In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

Elsewhere, Israeli settlers also blocked a main road to al-Bireh and threw stones at Palestinian vehicles, causing damage. Israeli settlers also threw stones at Palestinian vehicles near Bayt Jala and al-Walaja. Israeli forces shot and killed 1 Palestinian using live ammunition during a Nakba Day protest in Zeita, near Tulkarm. Israeli forces also violently dispersed Palestinian protesters in Aida refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Tura, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Huwwara, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and 1 with rubber-coated bullets; others suffered tear-gas related injuries. Israel’s defense minister Benny Gantz extended the state of emergency in Lydda for 48 hours. Israel arrested 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, saying he had made incendiary remarks about Israel’s attacks on al-Aqsa Mosque. 28 people were wounded in a subsequent protest in Kafr Kana where he was arrested, including many by Israeli live ammunition. 8 Palestinian-Israelis were arrested in Taiba and Qalansawe. 2 Jordanian citizens were arrested in Gilboa after having crossed from Jordan into Israel. Israeli defense minister Benny Gantz met with U.S. deputy assistant secretary for Israel and Palestinian affairs Hady Amr. U.S. president Joe Biden said in an Eid holiday speech that his “administration is going to continue to engage Palestinians and Israelis and other regional partners to work toward sustained calm.” Later, secretary of state Antony Blinken said that “the violence must end immediately.” Earlier in the day, Israeli prime minister Benjamin Netanyahu had reiterated that his government has no plans for a ceasefire, saying the attacks on Gaza “will take time.” (AJ, HA 5/16; HA 5/17)

Jordanian king Abdullah II said that Jordan has been involved in intense diplomacy with its allies in Europe and the U.S. to put pressure on Israel to stop its attacks on Gaza. (HA, REU 5/16)

28 U.S. Democratic senators, led by Jon Ossoff (D-GA), called for an immediate ceasefire “[t]o prevent any further loss of civilian life and to prevent further escalation of conflict in Israel and the Palestinian territories.” (HA, NYT 5/17)

At a UN security council (UNSC) meeting on Israel-Palestine, UN secretary-general António Guterres said that the situation was “utterly appalling,” calling for an immediate ceasefire. He said the UN is actively involved in facilitating a ceasefire. This was the 3d time in a week that the UNSC met about the situation and the 3d time the U.S. stalled any joint statement. The Organisation of Islamic Cooperation called for an immediate halt of Israeli attacks on Gaza and “systematic crimes” against Palestinians. Saudi Arabia also condemned Israel’s “fragrant violations” of Palestinian rights. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2, including 1 with live ammunition. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. At a security cabinet meeting, Israeli prime minister Benjamin Netanyahu and other ministers decided not to accept a potential ceasefire and continue its attack on Gaza for the time being. (HA 5/13)

Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

Turkey said that its president Recep Tayyip Erdoğan and Russia’s president Vladimir Putin had discussed the situation in Jerusalem and Gaza, and that Turkey had called for international action against Israel. (AJ, AP, REU 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. In East Jerusalem, 6 Palestinians were arrested during raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The Israeli judge said that Bakri did not do enough research to label the movie a documentary. The PA ministry of culture condemned the ruling. (HA 1/11; AJ, TOI, WAFA 1/12; WAFA 1/13)

Defense Minister Benny Gantz said that he regretted forming a coalition with Prime Minister Netanyahu, saying that Netanyahu “cheated me and cheated you [the Israeli public].” He then called on all opposition leaders, including the Joint Arab List’s Ayman Odeh, to join him in sending “Bibi [Netanyahu] home” in the upcoming election. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. Israeli forces shot and killed 1 Palestinian near Bethlehem, claiming that he threw a knife at an Israeli soldier; Israeli forces later raided his hometown Bayt Umar, leading to clashes; tear-gas related injuries were reported. Israeli forces also demolished 1 agricultural structure in al-Khadir, delivered a stop-work notice for an agricultural road east of Tubas, demolished and uprooted 3,400 olive and grape trees in Dayr Balut, and delivered demolition notices for 13 commercial structures near Jenin. A newly elected republican congresswoman Kat Cammack (R-FL) said that she would fly an Israeli flag outside her office because Palestinian American Rashida Tlaib (D-MI) has an office next to hers. In the West Bank, 5 Palestinians, including 1 former lawmaker, were arrested during a late-night raid in Ramallah, Bethlehem, ‘Azun, and Nablus. Israeli settlers from the Gush Etzion settlement flooded Palestinian farmland near Bayt Umar with wastewater. 3 Palestinian minors tending to sheep were injured when a device left by Israeli forces near Hebron exploded. In East Jerusalem, 2 Palestinian minors were arrested in Silwan. Separately, Israeli forces fired tear gas at Palestinians in Silwan, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on agricultural lands east of al-Qarara and Khuza‘a, no injuries were reported. In the West Bank, Israeli settlers destroyed 3 Palestinian-owned vehicles in Asira. Israeli authorities issued 2 military orders to seize 100 dunams (24.7 acres) of land in Qaryut and Jalud south of Nablus. Israeli forces also raided Bayt Umar, leading to clashes with Palestinians; several suffered tear gas inhalation and 1 vehicle was seized. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested on separate occasions, including 1 after he and his mother were pepper-sprayed by Israeli police near Shu‘fat refugee camp; and 1 at his workplace in Issawiyya. According to the Israeli military, 1 missile was fired from Gaza toward Israel but landed inside of Gaza. A delegation of Egyptian security officials also met with Hamas and Islamic Jihad in Palestine members after days of rocket fire between Gaza and Israel. (HA 9/8)

