Hamas presses its offensive in Gaza, taking over all PA ministry offices in Gaza City, securing control of Rafah, forcing PSF officers to surrender their Gaza City headquarters (after destroying all equipment, computers, archives; eye-witness reports say Hamas mbrs. summarily execute at least 7 PSF mbrs.) and other main security compounds; capturing and executing Fatah’s n. Gaza cmdr. Samih al-Madhun. At least 27 Palestinians are killed (14 of them in the fight for the PSF headquarters), 70 wounded in fighting during the day. Nearly 100 senior Fatah security and admin. officials flee Gaza for Egypt by boat (Egypt has already returned the 40 PA presidential guards who fled on 6/13). At the same time, the IDF occupies hills outside Bayt Lahiya to prevent rocket fire into Israel. With Gaza under almost complete Hamas control, Abbas declares a state of emergency, fires Haniyeh, and dissolves the national unity government. He also for the first time orders PA/Fatah forces to take offensive action against Hamas. Late in the evening, Hamas gains control of Abbas’s Gaza City offices, the only remaining Gaza institution still in the hands of Fatah/the PA. In the West Bank, PA forces under Abbas’s control begin rounding up 10s of Hamas mbrs. In and around Nablus and in Jenin, Tulkarm, masked AMB mbrs. raid offices affiliated with Hamas, Change and Reform, looting and sometimes setting fire to them, exchanging fire with Hamas mbrs., leaving at least 13 Palestinians injured. The AMB also abducts 5 Hamas mbrs. in Jenin. Meanwhile, Abbas’s national security adviser Muhammad Dahlan (the U.S. and Israel’s hope for restoring order to Gaza) returns from an extended stay in Egypt, where he underwent minor surgery, going to Ramallah instead of Gaza to confer with Abbas. Meanwhile, the IDF sends an undercover unit into Saida nr. Tulkarm, driving a car with Palestinian license plates, assassinating wanted AMB mbr. Muhammad Twair in a driveby shooting, also wounding 2 bystanders; sends patrols in Ithna nr. Hebron, Kafr Dan and Kafr Ra’i nr. Jenin, firing on residential areas and on stone-throwing youths who confront them, seriously wounding 1 Palestinian. Jewish settlers burn 10s of olive trees nr. Tulkarm; the IDF bars firefighters fr. reaching the scene. In Gaza, 5 Palestinian children (ages 10–15) are killed and 4 (ages 9–16) are wounded by IDF UXO nr. Shuka while collecting scrap metal; the 8 children are from 3 families: 2 Mansour boys are killed, 2 Hessi boys are killed, and 1 Barbakh boy is killed and 4 are wounded. The IDF sends undercover units into Ramallah’s central shopping district, where they arrest Islamic Jihad’s Qalqilya military leader Muhammad Shubaki; when the unit is confronted by armed militants and stone-throwing protesters, the IDF sends in uniformed reinforcements that clash with the Palestinians, leaving 1 PA General Intelligence officer, 3 bystanders dead, at least 35 Palestinians and 1 IDF soldier wounded. The IDF also sends bulldozers, tanks, jeeps 200 m inside the Gaza border nr. Bureij r.c. to level land for ongoing construction of a cement wall along the n. Gaza border; raids the municipal offices in Maithalun nr. Jenin, removes the Palestinian flag fr. the building, fires tear gas; patrols in Farkha nr. The IDF assassinates Hamas spiritual leader and founder Shaykh Ahmad Yasin, firing 3 internationally banned flechette missiles at him as he leaves a Gaza City mosque after morning prayers, also killing 3 bodyguards, 4 bystanders, wounding at least 17 Palestinians, including Yasin’s 2 sons. Immediately, 100,000s of Palestinians take to the streets throughout the territories to protest the assassination. The IDF seals Gaza; clashes with Palestinian demonstrators in Balata r.c. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. Retaliating for the firing of Qassam-2s on 3/5, the IDF launches air, land, sea strikes on PA targets across the West Bank and Gaza, striking and partially demolishing Arafat's residence in Gaza City and a UNRWA school for the blind, among other sites. The IDF also shells the PA compound in Ramallah while Arafat is meeting with EU special envoy Miguel Moratinos; they are not injured. Sharon vows to continue the strikes "without letup" until the Palestinians stop attacking Israeli soldiers, civilians. Palestinians fire mortars at an IDF checkpoint, detonate a bomb outside Kefar Darom settlement in Gaza, causing no damage. In response, the IDF shells the PA naval police headquarters in Dayr al-Balah, residential areas of Khan Yunis; sends tanks, troops into Khan Yunis for 3 hrs. to conduct extensive searches. The IDF also conducts arrest raids in Abu Dis, Azariyya. Some 2,000 Palestinians in Gaza City and 15,000 Palestinians in Nablus rally in support of Arafat. Early this morning, the Israeli inner cabinet orders the IDF to seal Bethlehem, Jenin, Nablus, Qalqilya, Tulkarm. The IDF also fatally shoots wanted AMB mbr. Khamis Abdallah in an apparent assassination in Nablus; fires a tank shell at 3 teenagers trying to sneak across the Gaza border into Israel to work, killing 1 Palestinian, wounding 2. This evening, an AMB gunman opens fire with an M-16 on a bat mitzvah celebration in Hadera, Israel, killing 6 Israelis, wounding at least 25 before being beaten unconscious by the celebrants and then fatally shot by an Israeli policeman. In retaliation, the IDF sends 20 tanks, APCs, paratroopers into Ramallah to tighten the encirclement of Arafat's headquarters to within 100 yds., placing Arafat under de facto house arrest; sends F-16s to shell PA Interior Min., administrative, and security offices in Tulkarm, killing 2 PSF officers, injuring 61 officers and civilians, damaging 20 homes and 50 stores; reinforces troops nr. The IDF also shells residential areas of Nablus, causing 1 Palestinian to die of a heart attack; conducts arrest raids in Hebron, Karawat Bani Zayd. In Gaza, the PSF again attempts to take Hamas spokesman Rantisi into custody but clashes with 100s of Hamas mbrs. and supporters, leaving 15 rioters and PSF officers injured. Israel says attempts to arrest Rantisi were designed to fail. Late tonight in Gaza, the PSF fires on a group of Islamic Jihad mbrs. preparing to launch a mortar at a Jewish settlement, killing 1 Palestinian. In Washington, Zinni briefs Powell on his talks with Israel, the PA. Afterward, the U.S. says it will Zinni back to the region once it sees "sustained and decisive" action by both sides toward halting violence, noting that the PA in particular must do more to "combat terror and violence." Israel strikes PA targets for a 2d day, shelling Arafat's Ramallah compound (though not hitting the building housing his office, where he is staying), sending F-16s to hit PSF, Force 17 offices in Gaza City. The IDF also shells PSF, Force 17, PA military intelligence offices in Bayt Lahia, Jabaliya, Khan Yunis, Salfit, Qalqilya, and Tulkarm and the Information Min. offices in Ramallah; reoccupies the village of Iktaba and areas of al-Bireh, Nablus, Ramallah; fires on the home of PLO Exec. Comm. mbr. Ghassan Shaka`. A total of 3 Palestinians are killed, over 150 wounded, including 60 schoolchildren; a 4th Palestinian, an ill baby, dies when the IDF prevents his transportation through a checkpoint to a hospital. In a predawn raid, the IDF send 12 tanks and armored vehicles, 6 bulldozers into Khan Yunis, firing shells and heavy machine guns at homes, killing 1 Palestinian, injuring at least 13, completely demolishing 15 Palestinian homes, partially destroying 11. The IDF claims the action was in response to Palestinian gunfire aimed at Neve Dekalim. The IDF conducts a similar raid into Tulkarm, damaging several homes, uprooting an orchard, cutting electricity; sends tanks under helicopter cover into al-Shawawra village, damaging several homes, arresting 7 Palestinians; shells, fires on residential areas of Bayt Hanun, Bayt Lahia, Nablus; conducts arrest raids in Kafr al-Dik, Salfit. The IDF withdraws to the outskirts of Ramallah. Nr. Hebron, 1 Palestinian is shot dead, 2 are wounded allegedly by Israeli undercover units. The dead man, Issa Dababsa, reportedly had run-ins with local settlers over land he owns adjacent to their settlement. A 2d Palestinian is killed by heavy IDF gunfire in Khan Yunis. A 3d Palestinian dies of kidney failure at an IDF roadblock nr. Jinin after being denied passage to a hospital for dialysis.
