Hebron; conducts arrest raids in Nablus, Rantis. Across the occupied territories, 1,000s of Palestinians rally in support of Arafat; the IDF fires on demonstrators in Kefar Darom, wounding 7. An IDF soldier is killed by friendly fire nr. Ramallah. IDF troops conducting a predawn arrest raid in Jenin are ambushed by AMB gunmen, who wound 1 IDF soldier. The IDF continues with the raid, detaining, stripping, searching, questioning 10s of Palestinian men, arresting 12, releasing others in their underwear. The IDF also conducts arrest sweeps in Qalqilya, Tulkarm; bulldozes 113 dunams of land in Khuza. The Palestinian Water Authority says it has been informed that the Israeli Infrastructure Min. will stop supplying al-Bireh, Jenin, Nablus, Tubas, Ramallah, other towns with water and will not allow Palestinians to drill new water wells or maintain existing ones. The IDF raids al-Quds University in Ramallah, searches computers and files; demolishes 2 Palestinian homes in Hebron, 1 in Bayt Lahia; fires on residential areas of Canada r.c.; conducts arrest raids in al-Bireh, Jenin, Nablus (targeting the AMB), Ramallah; bulldozes 80 dunams of land in al-Qarara. IDF soldiers at Ma’ale Ephraim checkpoint halt a PRCS ambulance, search it, confiscate the paramedics IDs, order 1 paramedic at gunpoint to strip and stand in a garbage pile; when the medic refuses to remove his underwear, a soldier threatens to shoot him in the head, but the medic again refuses and is not harmed; the ambulance is held for another 3 hrs. before being ordered back to Nablus. In a 2d incident nr. Nablus, an IDF tank rams its gun barrel into an ambulance transporting a patient, lifts it off the ground, eventually allows it to proceed to the hospital. Israeli border police begin confiscating Palestinian taxis with Israeli license plates operating in East Jerusalem that are suspected of transporting illegal workers; order taxi drivers to begin checking the work permits of their passengers. The IDF also conducts arrest raids in al-Bireh, Ramallah (arresting Hamas spokesman Hassan Yusif); bulldozes agricultural land in al-Qarara; shells residential areas of Khan Yunis; conducts arrest raids in `Ayn Arik nr. The IDF continues to shell the PA headquarters in Hebron, threatens to raid the complex if those still inside do not emerge; the IDF claims that 1 of those inside the complex is a senior Hizballah mbr. who slipped in fr. Lebanon to train Palestinians. (Israeli prosecutors also charge a Lebanese-born Israeli, son of a Jewish mother and Shi'i Muslim father, of being a spy for Hizballah.) The IDF fatally shoots 2 Palestinians, wounds 10 during clashes in Balata r.c.; fatally shoots a 9-yr.-old Palestinian child, wounds 3 others in Qalqilya during a temporary lifting of the curfew, later admitting the soldiers fired in error; fatally shoots an 8-yr.-old Palestinian boy in Jenin; raids a PSF jail in Nablus, taking 20 Palestinians, including several naval police officers, into custody; demolishes 10 Palestinian homes in Rafah r.c.; imposes 24-hr. curfews on Anin, Azariyya, al-Bireh, Halhul. MK Benny Elon (Moledet), on a lobbying trip to the U.S., says he has received "quiet support" fr. several mbrs. of Congress for his 7-part "Elon peace initiative," based on the idea of the "voluntary transfer" of Palestinians to Jordan, which would become a "Jordanian-Palestinian state." Palestinian refugees would be resettled in their host countries. West Bank and Gaza Palestinians would be given Jordanian-Palestinian citizenship and could remain in their homes, but those who "violate the terms of the plan" would be expelled to Jordan. Before dawn, the IDF reoccupies Amari r.c., al-Bireh, Qadura r.c., and Ramallah, surrounding Arafat's offices (placing Arafat under de facto house arrest), arresting 13 PSF officers, meeting no resistance; imposes 24-hr. curfews on Aqaba, Dura, Iktaba, Tamun, Taysir, Tubas, Yatta; fires shells at residential areas of Khan Yunis; continues operations in Bethlehem, Jenin, Nablus (fatally shooting 1 Palestinian), Qalqilya, Tulkarm areas; lifts curfews in Jenin, Nablus, Qalqilya for 3 hrs. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. In response to Israeli appeals to local satellite channels to drop coverage of BBC World and CNN International because of their "pro-Palestinian bias" (1 channel replaced CNN with Fox News coverage on 6/20), CNN chief news exec. Eason Jordan arrives in Israel to apologize publicly on behalf of the network, to unveil a special 5-part series on Israeli victims of violence (aired 6/24-28) and a Web "memorial" to Israeli victims of Palestinian violence. The IDF continues operations in Balata r.c., Nablus for the 5th day; blows up an alleged bomb-making factory, raids and damages a medical center in Balata r.c. The PA High Court rules that the PA has no legal ground to hold PFLP head Saadat, must release him immediately. In response, the IDF sends tanks toward Jericho, where Saadat is being held; declares the Jericho area a closed military zone; warns it will kill