In the West Bank, Israeli settlers vandalized more than 100 olive trees near Turmus ‘Ayya. Israeli settlers also vandalized 60 olive trees in Jalud, spraying them with chemicals. Israeli forces demolished 1 Palestinian home in Qibya and 1 Palestinian home east of Jericho. 21 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Balata refugee camp, Jenin, Qalqilya, and Tubas. In East Jerusalem, Israeli authorities demolished 1 bakery in Shu’fat refugee camp and 1 house under construction in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Shu’fat refugee camp. In the Naqab, Israel began construction of a new town, Hiran, on the lands of Umm al-Hiran which Israel has slated for demolition. The demolition of Umm al-Hiran and construction of Hiran has been halted since 2017 when Israeli police killed 1 Palestinian man trying to protect his property. Israel imposed a ban on seafood and fish exports from Gaza to the West Bank, saying that 20 tons of fish were attempted to be smuggled from the West Bank to Israel. In the West Bank, a 14-year-old Israeli settler was shot in the head by a stray bullet in the Kiryat Arba settlement. It was reported that the bullet was assumed to have been fired during a wedding celebration. Israeli settlers threw stones at Palestinian vehicles traveling near Sa‘ir, causing damage. Israeli settlers also vandalized 23 Palestinian-owned vehicles in Beit Iksa, slashing tires and writing racist graffiti. Elsewhere, Israeli settlers attacked 1 Palestinian family harvesting olives near al-Shuyukh with clubs, pipes, and stones, hospitalizing 5 members of the family. Israeli settlers also raided Burin, throwing stones at Palestinian homes, causing damage. Israeli forces shot and killed 2 Palestinians, including a 14-year-old, and injured 4 others during a raid in Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian man during a raid in Beit Duqqu. Elsewhere, Israeli forces demolished 1 residential structure and sealed 2 water wells in Arab al-Feihat and demolished 2 residential structures in Bruqin. 20 Palestinians were arrested during late-night raids in Beit Sira, Bayt Rima, al-Mughayyir, Aida refugee camp, Fawwar refugee camp, Nablus, Jenin, Kufeirit, and Ya‘bad. In East Jerusalem, Israeli forces shot and killed 1 Palestinian after he allegedly stabbed 1 Israeli police officer in the Old City; 2 Israeli police officers were lightly injured by shots fired by other police officers. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city. Subsequently, PA prime minister Muhammad Shtayyeh toured the city with 30 representatives from foreign countries. Prime Minister Shtayyeh called the siege imposed on Nablus collective punishment. 128 scholars signed a statement urging the UN not to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism, calling it “divisive and polarizing. The IHRA working definition of anti-Semitism has been criticized for conflating criticism of Israel with anti-Semitism. In the West Bank, Israeli forces assaulted 5 Palestinian journalists from Palestine TV in Deir Sharaf. 6 Palestinians were arrested during late-night raids in Husan, al-Bireh, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound on the last day of the Jewish Sukkot holiday; the compound was closed to Palestinian men under the age of 50. 1 Palestinian was arrested at the compound. Israel’s defense ministry said that Israel will pay the family of Omar Abdalmajeed As’ad, a U.S. citizen who was killed by Israeli forces during an arrest raid in Jiljilyya on 1/12, $139,000 in exchange for the family withdrawing its lawsuit against the state. The brother of As’ad told The Guardian that his family had not been contacted by the Israeli defense ministry and that they would not accept a deal that forces them to drop their lawsuit, saying they want justice. A video of the incident showed Israeli settlers firing several shots and aiming their gun at Palestinians. 20 Palestinians were arrested during late-night raids in Jenin, Ya‘bad, Jalazun refugee camp, al-‘Amari refugee camp, Qalandia refugee camp, Hebron, Bayt Awa, Bethlehem, and Aida refugee camp. In East Jerusalem, 3 Palestinians were arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya and northwest of Khan Yunis; no injuries were reported. The Israeli supreme planning council approved expanding the road leading to the Israeli settlement Har Gilo south of Jerusalem. The widening of the road is a planned precursor to building a new settlement next to Har Gilo, which will completely enclose al-Walaja. Religious Zionist party chairman Bezalel Smotrich called for Israel to ban Palestinian parties in Israel during a speech on counterterrorism at Richman University. Smotrich’s party list, which is merged with Jewish Power, is polling to become the 4th largest in Israel at the 11/1 elections. (HA 9/12)

Israeli prime minister Yair Lapid met with German chancellor Olaf Scholz and foreign minister Annalena Baerbock during the 2d day of his visit to Germany. Prime Minister Lapid said that the 2 countries are in talks with Germany about buying the Arrow 3 missile defense system from Israel. (ALM, HA, MEE, REU, REU 9/12)

In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. The 4 soldiers had detained the 2 Palestinians after stopping their car. A statement from the Israeli military said that the soldiers used “unnecessary force.” (AP, HA, MEMO 8/24)

