In Manhattan, federal prosecutors for the Immigration and Naturalization Service (INS) open exclusion proceedings against Hamas political leader Abu Marzuq. Abu Marzuq is willing to withdraw his application to reenter the U.S. and agree to exclusion (i.e., immediate deportation), but INS says he cannot do so without either conceding or contesting the terrorism charge, otherwise he could be detained indefinitely. Abu Marzuq refuses to concede; contesting the charge could take yrs. The exclusion proceeding is closed; the INS does not have to reveal the sources of its evidence. 2 Israeli hikers fr. Jerusalem stabbed and shot to death in Wadi Qilt, near Jericho in the West Bank. "Al-Aqsa Brigade" of Palestinian Islamic Jihad, in statement released in Amman, claims responsibility, says 3 killed. Statement declares, "We will never surrender or accept any concessions on the land of Palestine which will become a graveyard for the Jews." PFLP also claims responsibility. Palestinian factions opposed to DoP-including DFLP (Hawatmah faction), PFLP, Hamas, and Islamic Jihad-announce in Damascus establishment of National Islamic Front to counter PLO. Alliance fails to call congress to elect new PLO leadership due to reluctance of Islamic groups to identify with secular PLO. Doctors at Gaza Strip hospitals strike to protest dismissal of Dr. al-Agha from Nasir Hospital on political grounds [FJ 8/23]. Occupied Palestine/Israel: An Israeli army intelligence report dated 6/30/48 has recently surfaced which states more than 70 percent of the Palestinian exodus from Palestine by June 1948 was caused by Jewish military attacks [JP 3/2]. In last 3 days, Israeli security forces have freed 32 Palestinians held under administrative detention orders because 6-month detention period had ended; freed detainees were asked to sign document sating they would not commit future offenses; some refused to sign [JP 3/3]. Israel has agreed to allow Golan Heights Druze to export apples to Syria, possibly through Jordan or directly; P.M. Peres also favors renewing family reunions between Golan and Syrian Druze, which were stopped by Syrians several years ago [JP 3/2].

Military Action

Occupied Palestine/Israel: Israeli-appointed Palestinian mayor of Nablus, Zafir alMasri, is shot dead by a single, unidentified assailant. In Damascus, the PFLP claims responsibility; in Beirut, a telephone caller claims responsibility on behalf of Fateh Revolutionary Council (Abu Nidal group) [NYT, PI, CT 3/3]. Nablus city council appoints Deputy Mayor Hafiz Tuqan mayor [CSM 3/3].

Arab World: Israeli army patrol north of the S. Lebanon "security zone" intercepts guerrilla squad, kills 1 [JP, JTA 3/3].

Military Action:

US and Israeli officials in Beirut agree to demarcate formal boundary between their two forces, using brightly painted barrels; IDF reported using tactic of "reconnaissance by fire," driving along Sidon road and spraying the orchards with machine gun fire; 160 French marines added to French contingent in MNF, another 140 to follow; Syrian Press Agency in West Beirut shattered by bomb.