Saadat if he is freed. Arafat quickly convenes the Executive Authority (EA), the PA's cabinet, which over turns the court decision. The U.S. announces it has just scheduled a mtg. btwn. Bush, Sharon at the White House on 6/10, after a visit by Egyptian pres. Husni Mubarak. Israeli officials say Sharon asked for the mtg. out of concern that Israel's views were being overshadowed by the "near-constant stream" of Arab visitors to Washington. The IDF sends a large force into Bethlehem and Dahaysha r.c., arrests 1 Palestinian, withdraws to outskirts of both areas by nightfall; conducts arrest raids in al-Bireh, al-Fara' r.c., Tamun, Tulkarm (shelling parts of the city); continues to conduct house-to-house searches in Balata r.c., Nablus; shells a power station in Bayt Hanun, cutting electricity to parts of Bayt Hanun, Bayt Lahia, Jabaliya. Israeli-Palestinian violence continues at a moderate level. The Israel Defense Force (IDF) continues to surround all major Palestinian population centers in the West Bank, barring travel btwn. towns and villages except through heavily guarded checkpoints. The IDF raids Beitunia, assassinating a wanted Preventive Security Force (PSF) officer Ahmad Ghanem, arresting 3 others; makes arrest raids in al-Irsal nr. Ramallah; conducts house-to-house searches in Tallusa nr. Nablus; bulldozes 20 dunams (4 dunams = 1 acre) of Palestinian agricultural land in Gaza. 1 Palestinian dies of injuries received on 4/30. Palestinian Authority (PA) head Yasir Arafat pledges to hold presidential, parliamentary elections within 6 mos., provided that Israel makes a substantial withdrawal fr. the West Bank and Gaza so that Palestinians can move freely to the polls. In Gaza, the IDF fatally shoots 2 Hamas mbrs. who detonated a roadside bomb nr. a bus carrying Thai laborers to a Jewish settlement, causing no damage or injuries. Nr. Nablus, a Jewish settler, angry over Palestinian youths throwing stones at his car, stops and shoots 1 of the youths at point blank range, killing him. A 4th Palestinian dies of injuries received earlier. Palestinians fire 3 mortars at Gush Katif, causing some damage but no injuries. In Azariyya, the IDF closes the PA Information Min.'s temporary offices (opened after the IDF shut the main offices on 11/21), the al-Quds Open University Student Union office. The IDF also shells residential areas of al-Bireh, Ramallah; conducts arrest raids in Azun, Khan Yunis, Ramallah; detains 10 Palestinians at a Gaza checkpoint. In an interview with Ma'ariv, Sharon says that he regrets that Israel did not kill Arafat in Beirut in 1982. The State Dept. says that the U.S. does not have "any particular comment" on Sharon's statement. (MA 1/31 in WNC 2/1; BBC, MM, NYT, WP, WT 2/1)

The IDF kills 8 Palestinians in clashes (including 6 PSF officers in Salfit, 2 Palestinians nr. Qarni crossing); conducts arrest sweeps in Asira Shamaliyya, Dura, Hebron, Nablus, Salfit, Tal, arresting at least 50 Palestinians; demolishes 3 Palestinian homes in Salfit, 36 in Khan Yunis (leaving over 350 people homeless); occupies 3 homes in Salfit, 1 home in Khan Yunis as military posts; sends tanks, bulldozers into Tamun in the West Bank. In retaliation for mortar fire, Israeli F-16s drop bombs on a Force 17 complex, a PSF office in Gaza City, injuring 7 Palestinians. Eyewitnesses in Salfit say at least 2 of the PSF officers killed were disarmed by IDF soldiers, told to lie on the ground, then were fatally shoot by soldiers. Palestinians in and around Ramallah, al-Bireh say they are suffering shortages of medicine, basic foods due to the ongoing IDF encirclement of the area. The mayor of the Jewish town of Upper Nazareth announces plans to enlarge its jurisdiction by 3,700 dunams for construction of new neighborhoods, shopping centers. The 3,700 dunams will come fr. land expropriated in 1976 fr. the Arab town of `Ayn Mahil. Last wk., Upper Nazareth authorities bulldozed 2,000 old growth olive trees on confiscated `Ayn Mahil land for a new Jewish neighborhood that will be linked to Upper Nazareth. Overnight, IDF helicopters rocket a residential area of Khan Yunis, killing 4 Palestinians, wounding 21, destroying 2 Force 17 buildings. This evening, AMB, Hamas gunmen jointly detonate a roadside bomb nr. a Jewish settler bus outside Emmanuel settlement nr. Nablus, then open fire on the bus, 2 cars traveling with it, the medical workers who come to the scene, killing 9 Jewish settlers, 1 Israeli border police officer, wounding 30; 1 Hamas mbr. is run over, shot dead by the IDF. In Gaza, 2 Hamas suicide bombers detonate devices outside a Jewish settlement, wounding 4. Sharon severs all contacts with the PA, declares Arafat "irrelevant," says Israel will no longer wait for the PA to "wipe out terror networks" but will do the job itself. The IDF immediately begins F-16 air strikes on targets in al-Bireh, Gaza City, Jinin, Nablus, Qalqilya, Ramallah, and Tulkarm, killing 1 Palestinian; tightens its encirclement of major Palestinian population centers; enters Jinin's area A with