Elsewhere, Israeli forces shot and injured 6 Palestinians and injured others with tear gas during a raid in Bayt Rima. Israeli forces also shot and injured 3 Palestinians during a raid in Nabi Salih. Meanwhile, Israeli forces shot and injured 4 Palestinians with baton rounds and others with tear gas during a raid in Huwwara. Israeli forces also demolished 1 restaurant in al-Walaja. In a speech at the Washington Institute for Near East Policy, U.S. national security advisor Jake Sullivan said that he will meet with Saudi officials in Saudi Arabia to bolster U.S. ties with the country and to work on normalizing relations between the Saudi Arabia and Israel. In the West Bank, Israeli settlers toured the al-Burj archeological site south of Hebron. Israeli forces sealed off parts of Sabastiyya to Palestinians. 3 Palestinians were arrested during raids in Dayr Jarir and Jalazun. In East Jerusalem, 1 Palestinian working for the Islamic Waqf was arrested at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions and leveled land east of Dayr al-Balah. During a meeting in Ramallah, PA prime minister Mohammed Shtayyeh called on EU diplomats to pressure Israel to allow East Jerusalemites to partake in the upcoming elections. (WAFA 3/31)

Israel’s public broadcaster Kan reported that in early March, the head of Shin Bet Nadav Argaman held a meeting with PA president Mahmoud Abbas, PA intelligence service head Majed Faraj, and PA civil affairs minister Hussein al-Sheikh. In the meeting, Argaman is reported to have told President Abbas to cancel the Palestinian elections because Hamas was running, which Abbas refused to do. Argaman is also reported to have threatened to withhold all the PA tax revenue if the PA did not stop cooperating with the ICC investigation into war crimes committed in the occupied Palestinian territories. After releasing its annual report on human rights abuses with language of the Israeli occupation removed from the title of the section on the West Bank and Gaza, the U.S. state department spokesperson Ned Price said that the U.S. does consider the West Bank to be occupied by Israel. Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). In East Jerusalem, Muslim worshippers tear the doors off a building in the al-Rahma Gate prayer area at Haram al-Sharif, protesting the recent Israeli restrictions at the sanctuary. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Bi‘lin near Ramallah; 1 Palestinian is injured. The organizing committee behind the Great March of Return announces that today’s planned demonstrations along Gaza’s border have been cancelled in light of the extensive Israeli air strikes in Gaza last night. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 1 Palestinian is killed and at least 48 are injured. This brings the death toll stemming from the Great March of Return to 207. Late at night, after a projectile is fired from Gaza into southern Israel, causing no damage or injuries, the Israeli Air Force conducts air strikes on several Hamas sites across Gaza, causing extensive damage. Also along Gaza’s border, IDF troops arrest 2 Palestinians armed with knives and attempting to cross into Israel near Rafah. U.S. pres. Trump announces that he is formally extending the waivers on U.S. sanctions on Iran, upholding the U.S. obligations under the 7/14/2015 nuclear agreement one last time. This last extension, he says, will give the U.S. time to negotiate a “follow on” agreement with its European allies before the next deadline for extending sanctions relief, 120 days hence. “In the absence of such an agreement, the U.S. will not again waive sanctions to stay in the Iran nuclear deal,” he says. “And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately,” At the same time, the U.S. Treasury imposes sanctions on 14 Iranian individuals, including the head of Iran’s judiciary, Sadeq Larijani. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Israeli police shoot and kill 3 Palestinian youths outside the Old City of East Jerusalem after they attack Israeli guards at Damascus Gate with knives and guns: 1 Israeli police officer is lightly injured and 1 is fatally wounded, succumbing to her injuries later in the day. After the attack, IDF troops conduct raids in the alleged attackers’ village of Dayr Abu Mash‘al nr. Ramallah, imposing a lockdown on the village and sparking clashes with residents; 2 Palestinians are injured. In East Jerusalem, Israeli forces arrest 3 Islamic Waqf officials at Haram al-Sharif, alleging that they refused to comply with orders related to Israeli restoration efforts at the sanctuary. They also temporarily detain U.S.-Israeli anti-occupation activist Jeff Halper at the Ma’ale Adumim settlement, following a complaint that he possesses “materials related to [the Boycott, Divestment and Sanctions movement].” Halper, a cofounder of the Israeli Comm. A violent outburst in Hebron punctuates a period of relative calm in the West Bank. IDF troops shoot and kill 2 Palestinians in Hebron’s Old City after they allegedly stab and moderately injure an Israeli soldier. A video of the incident later shows that an IDF soldier killed 1 of the alleged assailants after he had been detained and disarmed. Meanwhile, the Israeli authorities keep the Erez border crossing closed for the 2d of 3 planned days, and maintain the closure of the West Bank, as decided on 3/22. IDF troops conduct late-night house searches and raids nr. Ramallah, Jenin, and Bethlehem, arresting 2 Palestinians and issuing arrest summons to another 2; patrol nr. Tulkarm and Hebron.
