In the West Bank, a 14-year-old Israeli settler was shot in the head by a stray bullet in the Kiryat Arba settlement. It was reported that the bullet was assumed to have been fired during a wedding celebration. Israeli settlers threw stones at Palestinian vehicles traveling near Sa‘ir, causing damage. Israeli settlers also vandalized 23 Palestinian-owned vehicles in Beit Iksa, slashing tires and writing racist graffiti. Elsewhere, Israeli settlers attacked 1 Palestinian family harvesting olives near al-Shuyukh with clubs, pipes, and stones, hospitalizing 5 members of the family. Israeli settlers also raided Burin, throwing stones at Palestinian homes, causing damage. Israeli forces shot and killed 2 Palestinians, including a 14-year-old, and injured 4 others during a raid in Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian man during a raid in Beit Duqqu. Elsewhere, Israeli forces demolished 1 residential structure and sealed 2 water wells in Arab al-Feihat and demolished 2 residential structures in Bruqin. 20 Palestinians were arrested during late-night raids in Beit Sira, Bayt Rima, al-Mughayyir, Aida refugee camp, Fawwar refugee camp, Nablus, Jenin, Kufeirit, and Ya‘bad. In East Jerusalem, Israeli forces shot and killed 1 Palestinian after he allegedly stabbed 1 Israeli police officer in the Old City; 2 Israeli police officers were lightly injured by shots fired by other police officers. After the incident Israel closed the Haram al-Sharif compound to Palestinians, only allowing Jewish visitors. In Gaza, 4 rockets were fired by Palestinian militants toward Israel, 3 landing inside of Gaza and a 4th being intercepted; causing no injuries or damage. Israel subsequently conducted air strikes on Gaza hitting sites in Maghazi refugee camp, causing damage. It was later reported that Hamas authorities had arrested 2 Palestinians suspected of having fired the 4 rockets. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city. Subsequently, PA prime minister Muhammad Shtayyeh toured the city with 30 representatives from foreign countries. Prime Minister Shtayyeh called the siege imposed on Nablus collective punishment. 128 scholars signed a statement urging the UN not to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism, calling it “divisive and polarizing. The IHRA working definition of anti-Semitism has been criticized for conflating criticism of Israel with anti-Semitism. In the West Bank, Israeli settlers vandalized 10 Palestinian vehicles in a car park in Hebron, smashing windows, and opened fire at Palestinian homes, causing damage. Israeli settlers also threw stones at Palestinian homes and vehicles near Burin. Israeli forces shot killed 1 Palestinian man after he allegedly rammed his car into 5 Israeli soldiers at the Nabi Musa and Almog junctions south of Jericho. Israeli forces also took measurements for a punitive demolition in Hebron of the family home of a Palestinian killed by Israeli forces on 10/29 who was accused of killing 1 Israeli settler. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 1 minor with a baton round. Israeli deputy mayor of Jerusalem Aryeh King called on Jewish settlers to volunteer to “protect” East Jerusalem neighborhoods during ongoing Palestinian protests in East Jerusalem over Israel’s continued siege of ‘Anata and Shu‘fat. (HA 10/12)

14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. In the West Bank, 1 12-year-old Palestinian boy died of wounds sustained during an Israeli raid on Jenin on 9/28. The boy was shot in the stomach by Israeli forces using live ammunition. In the West Bank, 4 settlers—2 women and 2 children—were apprehended by members of Lion’s Den organization after entering Nablus; the 4 were then transferred to PA security forces who escorted them to the Israeli military. Lion’s Den released a statement saying, “[o]ur message to the occupation forces is that we don’t kill women and children, but we are warning the settlers that attack Palestinians that they will be treated accordingly.” 1 Israeli soldier was shot and injured near the Ofra settlement; it was unclear who shot the soldier as the incident happened as Israeli forces tried to stop a Palestinian car allegedly evading an order to stop. Israeli settlers blocked an entrance to Nablus, calling on the Israeli government to take harsher measures against Palestinians. Israeli settlers also blocked an entrance to Nablus on 10/2. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Ramallah. Israeli settlers also attacked a secondary school in Huwwara, assaulting staff and students and damaging vehicles and school property. The Balad party appealed the Israeli central elections committee’s decision to disqualify the party from running in the upcoming election to the Israeli supreme court. Israeli defense minister Benny Gantz said that Israeli military chief of staff Aviv Kochavi does not have the authority to approve assassinations or new measures. Chief of Staff Kochavi told reporters on 9/28 that he had approved using drones to carry out assassinations in the West Bank. (HA 10/4)