tanks, injuring 19 Palestinians before withdrawing; fires on a funeral procession in Khan Yunis, injuring 3. The Israeli inner cabinet agrees to "rapidly deploy" the IDF for "massive and continuous" operations "in cities in the West Bank and Gaza Strip." Israel strikes PA targets for a 2d day, shelling Arafat's Ramallah compound (though not hitting the building housing his office, where he is staying), sending F-16s to hit PSF, Force 17 offices in Gaza City. The IDF also shells PSF, Force 17, PA military intelligence offices in Bayt Lahia, Jabaliya, Khan Yunis, Salfit, Qalqilya, and Tulkarm and the Information Min. offices in Ramallah; reoccupies the village of Iktaba and areas of al-Bireh, Nablus, Ramallah; fires on the home of PLO Exec. Comm. mbr. Ghassan Shaka`. A total of 3 Palestinians are killed, over 150 wounded, including 60 schoolchildren; a 4th Palestinian, an ill baby, dies when the IDF prevents his transportation through a checkpoint to a hospital. In response to the 11/29 Hadera bombing, Israeli DM Benjamin Ben-Eliezer authorizes the IDF to step up assassinations, tighten blockades on PA areas. The IDF encircles, takes up positions just inside PA-controlled areas of Jinin, Nablus, Tulkarm; directs machine gun fire at residential areas of Beitunia, Nablus; sends bulldozers into al-Bireh, temporarily occupy the roof of the PA Min. of Planning and International Cooperation while land in front of the building is razed; conducts an arrest raid in Hebron. 1,000 Palestinians demonstrate in Ramallah, 8 are injured when the IDF fires on the crowd. Israel demolishes 6 Palestinian homes in East Jerusalem. The U.S. condemns the action as highly provocative. The IDF conducts raids into Bayt Hanun, Bayt Lahia under intense shelling and heavy machine gun fire, hitting electricity generators, cutting power to the area; also makes arrest raids in Araba, Tulkarm; directs shells, heavy machine gun fire at residential areas of Khan Yunis; fires on Palestinian fishermen off Dayr al-Balah; bulldozes 10s of dunams of Palestinian land in Wadi Qana, reportedly to expand Ma'ale Shomron settlement; bulldozes 6 dunams of Palestinian land nr. Netzarim settlement; reinforces troops on the Nablus-Qalqilya road (cutting power to the area), around Tulkarm. Palestinians fire several mortars at a Jewish settlement in Gaza, causing no damage. In the Galilee, 400 Israeli police clash with 1,000 Israeli Arabs residents of al-Tira and Taybeh protesting the government's expropriation of village lands for a highway, leaving more than 40 Israeli Arabs (including 3 MKs), 18 police officers injured. (JP [Internet] 10/30; HA 10/31)

At least 1 PFLP gunman assassinates Israeli tourism M Ze'evi in an East Jerusalem hotel, shooting him at point blank range, using a pistol equipped with a silencer, escaping undetected. The PFLP says it is retaliating for the assassination of PFLP secy. gen. Mustafa on 8/27; also takes responsibility for a suicide car bombing in Gaza that wounds 2 IDF soldiers. Arafat immediately condemns the assassination, orders the PSF to arrest the killers. The PSF quickly arrests 3 PFLP mbrs. but releases them after questioning. Meanwhile, Hamas mbr. Iyad al-Akhras is killed in an explosion in his Gaza home in what may be an assassination. The IDF also fires a missile at a Palestinian car in Nablus, but the rocket misses, 3 Palestinians escape unharmed. The IDF makes a predawn incursion into al-Qarara, firing heavy machine guns at homes, bulldozing 10s of dunams of cultivated land for construction of a settler bypass road; directs machine gun fire at residential areas of Gaza City, Jinin, Rafah; bulldozes secondary Palestinian roads around Ramallah. After a lengthy Israeli inner cabinet mtg., Sharon issues an ultimatum to the PA: arrest and extradite Ze'evi's killers and the PFLP's current leaders and "dismantle terror organizations" or face a response more severe than any recent reprisal. Sharon then convenes a special session of the Knesset (boycotted by Arab MKs), where he declares, "We will wage all-out war on the terrorists" and "those who collaborate with them." National Union+nYisrael Beitunia MKs suspend their resignations to see how Sharon responds. Palestinians across the West Bank, Gaza continue demonstrations to mark the 1st anniversary of the al-Aqsa intifada. The IDF clashes with protesters, killing 3 Palestinians, wounding more than 100. A 4th Palestinian dies of injuries received earlier. The main hot spots are Hebron, Qarni crossing, Rafah. Around 100 Israeli, international peace activists attempt to reach the Palestinian village of al-Khadir, nr. Bethlehem, where they have planned to set up a "peace camp" with local Palestinians to protest ongoing Israeli violence. The activists are halted outside the village by the IDF, which says the area is a closed military zone, although settlers passes unimpeded. When the activists set up a nonviolent roadblock to settler vehicles, Israeli police arrest the organizers, forces the others onto their busses and back to Tel Aviv.