Hezbollah forces downed an Israeli drone in the Lebanese town of Ramyah. It was also reported that missiles were fired from Syria toward Israel, but they failed to penetrate Israeli territory. (AJ, HA, HA 9/9)

In the Gaza Strip, an Egyptian-brokered truce between Israel and Islamic Jihad is secured. A leader of the Palestinian group, Khaled al-Batsh, writes on Facebook that “intensive Egyptian contacts and efforts” mean a restoration of “the agreement for calm . . . in accordance with understandings reached [on 11/21/12] in Cairo,” a reference to the end of Operation Pillar of Defense. Hamas Dep. FM Ghazi Hamad says that Egypt deliberately ignored the govt. in Gaza and communicated directly with Islamic Jihad, a claim corroborated by an anonymous Egyptian security official. Following the cease-fire, the Popular Resistance Cmte. (PRC) fires 8 rockets into s. Israel, causing no damage or injuries. In response, the Israeli air force conducts air strikes against 4 sites in Rafah and Jabaliya, targeting a PRC training camp and Izzeddin alQassam Brigades sites, causing damage but no injuries, except in Rafah, where 3 civilians are injured. In the West Bank, IDF troops wound 2 Palestinians during a clash with mourners at a funeral in Bayt Umar nr. Hebron. The IDF conducts house searches and arrest raids in 1 village nr. Israeli science minister Yaakov Peri says that unless Palestinians agree to an extension of peace talks, it would be difficult for Israel to go ahead with a scheduled 4th prisoner release. Israeli FM Lieberman says that “negotiations should be extended to the end of the year at least.” Separately, Israeli authorities approve construction permits for 387 housing units in Ramat Shlomo settlement in East Jerusalem, part of the 1,500 unit-plan approved in 2/2012 by the Jerusalem municipality. Israel’s Supreme Court rejects an appeal against the construction of a highway set to cut in half the Palestinian East Jerusalem neighborhood Bayt Safafa. The court’s rejection of the residents’ appeal removes an obstacle for the highway to go ahead, which will link Jerusalem to the Gush Etzion settlement bloc. (HA 1/26)

Cross-border violence continues in Gaza. During the day, Palestinians fire some 20 rockets into Israel, causing damage in 1 instance but no injuries. Israel warplanes and drones carry out at least 3 air strikes on groups of armed Palestinians in Gaza City and n. Gaza, killing 2 Palestinians (1 civilian, 1 Popular Resistance Comm. [PRCs] mbr.) and wounding 9 (2 armed and 7 civilian, including 1 woman). Late in the evening, Hamas authorities in Gaza announce that another cease-fire with Israel has been brokered by Egypt, effective immediately. After the announcement, Palestinians fire at least 5 more rockets (no damage or injuries), but Israel does not respond. In total across 6/17–23, 11 Palestinians (7 armed; 4 civilians, including 2 children) were killed, and 49 Palestinians (7 armed; 6 PASF; and 36 civilians, including 2 women and 1 child) and 3 Israelis (2 police, 1 civilian) were injured. Palestinians fired around 155 rockets (including at least 10 Grads) and mortars; Israel carried out at least 25 air strikes. In addition, OCHA reports that during the period, several Palestinian rockets fired toward Israel fell short or exploded prematurely, killing 2 Palestinian children (a baby and a 5-yr.-old) and injuring 19 Palestinians (including 4 children ages 3–12). Furthermore, 2 armed Palestinians were killed and 26 were injured when a building that had been hit by the IDF collapsed while they were inspecting the damage. Meanwhile, in the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; 1 village each nr. Jericho and Ramallah in the afternoon; and Ni‘lin and 1 village nr. Salfit late at night. The IDF also conducts late-night arrest raids, house searches nr. Hebron, Salfit. Palestinian, Israeli, and international activists take part in a nonviolent demonstration against Israeli land confiscations and settlement expansion in Bayt Umar nr. Hebron; the IDF fires tear gas and percussion grenades to disperse them, causing no injuries; 3 Palestinians are arrested. Gaza’s Rafah crossing opens for the 1st time since 1/29/11 to allow Palestinians trapped in Egypt to enter Gaza. In the West Bank, the IDF enters Bayt Umar village nr. Hebron in the afternoon, searching a house and arresting a 10-yr.-old Palestinian for stone-throwing; patrols in 4 villages nr. Qalqilya, 2 nr. Ramallah, and 1 nr. Tulkarm during the afternoon and evening. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam nr. Ramallah, and in Bayt Umar nr. Hebron. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 8 Palestinians (including 3 children); 15 Palestinians (including 9 children) and 2 international activists are arrested. Before the UNSC vote reaffirming the illegality of Jewish settlements, U.S. Secy. of State Hillary Clinton phones Abbas to warn him that that U.S. aid could be cut if the vote goes ahead. In Ramallah, the PLOEC and FCC opt to go ahead with the vote saying, “The Palestinian leadership will reject American demands even if our decision leads to a diplomatic crisis with the Americans. Abbas convenes the PLO Exec. Comm. along with the Fatah Central Comm. in Ramallah to discuss the lapsed settlement freeze, issuing a statement afterward that the Palestinian leadership is in agreement that direct negotations should not resume without a halt to Israeli settlement construction.