Lebanese officials said that the Lebanese government had submitted a list of changes to the U.S. proposal to demarcate the maritime border between Israel and Lebanon. In the West Bank, Israeli settlers vandalized 1 water well supplying Palestinians in al-Zawiya. Israeli settlers also set up a mobile home, 6 tents, and 2 water tanks near ‘Arab al-Rashayida. Israeli forces shot and killed 1 Palestinian riding a motorcycle and injured 3 others during a late-night raid in Nablus. Israeli forces also shut the main entrance to Beit Umar for the 2d day in a row. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In an interview with Haaretz, Israeli prime minister Yair Lapid blamed the PA for not creating a situation that allows for a 2-state solution, saying, “I accept that there is external difficulty, and the external difficulty we create. But when Israel was established, we already had a public health system, trains and a positive collective effort. You see very little such effort in the PA.” (HA 9/25)

In the West Bank, a group of 20 Israeli settlers attacked Palestinians planting olive tree saplings in Sinjil, injuring 1 with live ammunition and 5 others by physical assault; the settlers also vandalized 5 vehicles nearby. Israel police said it had arrested a 19-year-old Palestinian man in possession of an assault rifle in Jaffa and that he allegedly admitted to wanting to commit an attack. The man did not resist the arrest. (HA, JP 9/8)

The Jerusalem Post said it had obtained a 3-page letter from then U.S. president Donald Trump to Israeli prime minister Benjamin Netanyahu from 1/26/2020. The letter stipulates that the U.S. will support Israel annexations of parts of the West Bank if Israel recognizes a Palestinian state. The leaked letter was seen as a response to details from Jared Kushner’s book Breaking History: A White House Memoir, where the former senior advisor to President Trump says that Trump was angry with Prime Minister Netanyahu for floating the idea of annexing parts of the West Bank. In the West Bank, Israeli forces demolished 1 mobile home, water tanks, and tree saplings in az-Za‘ayyem, and 1 agricultural structure in Nahalin. Hamas released a video of 1 Israeli citizen held prisoner in Gaza, Hisham al-Sayid, who they say is in deteriorating health. Al-Sayid was seen in the video lying in a bed with an oxygen mask and IV drip. The man was arrested by Hamas after crossing from Israel to Gaza in 2015. (AP, MEE, REU 6/28; MEMO 6/29)

The UAE overturned a death sentence against 1 Palestinian citizen of Israel who was arrested 1 year ago for carrying more than 1 pound of cocaine. She was sentenced to life in prison on 7/7. (AP, HA 6/28; HA 7/7)

Israeli military authorities extended the administrative detention period of 1 Palestinian prisoner by 4 months despite promising to release him at the end of his current detention period after he had been hunger striking for 111 days. Hamas political bureau chief Ismail Haniyeh met with Hezbollah secretary general Hassan Nasrallah in Beirut. There were also reports that Haniyeh was scheduled to meet with Lebanese president Michel Aoun and prime minister Najib Mikati. (HA 6/23)

The PLO executive committee met in Ramallah. During the meeting, the committee discussed the U.S. Biden administration’s failure to fulfil its promises to the Palestinian people and plans to initiate national dialogue to end the intra-Palestinian political division. (WAFA 6/24)

Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

Lebanese president Michel Aoun and prime minister Najib Mikati condemned Israel for placing an Israeli gas-drilling rig in a maritime zone that both countries claim is theirs. Prime Minister Mikati said “the Israeli enemy’s attempts to create a new crisis, by encroaching on Lebanon’s maritime wealth, and imposing a fait accompli in a disputed area in which Lebanon adheres to its rights, is extremely dangerous.” Israel claimed that the gas-drilling rig was placed outside of the disputed area. The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. A 97-page Israeli document called “Procedure for Entry and Residence for Foreigners in Judea and Samaria Area,” originally published in February, surfaced in the media. The document, which will replace a 4-page ordinance on entry to the West Bank on 5/22, further complicates travel to the West Bank, especially for Palestinians. Palestinians holding foreign citizenship must, according to the new ordinance, include names and ID numbers of all relatives and people they might stay with while traveling to the West Bank. Palestinians must also declare if they own property in the West Bank or stand to inherit. Foreigners visiting Palestinians in the West Bank must also be given prior permission while those visiting settlers do not have to. The Arab league slammed Israel for interfering with Muslims’ rights to worship at the Haram al-Sharif compound and criticized the Israeli government for continuing to allow Jewish people to worship at the Holy site. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack.