Axios reported that the U.S. is pressuring Israel to keep its promise to open the Allenby Bridge crossing to Jordan 24/7, rather than the current limited hours of operations. (AX 8/24)

In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the West Bank, Israeli settlers assaulted 1 Palestinian and punctured the tires on his car in al-Twana. Israeli forces violently dispersed Palestinians protesting a raid in Kafr ad-Dik, injuring 1 minor with a tear gas canister to his head. Israeli forces also demolished 1 house in Kafr al-Dik and delivered a stop-work order for a house in Faqqua. 40 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Beit Furik, Jayyus, Sanur, Dheisheh refugee camp, and Jalazun refugee camp; 1 Palestinian was shot and injured during the raid in Nablus. Breaking the Silence published testimonies from Israeli soldiers who previously served in the Civil Administration in a booklet called Military Rule, saying that Israeli settlers have direct involvement in shaping the policies of the Civil Administration. It also said that soldiers are given full access to sensitive information about Palestinians and that the Civil Administration arbitrarily rejects Palestinian entry permits and cancels visitation permits to family members of Palestinian prisoners on hunger strike to pressure the prisoners to end their strike. Haaretz reported that soldiers previously serving in the Civil Administration had told the newspaper about a secretive program where soldiers coerce Palestinians in the West Bank to provide information to the Civil Administration in exchange for easier access to travel permits. The Israel Religious Action Center released a study showing that between 2014 and 2021, 77% of indictments filed for incitement to violence and racism in Israel were filed against Palestinians. The study also showed that Israeli prosecutors tended to avoid filing incitement charges against rabbis. Lastly, all but 2 indictments against Palestinians ended in convictions, while 66% of indictments against Jews ended in conviction. (HA, MEE 8/1; HA, MEMO 8/2)

In the West Bank, Israeli settlers set fire to dozens of Palestinian-owned olive trees in Burin, causing extensive damage. Israeli settlers also interrupted traffic and waved Israeli flags at the main intersection in Huwwara. Elsewhere, Israeli settlers threw stones at a school in ‘Urif, damaging solar panels. Israeli settlers also marched through Hebron, waving Israeli flags. Israeli forces destroyed 1 water well and seized equipment in Ras Atiyeh. Israel’s defense minister said at a meeting of the Blue and White party that he wants to explore the option of adding the Jewish supremacist group Lehava and the Beitar Jerusalem football club fan faction La Familia to the list of terrorist organizations after both groups participated in Jewish-led violence against Palestinians during the flag march on 5/29. The PA condemned the Israeli flag march in Jerusalem on 5/29, saying it “crossed all red lines.” The UAE foreign ministry and the OIC also condemned the large settler encroachment of the Haram al-Sharif compound on 5/29, asking Israel to reduce tensions. (WAFA 5/30; HA 5/31)

The Israeli foreign ministry announced that Suriname will open its embassy to Israel in Jerusalem. The announcement came shortly after Suriname’s foreign minister Albert Ramdin met with the Israeli foreign minister Yair Lapid in Israel. In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. Israeli forces also shot and injured 7 Palestinians with baton rounds during a raid in Jifna; others suffered tear-gas related injuries. 8 Palestinians were arrested during late-night raids in Silwad, Ras Karkar, Beit Fajjar, and al-‘Ain refugee camp. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Hamas imposed a 16.5% tax on 24 products from the West Bank, including bottled water and soft drinks. PA economy minister Khaled al-Osaily called the new taxes “illegal and not permissible within the same nation.” (ALM 6/1)

Hamas and the PA warned Israel, in separate statements, against carrying out the right-wing flag march through East Jerusalem on 5/29. (HA, MEMO 5/22)

Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. Chairperson of the EU parliament’s relations with Palestine Manu Pineda was forced to cancel a trip to the occupied Palestinian territories with a group of other EU parliamentarians after Israel refused to allow him entry to Israel and his delegation access to Gaza. President of the EU parliament Roberta Metsola said on Twitter that she regretted the decision but that she would continue her visit to Israel. In the West Bank, 1 Palestinian man shot by Israeli forces during a raid in Jenin refugee camp on 5/13 succumbed to his injuries. An Israeli settlement guard detained 1 Palestinian minor near the Yitzhar settlement. Israeli settlers also vandalized 50 olive trees in Yasuf. Israeli forces arrested 1 Palestinian man from al-Bireh carrying an axe; Israeli police claimed that a suicide note was found on his person. Israeli forces also violently dispersed Palestinian protesters during a Nakba Day commemoration near al-Bireh, injuring 20, including 7 with live ammunition, 3 with baton rounds, and 6 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinians commemorating the Nakba at Palestine Technical University in Tulkarm, causing tear-gas related injuries. The Israeli high court of justice rejected 4 petitions against the planned Jerusalem cable car project. The project had been heavily criticized by Palestinians for seeking to deepen the Israeli occupation of East Jerusalem and by Israelis who believe the cable car would harm the aesthetics of the city. The Jerusalem Post reported that Israeli prime minister Naftali Bennett instructed his government to examine options of demolishing the family homes of Palestinian citizens of Israel convicted of committing attacks against Israeli Jews and whether Israel can deport their families to Gaza. Berlin police arrested more than 170 pro-Palestine protesters marking Nakba Day. Berlin police had banned all Palestinian events and protests in the days surrounding Nakba Day, citing the potential for anti-Semitic sentiments. 1 of the banned pro-Palestine protests was organized by the Jewish organization Jüdische Stimme. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli diaspora minister Nachman Shai acknowledged in an interview “that Israel’s credibility is not very high in such events.” Several countries called for an investigation into Abu Akleh’s death. The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. The friend said the 2 heard shouting in Hebrew and began running away when the Palestinian man was shot in the back twice. The PA condemned the killing, calling for the International Court of Justice to investigate it. The Israeli supreme court ruled to allow 4 Palestinian families in Sheikh Jarrah to stay in their properties until a final decision on the property rights are made. The 4 families have been threatened with eviction as Israeli settler organizations have claimed ownership of their properties, which the families have lived in since 1951. Part of the temporary agreement with the Palestinian families is that they must pay a nominal rent, which will be held as escrow until a final decision is made by the Israeli ministry of justice—a process that could take years. The World Zionist Organization said it plans to make 1,000 portable structures available for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. Israel is expecting a large wave of immigration of Ukrainians with Jewish heritage as Russia attacked Ukraine on 2/24. Israeli officials told Axios that U.S. president Joe Biden was disappointed that Israel refused to co-sponsor a UN security council resolution condemning Russia’s invasion of Ukraine on 2/27. Israel, however, did vote in favor of a resolution at the UN general assembly condemning Russia’s invasion on 3/2. Israel is said to have asked the U.S. to understand its vague position regarding Russia’s invasion, given Israel’s cooperation with Russia on matters relating to Syria. Israeli left-wing activists were also demonstrating against the settlers who want to reopen the Evyatar settlement outpost near Beita. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 7 with rubber-coated bullets and 87 with tear gas. Patriarch of the Orthodox Church of Jerusalem Theophilos III, Custos of the Holy Land Francesco Patton, and Armenian Patriarch of Jerusalem Nourhan Manougian wrote a letter to Israel’s environmental protections minister Tamar Zandberg, requesting that she stop plans to expand the Jerusalem Walls National Park. The plans would expand the park into the church properties on the Mount of Olives. The 3 Christian leaders called the plans “a brutal measure that constitutes a direct and premeditated attack on the Christians in the Holy Land,” saying “we cannot help but feel that various entities are seeing to minimize, not to say eliminate any non-Jewish characteristics of the Holy City by attempting to alter the status quo on this holy mountain. They have failed due to the objection and lack of cooperation from the Churches. After their attempts failed, they resorted to statutory powers by advancing a plan to declare vast parts of the mountain as a national park.” The proposal to expand the park was scheduled to be heard at the Jerusalem Municipality’s local planning and construction committee on 3/2. In the West Bank, Israeli settlers uprooted some 50 olive saplings in Kafr ad-Dik. A contractor working for the Israeli military intentionally rammed a 75-year-old Palestinian man, who was said to be in critical condition; the man was standing in front of a tow truck to prevent it from seizing cars from his village Umm al-Khair, when the truck driver plowed into him. Israeli soldiers at the scene did not assist the man after he was hit and instead left the area with the cars. Israel said that stones had been thrown at the truck leading up to the incident and that the driver had been hit by 1 of the stones. The man succumbed to his injuries on 1/17. 5 Palestinians were arrested during late-night raids in Burqa, Beita, and Abu Dis. The Knesset passed legislation to connect homes constructed without permits to the electric grid in the Naqab desert. The legislation was put forward by Mansour Abbas of the United Arab List. It passed 61-0 as the Israeli opposition boycotted the vote due to the legislation being fast-tracked. During discussions of the legislation, Walid Taha of the United Arab List gave a speech in Arabic, angering members of the Likud party and leading Abbas to ask Taha to continue in Hebrew. 1 Jewish Israeli man was sentenced to 1 year in prison for partaking in a mob attack in Bat Yam that in May 2021 caused serious injury to 1 Palestinian man. Haaretz reported that, due to a technical error, the Israeli state archive had revealed censored material from the Israeli cabinet meeting during the Nakba in the summer of 1948. Amongst the information accidentally released was agricultural minister Aharon Zisling’s statement to other high-level Israeli leaders that he “can forgive instances of rape” by Jewish militants against Palestinian women, which he considered less severe than stealing from Jews. In another instance, Israel’s prime minister David Ben-Gurion told the cabinet that he is against “wholesale demolition of villages . . . but there are places that constituted a great danger and constitute a great danger, and we must wipe them out.
