PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. He also denies that PA president Abbas discussed the issue with Egyptian president Abdel Fattah al-Sisi in their meeting on 11/3. (WAFA 11/6)

Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

Approximately 1,500 right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 20 Palestinians are injured, including 2 journalists. Elsewhere in the West Bank, IDF troops raid a Palestinian boys school near Nablus, sparking minor clashes; there are no reported injuries. They also arrest 3 Palestinians during raids in Qalqilya; and patrol near Hebron and Tulkarm. Separately, PA security forces arrest dozens of Hamas affiliates during raids across the West Bank. The raids come one day after Hamas security forces summoned dozens of Fatah members for interrogation in Gaza. In East Jerusalem, approximately 1135 right-wing Jewish activists tour Haram al-Sharif to commemorate Sukkot, sparking minor confrontations between their Israeli security escort and Palestinian worshippers; there are no reported injuries or arrests. Israeli forces arrest 8 Palestinians during raids in Qalandia refugee camp, Biddu, and the Old City. Along Gaza’s border, Israeli forces conduct limited incursions to level land near Khan Yunis and Bayt Lahiya. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" He also calls on Hamas to implement their 12/7/17 reconciliation agreement and give up control of Gaza to the PA. In response, Hamas releases a statement calling Abbas’s speech a “declaration of failure” on the stalled Palestinian reconciliation process. Jordan’s Foreign Minister Ayman Safadi says that Germany, Sweden, the EU, Japan, and Turkey, as well as a number of other countries, collectively pledged $118 million to UNRWA at a meeting on the sidelines of the UN General Assembly in New York City this week. Meanwhile, the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, meets in New York to discuss an proposed humanitarian aid package for Gaza. After meeting with Rwandan president Paul Kagame, Israeli prime minister Benjamin Netanyahu announces that Israel and Rwanda will soon open embassies in each other’s countries. Netanyahu also says Kagame wants to start a direct flight between Kigali and Tel Aviv. (TOI 9/29)

Along Gaza’s border, IDF troops violently disperse dozens of Palestinians gathering near Rafah, Khan Yunis and Jabaliya refugee camp to continue the Great March of Return; 5 Palestinians are injured. Amid the demonstrations, an Israeli aircraft conducts an air strike on a protest camp near Rafah, causing damage. Separately, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp. On the other side of the border fence, Israeli firefighters put out 7 fires that were reportedly sparked by incendiary balloons and kites flown from Gaza. In the West Bank, IDF troops conduct raids in Rumana village near Jenin overnight, sparking minor clashes; several Palestinians are injured. They also arrest 5 Palestinians during further raids in and around Hebron, Qalqilya, and Nablus; and patrol near Hebron throughout the day. In East Jerusalem, approximately 362 right-wing Jewish activists tour Haram al-Sharif to commemorate Sukkot. Late at night, Israeli forces assault and arrest 2 Palestinians in Silwan. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. According to some reports from Gaza, they also threaten at least 1 print shop owner with “arrests and beatings” should he print any materials in support of PA president Abbas’s planned speech to the UN General Assembly on 9/27. One day after the UK Labour Party endorsed a freeze on UK arms sales to Israel, Labour leader Jeremy Corbyn says that he intends to recognize the State of Palestine if he is elected to lead the UK. (TOI, YA 9/26)

IDF troops violently disperse thousands of Palestinians gathering along Gaza’s border fence near Gaza City, Khan Yunis, and Jabaliya refugee camp to continue the Great March of Return; 3 Palestinians are injured. Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In East Jerusalem, Israeli forces demolish parts of the outer wall of a Palestinian cemetery outside the Old City. In the West Bank, an IDF raid in Tuqu‘ near Bethlehem sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. IDF troops also arrest 4 Palestinians during late-night raids in and around Hebron, Bethlehem, and Qalqilya, and patrol near Jenin throughout the day. Israeli settlers confront Palestinians at the elementary school in Jubbet al-Dhib inaugurated on 9/10, but Palestinians drive them away nonviolently.  After a 2d day of meetings in Cairo, Hamas’s top officials release a statement expressing willingness to “immediately” sign a new national reconciliation agreement with Fatah and disband the administrative committee set up in Gaza earlier this year. They reportedly tell Egyptian intelligence officials that they would allow the PA to take charge in Gaza and carry out new elections only if all Palestinian factions participated in a follow-up conference to elect a new national government. The PASF issues a press release explaining that the 9/4 arrest of Youth Against Settlement founder Amro stemmed from his engagement in “actions that would cause internal strife” and his “contacting foreign parties to undermine the work of the PA.” Amro was released on bail on 9/10. (WAFA 9/11)

IDF troops conduct raids in Abu Dis nr. Jerusalem, sparking clashes with students at Al-Quds University; 6 students are injured. Elsewhere in the West Bank, IDF troops raid the Silwad home of the family of the Palestinian driver who allegedly rammed and killed an Israeli on 4/6. They confiscate NIS 85,000 (approx. $23,000) and a vehicle during raids nr. Jenin; and patrol nr. Ramallah and Hebron. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis and arrest a Palestinian attempting to cross into Israel nr. Jabaliya r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and again nr. Bayt Lahiya, causing no damage or injuries. In East Jerusalem, Israeli forces ban 7 Palestinians from Haram al-Sharif for periods as long as 6 mos. (They have banned more than 40 Palestinians from the sanctuary in the past few weeks.) PA pres. Abbas says that he may take “unprecedented steps” to end the Hamas-Fatah rivalry that prevents the PA from taking control of Gaza. “These days, we are in a dangerous and tough situation that requires decisive steps, and we are [ready] to take these decisive steps. Therefore, we are going to take unprecedented steps in the coming days to end the division,” he says. Some analysts say that Abbas’s moves come in response to Hamas’s 3/16 announcement of the formation of a new comm. to administer Gaza. (TOI 4/13)

