowing PLO Permanent Observer to the UN Zuhdi Tarzi to travel to Cambridge, Mass. for a debate despite State's travel ban on Tarzi, on grounds it would lend legitimacy to the PLO [BG 4/22].

Occupied Palestine/Israel: Knesset passes, on first reading, bill to outlaw racial incitement. Bill would amend Basic Law and penal law to prevent Knesset lists from running in elections if they negate existence of Israel, negate democratic nature of state, incite to racism, or are believed to be fronts for illegal activity [JP 7/10]. Israeli military government extends Employment Service Law and the National Insurance Institute Law to occupied territories; settlers are now eligible for unemployment compensation and income benefits [JP 7/9]. Israeli military authorities issue new military order requiring all local Palestinian newspapers to publish official ads from military governorate without alterations. Arab newspaper owners reject order and decide to confront it [FJ 7/12].

Arab World: Amal leader Nabih Birri and Druze leader Walid Jumblatt, meeting in Damascus with Syrian government and Lebanese religious leaders, discuss a new security plan for Lebanon with Syrian-backed Palestine National Salvation Front. Plan requires all militias to disarm [MG 10/7].

Other Countries: Forum '85, nine-day NGO conference preceding official UN conference concluding Decade for Women, begins in Nairobi; 10,000 women participate in 1,800 workshops, seminars, and films. Eight women from occupied territories are prevented by Israelis from travelling to symposium; half a dozen make the trip [JP 7/14, NS 7/28].

Arab World: Two Lebanese students backed by Syrian National Socialist party kill 15 Lebanese (including 2 South Lebanese Army soldiers) and themselves in 2 suicide car bomb attacks at security zone checkpoints. Two IDF soldiers are also injured [LT, JP, PI, LAT, TI 7/10].

Occupied Palestine/Israel: Jewish underground defendant Menachem Neuberger pleads guilty to charges of plotting to blow up al-Haram al-Sharif [WP, PI 5/24]. PM Peres asks Attorney Gen. Yitzhak Zamir for legal opinion concerning release of Jewish underground defendants; opposes executive branch interference in legal process [JTA 5/24].

Arab World: Officials from Amal, Palestine National Salvation Front meet in Mukhtara, Lebanon to seek resolution of Shi'ite-Palestinian fighting in Beirut [NYT 5/24]. PFLP, DFLP, Chmn. Arafat accuse Shi'ite fighters of massacres against Palestinian civilians in Beirut camps; Arafat also accuses Nabih Berri of making secret agreement with Israel to hinder anti-Israeli resistance in S. Lebanon [WP 5/24, LM 5/25]. Syrian FM Faruq al-Shara accuses Chmn. Arafat of provoking recent Amal-Palestinian fighting in Beirut [MG 5/24].

Arab World: Chmn. Arafat states he and King Hussein agreed on composition of joint Palestinian-Jordanian delegation [BG 5/9]. In Tunis, PLO spokesman Ahmad 'Abd al-Rahman, PLO Pol. Dept. Head Faruq al-Qaddumi, Fateh Second-in-Command Salah Khalaf (Abu lyad) indicate only PLO Central Committee members may participate in joint Palestinian-Jordanian delegation's talks with US officials [NYT, CSM 5/9]. 5 leaders of Palestine National Salvation Front, incl. More than 300 relatives of striking Palestinian political prisoners at Ashkelon prison demonstrate in front of Intl. Red Cross offices in E. Jerusalem [FJ 3/29].

Arab World: In Amman, Fateh Deputy-incommand Khalil al-Wazir (Abu Jihad) states PLO forces loyal to Chmn. Arafat have moved back into S. Lebanon and that over 60 have been killed fighting the IDF in past 5 mos. [JP 3/26]. In Damascus, "Palestine National Salvation Front" is created to obstruct 2/11 Arafat-Hussein accord, to work for greater "strategic alliance" with Syria; front includes PFLP, PFLP-GC, Sa'iqa, Popular Struggle Front, Palestinian National Front, and Abu Musa's Fateh dissidents [WP 3/26].
