Raphael Eitan and Chaim Herzog lead public castigation of 6 Israeli POWs returned by PLO in November prisoner exchange and 2 others still captive for cowardly surrender. Arab World: Arafat accepts outline of Saudi-organized ceasefire in Tripoli. After letter from Pres. Reagan reiterating US position, King Hussein says he is prepared to resume talks with Arafat on joint Palestinian-Jordanian approach to negotiations with Israel; in light of current struggle in Tripoli, Hussein promises to put "no conditions on him. " Rebel spokesman asserts Tripoli fighting results from Arafat's refusal to heed Coordination Committee proposals. Tyre municipality opens special employment office for men released from Ansar prison; appeals to UNRWA to provide jobs.

Other Countries: Meeting in Washington, Pres. Gemayel and Reagan agree to stand by May 17 Lebanese-Israeli agreement. US Sec. of Defense Weinberger tells Jewish leaders of Synagogue Council of America that Arafat is "irrelevant" to future of Middle East. Chile's FM ends visit to Israel; agreement reached to expand mutual trade and agricultural cooperation. Abu Ja'far, Dir. of PLO Political Dep't holds talks with Soviet charge d'affaires in Tunis; also received GDR, DPRK, Rumanian, Polish and Czech ambassadors on occasion of Int'l. MILITARY ACTION:

Arab World: Palestinian casualties in Lebanon mountain artillery exchanges: 2 PFLP fighters, 1from Struggle Front, 2 from Liberation Army and 1 from al-Saiqa killed; 2 from Struggle Front wounded. Israel-backed militia chief in S. Lebanon, Abu Saleh, quits to renew loyalty to Amal militia. 1983 to date, 71 Druze quit Israeli military for religious reasons (compares with 19 in 1982).

Military Action:

Druze militia attacks Lebanese Army at 3 outposts east of Damour, captures 2 positions; rocket and artillery duels follow Druze attack, Beirut airport closed after shells fall on runway, terminal building, nearby residential areas; IDF supports Lebanese Army at Kfar Matta; US Marines fire flares as warnings to Druze gunners in Chouf.

Casualties:

4 civilians, 2 IDF soldiers killed, 24 wounded, including 8 Lebanese soldiers, 4 IDF, 1 US Marine, in shelling of airport area; 3 government ministers, attempting to mediate, detained at Jumblatt's residence.

Israel/ Occupied Territories: Israeli shekel devalued by 7.5%, brings cumulative devaluation in 1983 to 72%.

Palestinians/ Lebanese: Dany Chamoun meets Shamir, other Israeli officials in Jerusalem.

US and Other Countries: Draper named new US ambassador to Tunisia, other US Middle East diplomatic positions shuffled.

Military Action:

Druze forces attack Beirut airport, Lebanese Army positions, with rockets and artillery; remote-controlled bomb explodes near IDF patrol in Aley.

Casualties:

22 killed, 65 wounded, including 3 US military personnel, in Beirut shelling; cumulative statistics on Chouf fighting in past year show more than 420 killed, 600 wounded, 700 kidnapped or detained; 11 IDF soldiers wounded in Aley explosion.

Military Action:

Artillery fire exchanged between Phalangist and Druze militias in Souk al-Gharb and Aitat villages; IDF reports 3 attacks, no casualties: RPGs fired at convoy, small arms fire at military police HQ and roadside bomb as convoy passes near Ansar prison camp; fighting in Tripoli between pro- and anti-Syrian groups.

Casualties:

1 person killed, 15 injured in Tripoli fighting.

Political Responses:

Palestinians/ Lebanese: Lebanese parliament approves troop withdrawal agreement by 65-2 vote, with 4 abstentions.

US and Other Countries: Weinberger says US-Israel memorandum of understanding on strategic cooperation against Soviet threats in Middle East, suspended since December 1981, could be restored any time Israeli government wishes.

Military Action:

Bomb explodes near IDF patrol between Tyre and Sidon, unreported number of casualties, road closed; 2 rockets explode near IDF positions south of Beirut.

Casualties:

4 IDF prisoners held by PLO say they are in good health and are well treated; demonstrations by Ansar prisoners continue, Gemayel says all innocent detainees should be released.

Israel/ Occupied Territories: Israeli Ambassador to US denies charge that water resources were aim of Lebanon war; Druze religious leader in Israel asks Foreign Minister to protect Lebanese Druze from harassment by Phalangists.

US and Other Countries: State Dept. officials and senior US Middle East diplomats meet in Washington to discuss policy; European Parliament calls on EEC to resume normal relations with Israel and lift economic sanctions imposed in June 1982, also supports financial and material aid to Palestinian refugees in Lebanon.

