Israel expels 415 suspected Muslim activists, 251 from the West Bank, 164 from the Gaza Strip to Lebanon. High Court of Justice temporarily blocks the expulsions, then votes 5 to 2 to permit them. UNIFIL forces try to block buses carrying deportees from traveling through their territory. Lebanese army blocks the deportees from entering govt.- controlled territory, leaving them stranded between Israeli and Lebanese checkpoints. General Electric Co. pleads guilty to charges of fraud and corrupt business practices in connection with its sale of military jet engines to Israel in the 1980s, agreeing to pay nearly $70 million in fines. A GE manager had conspired with Israeli Gen. Rami Dotan to divert $27 million in U.S. military aid with fraudulent vouchers. Multilateral talks on economic development open in Brussels. Only Palestinian and Jordanian delegations attend [Palestinians include representatives from diaspora]. Syria and Lebanon, which had earlier stated that they would boycott multilateral talks due to lack of progress in bilateral Arab-Israeli talks, fail to attend. Israel also follows through on its threats to boycott any talks which include Palestinians from outside o.t. by staying away from session. Talks on arms control open in Washington. Syria, Lebanon once again refuse to participate. Secy. of State Baker and Russian FM Andrei Kozyrev open third stage, multilateral peace talks at the FM level in Moscow. Attendees include representatives from Jordan, Israel, Egypt, Saudi Arabia, Kuwait, Qatar, Oman, Bahrain, UAE, Tunisia, Morocco, Mauritania, Turkey, China, Japan, Canada, EC, European Free Trade Association. Saudi Arabia has provided funding for the meeting given dire economic situation facing Russia. Syria, Lebanon boycott conference, citing lack of progress in bilateral talks with Israel.
