Occupied Palestine/Israel: Israeli border guards and archaeological dep't. officials escort settlers in constructing first structures on 100 dunums of Battir lands (near Bethlehem) owned by local families and recently confiscated by Israel as "state lands." Military court sentences 5 Village League members to 2 yrs. for arson and attacks on Palestinian nationalists in West Bank. Central Bureau of Statistics reports unemployment over past 9 mos. rose from 27,000 to 85,000. Israel radio reports caretaker gov't. plans to press US for early remittance of 1984 financial aid balance.

Occupied Palestine/Israel: Abu Dis village mukhtar 'Issa Jaffal dismissed by occupation authorities for refusing to urge villagers to drop suit against confiscation of 2500 dunums of their land. Beitunia College students strike, hold peaceful march protesting Village League members vandalizing, firing and hurling stones at student dormitories over past week. Israel's foreign reserves fall $351 million in July to just over $2.6 billion. Ministerial Economic Committee decides to cut all gov't. contracts to 25% over next 3 mos. Pres. Herzog urges Shamir and Peres to meet to consider joint rule proposals. Herzog refuses to invite Meir Kahane for customary post-election consultations. No. 2 man in Kach party & dual US-Israeli citizen Yehuda Richter found guilty of attack on Palestinian bus (3/4/84), injuring 6; charges of arson against Arab homes and property still outstanding. New 15% tax imposed on Israelis traveling abroad who buy dollars or overseas tour packages.

Other Countries: In London, Marwan al-Banna, Nanof al-Rosan & Hussein Said sentenced to 30 to 35 yrs. for attempted assassination of Israeli amb. to UK Argov in June 1982; their appeals rejected.

IDF patrol confronts Lebanese Army at checkpoint east of Beirut; French and Italian soldiers take up positions in East Beirut alongside Lebanese Army; Foreign Minister Salem says army under orders to. shoot anyone who tries to obstruct its operations in Beirut, announces army will be increased to 40,000 men from present 22,000 by summer; car bomb explodes in Antelias, Phalange controlled suburb of Beirut; Haddad forces move in Hasbaya region of Bekaa valley; IDF reports explosive device defused near roadside in Sidon.

Israel/ Occupied Territories: Begin government defeats no confidence motions brought by Labor, Communist and Shinui parties, in single vote, 64 to 56; 1,466 signatures collected on petition denouncing war in Lebanon by Yesh Gvul ("There's a Limit") organization; High Court issues temporary injunction to prevent eviction of 2,000 residents of refugee settlement near Rafah; fire bomb thrown at Israeli bus near village of Arabe in Jenin district, village placed under curfew.

Lebanese police move into buffer zones between battling militias, call cease-fire in Tripoli after four days of fighting; IDF lifts two-day old curfew in Aley, reimposes it after 3 hours as fighting erupts; leader of Shiite Amal militia kidnapped by Phalange.

Casualties:

2 killed, 3 wounded by sniper fire in Aley during curfew break (110 estimated killed in Chouf fighting in past 6 weeks); US-led bomb squads searching for unexploded weapons and munitions have found 250 kinds of explosives from 17 countries.

Political Responses:

Israel/ Occupied Territories: Sharon says only 479 killed in massacre (only 20 children, 15 women), contradicting his own Commission testimony; Ezer Weizman may head new center party.

Palestinians/ Lebanese: Lebanese Foreign Minister Elie Salem leaves Britain without firm commitment on troop expansion but is "satisfied."

US and Other Countries: India refuses visas for two Israelis to attend international airport chiefs' conference in New Delhi.