The Gaza-based Ministry of Interior announces that it will begin accepting applications for jobs in the security forces from female Palestinians. The change in policy marks the first time females will be hired as security forces since 2014. (MNA 4/13)

In Beijing, PA FM al-Maliki calls on China to play a more active role in the Palestinian peace effort, including support for Palestinian initiatives in international forums. China’s FM Wang Yi says that the fact that the Palestinians do not have a sovereign state yet is a “terrible injustice.” (HA, REU, WAFA 4/13)

Human Rights Watch (HRW) calls on the Egyptian govt. to “immediately disclose” whether or not it is detaining the 4 Palestinian men, all reportedly Hamas affiliates from Gaza, who were abducted on 8/19/2015 as they traveled by bus from the Rafah border crossing to Cairo. HRW says that Al Jazeera published a photograph purporting to show 2 of the men in a Cairo facility in 8/2016. The report reads, “incommunicado detention violates basic protections for both civilians and fighters under Egypt’s code of criminal procedure, which requires authorities to bring criminal suspects in front of a prosecutor within 24 hours and prosecutors to charge the detainee based on evidence or release the person immediately. It also violates international law, which requires that all detainees, regardless of their particular status, be brought ‘promptly’ (i.e., within days) before a judicial officer or equivalent to review the legality and necessity of their detention.” (HRW 4/13)

Hebron, Qalqilya, and Ramallah, arresting 4 Palestinians, assaulting 2, and issuing an arrest summons to 1; patrol in 3 villages and al-‘Arub r.c. nr. Hebron, as well as 1 village each nr. Qalqilya, Ramallah, and Jericho during the day. An Israeli settler shoots and injures a Palestinian youth nr. Ramallah. Unknown assailants throw stones at a Palestinian nr. the same West Bank settlement where 2 Israeli settlers were shot on 6/19; she is lightly injured. In East Jerusalem, Palestinian youths throw stones at Israeli-owned vehicles nr. the Old City, lightly injuring 1 driver. Fatah spokesperson Ahmad Assaf responds to reports of Hamas conducting long-term cease-fire negotiations with Israel, saying “Hamas aims, through these talks, to dedicate its rule to the Gaza Strip, protect its leaders and stick to the instructions of its regional donors, even if at the expense of the Palestinian cause, national unity and suffering of Gazans.” PA pres. Abbas says, “I can confidently say that there are direct negotiations between Hamas and Israel aimed at establishing a state in [the] Gaza region.” Hamas dep. chief Abu Marzuq responds to the comments, saying that Hamas wants “a state not just in Gaza, but in all of Palestine” and that Hamas is not coordinating with Israel on the formation of a state in Gaza. In Egypt, French FM Fabius calls for a return to Israeli-Palestinian peace negotiations after conducting a series of meetings with Egyptian officials. Fabius says he will be advocating for a return to peace negotiations in meetings with Abbas and Israeli PM Netanyahu on 6/21. (MNA 6/20)

Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. PA Dep. PM and National Economy Min. Mustafa Mohammed Mustafa announces that PA ministers have agreed to nullify the preliminary agreement signed by the private firm Palestine Power Generation Company (PPGC) on 1/5/2014 to import $1.2 b. worth of natural gas from Israel over 20 years. A PPGC source tells news site al-Araby al-Jadeed that the deal was suspended last summer due to disagreements over certain terms with the consortium formed by Noble Energy and the Delek Group. The boycott of 6 Israeli consumer products companies in the West Bank goes into effect, with enforcement teams visiting shops in Ramallah. Senior Fatah official and chair of the National Comm. against Israeli Punitive Measures Mahmoud al-Aloul says that any seized products will be destroyed on 2/25. Al-Aloul announced the boycott on 2/9. It is not sanctioned by the PA. (WAFA 2/25; HA 3/9)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing for the 2d day in a row, allowing students and around 220 tons of medical supplies to cross into Gaza. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats overnight, causing no damage or injuries. In the West Bank, Israeli settlers, accompanied by IDF troops, attack around 30 Palestinian farmers nr. Bethlehem, causing no injuries. Meanwhile, the IDF improves conditions at the checkpoint nr. Tulkarm where thousands of Palestinians held an impromptu strike on 12/21. Separately, IDF troops detain Gideon Levy and Alex Levac, Israeli journalists with Haaretz, for entering Area A without a permit, as well as 2 Palestinians at a mobile checkpoint in al-Fawar r.c. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. The report suggests that the EU may try to promote the establishment of an actual Palestinian state independent of negotiations with Israel. Other Israeli media report that the PA is seeking to join a number of international organizations in the light of their successful UN statehood bid, including the United Nations Environment Programme (UNEP) and the World Health Organization (WHO). Israel’s Foreign Ministry is apparently seeking to stymie these efforts through its ambassadors in countries where the organizations’ headquarters are located. There will be no concession on an inch of the land’’ and affirms the role of armed resistance. Israeli leaders defend the 11/21 Gaza cease-fire in the face of strong criticism from politicians like Yesh Atid’s Yair Lapid and Kadima’s Shaul Mofaz, who believe that the operation had not successfully restored ‘‘deterrence.’’ DM Barak asserts that ‘‘it is still not time to enter Gaza in a very wide operation and conquer it.’’ Barak also reveals that Israel dropped 1,000 times as many explosives on the Gaza Strip as landed on its soil. PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon.