Palestinians/ Lebanese: Following week of meetings in Tripoli, Libya, PFLP, DFLP, PFLP-GC, Saiqa and PSF statement rejecting Fez and Reagan plans and any form of recognition or negotiation with the expansionist Zionist entity, adherence to armed struggle to liberate Palestine and all the occupied Arab territories; Lebanese- Israeli-US negotiators, meeting for 51?2 hours at Khalde, discuss ending state of war and security zone, make enough progress to turn issues over to subcommittee of Antoine Fattal, Eli Rubenstein, Christopher Ross, and form another subcommittee to deal with timetable for withdrawal of troops.

Arab Governments: Egyptian President Mubarak says Arabs must act on Reagan plan by end of year, PLO Chairman should recognize Israel, unilaterally if necessary; Syrian Foreign Minister Khaddam tours Bahrain, Saudi Arabia, Kuwait, UAE and Qatar; King Hussein returns to Jordan from talks with King Fahd in Saudi Arabia.

Arab Governments: King Hussein tells local leaders that he has a letter from Reagan commiting the US to pressure Israel to restore Arab rights in the occupied territories, and that time is running out for achieving a unified Arab approach by March; Moroccan Foreign Ministry announces agreement with Britain on Arab League delegation to include non-PLO Palestinian; Egyptian Socialist Labor Party poll of 1,486 persons shows 82% want Israeli ambassador expelled, 76To want to sever relations with Israel.

US and Other Countries: State Department says Israeli settlement promotion campaign is unfortunate and counterproductive; Administration officials say US is counting on King Hussein to declare his readiness to join talks on basis of Reagan plan if the PLO and Saudi Arabia support it, if progress is made on troop withdrawals from Lebanon, and if Israel temporarily halts settlement activity; Secretary of State Shultz meets for 2 hours with 14 members of Conference of Presidents of Major American Jewish Organizations and leading Jewish Republicans, tells them of growing fears that Israel and Syria have tacit agreement to keep status quo in Lebanon, they tell him they want US to support Israel's demand for normalization of relations with Lebanon; delegation of Conservative MPs from Britain meet with Begin, give him message of support from Prime Minister Thatcher; European Parliament calls for establishment of a Palestinian state as a factor in a Middle East settlement, direct PLO-Israel dialogue, immediate halt to settlements in the West Bank, Israeli withdrawal from occupied territory, recognition of PLO as representative of Palestinian people if it drops from its charter all paragraphs calling for Israel's destruction, and sovereignty of all states in the region; Habib arrives in Israel.

Military Action:

Druze-Phalange militia gunbattles in Maarufiye-Bsada region, near Baabda; Lebanese internal security forces deployed in areas of Tripoli to monitor cease-fire.

Casualties:

Government offices, banks, shops and many schools reopen in Tripoli.

Israel/ Occupied Territories: Israeli officials say Government is prepared to allow UNIFIL a 2 month extension, to operate around Palestinian refugee camps above 25 mile security zone, do not want UNIFIL within security zone; MK Yitzhak Rabin says war in Lebanon was illegal use of IDF for far-reaching political goals; Defense Ministry informs Umm al-Fahm residents that 15,000 dunums of their land is declared a military zone and cultivation must cease; troops raid Najah University, remove Palestinian posters and flags; military authorities close Kadri Tukan high school after border police injured by stones following celebration of 18th anniversary of Fateh in Nablus; all Nablus and neighboring Balata camp under undeclared curfew; Israeli traffic stoned in Ramallah and Bethlehem, with total of 5 settlers injured during week; Ministry of Labor and Social Affairs spokesman Avraham Hoffmann says $150,000 promotion campaign will encourage Israelis to settle in West Bank, and provide clearing house for information on available housing, World Zionist Organization goal is 100,000 settlers by 1985, current number is 25,000.

Palestinians/ Lebanese: Arafat meets with Jordanian Prime Minister Mudar Badran, holds press conference in Amman in which he praises the Reagan plan for calling for a settlement freeze, and criticizes plan for denying Palestinian right to independent state; Abu lyad says meeting of Fateh Central Committee in Kuwait on 6 January rejected the Reagan plan; Lebanese-Israeli-US talks held in Khalde deadlocked over agenda as US compromise proposals are unacceptable, but new proposals submitted.

US and Other Countries: US State Department confirms several encounters between IDF and Marines in Beirut; Special Envoy Habib confers with Reagan, Shultz and Bush before leaving for Middle East, amid growing Administration frustration that delay in Israeli and Syrian troop withdrawals impede Jordan's involvement in peace negotiations as proposed in Reagan Plan; B'nai B'rith Anti-Defamation League releases report that anti-Semitic violence in US decreased by 15% in 1982, to 829 incidents, mostly in New York, California, New Jersey and Massachusetts; New York City Mayor Koch presents key to city to President Navon, pledges support of Israel, Navon tells Yeshiva University students to settle in Israel; Italian Defense Minister Lelio Lagorio, in Beirut, announces Italy considering sending another battalion to Lebanon, bringing total troops to 4,000.
