Jordan's acting PM notifies UNESCO that it has historical responsibility for maintaining Islamic shrines in East Jerusalem, states that all funds must be channeled through Jordan. Political battle deepens between Jordan and Saudi Arabia over which country will fund repairs to Islamic sites in Jerusalem (see 5/16, 5/18). Jordan also announces that Chmn. Gunbattle breaks out between Palestinians and IDF undercover troops posing as Hamas activists in Rafah refugee camp, Gaza. The troops, wearing captured Hamas uniforms, were challenged by suspicious residents who demanded that the group speak to them in Arabic. At least 1 IDF soldier was wounded. Clash breaks out between Israeli settlers and residents of Husan, W. Bank, after settlers rampage through village, smashing automobile windows and attacking villagers. (MM 5/20)

Hizballah-led Islamic Resistance fighters capture SLA position inside Israeli "security zone" in 'Alman-Shumariya region of S. Lebanon - first time SLA position has been overrun in 4 years. 2 SLA troops killed, 4 others captured; 2 attackers died. Islamic Resistance forces later withdraw. IDF, SLA shell Jabal al-Safi, several villages in Iqlim al-Tuffah and Nabatiyya region, S. Lebanon. Hizballah forces fire rockets into "security zone." (MM 5/20, 5/21)

In a move destined to change the Israeli political system, Knesset votes to allow direct election of prime minister beginning with first Knesset elections after the upcoming 6/23 vote [first scheduled elections after that would be in 1996]. The law also lowers number of votes needed to bring down government from 70 to 61, and gives Knesset authority to approve cabinet. (WP, MM 3/19)

State Dept. announced Bush administration has issued a proposal to Israel whereby U.S. would grant $10 billion in loan guarantees over six years providing that Israel restrict settlement activity to completing housing started before 1/1/92. $300 million would be provided immediately under the plan, but the rest would be contingent upon a settlement freeze. Announcement also indicated that the administration is calling for a freeze on settlements throughout 1967 territories, the first time that the administration has used language suggesting that it seeks to halt settlement activity in E. Jerusalem as well as in W. Bank and Gaza. (WP 3/19)

Following fist-fights with UNIFIL troops trying to halt their advance, IDF troops, tanks bulldoze through UNIFIL barriers and move out of "security zone" to attack villages in S. Lebanon suspected of sheltering Islamic Resistance Movement bases which have been shelling N. Israel. Villages of Yatar, Kafra are captured. Several more rockets are fired at N. Israel, "security zone" and are answered with heavy IDF, SLA bombardment. Amal, communist party, armed civilians join the battle against Israeli forces. Two Israelis are killed and three wounded; at least 7 Hizballah fighters are killed and 17 wounded. In addition, 3 civilians and 4 Fijian UNIFIL troops are wounded. UN Secy. Gen. Butrus Ghali demands Israeli withdrawal while State Dept. calls on Israel, Syria, Lebanon to "exercise restraint." Fateh leaflet circulated in o.t. orders political committees to disband after receiving orders to this effect from Yasir Arafat. The order stated that the committees should be reorganized by a special committee made up of seven representatives from both the West Bank and Gaza, plus a president. Fateh leaflet asserts that the underground committees of the intifada, not the political committees, should form the basis for the future Palestinian state. Israeli cabinet agrees to equal funding of Arab, Jewish municipalities following 10- day sit-in by Arab mayors. Mayors indicate they will take their protest to the Israeli labor federation, the Histadrut, to protest unfair practices by that body, which is dominated by the Labor party. (MEM 8/27)

Hizballah fighters ambush Israeli troops in Kufr Huna, north of Israel's "security zone" in S. Lebanon. Three Israelis killed, including two officers; four others were wounded. One Hizballah fighter died. Clash was most lethal for Israeli troopsince Nov. 1990. Israel has recently begun dispatching patrols north of the "security zone" to engage anti-Israeli forces before their arrival in zone. (WP, MEM 7/18)

Lebanese Def. Min. Michel al-Murr accuses PLO of hiding medium and heavy weapons in refugee camps near Tyre, vows continued blockade of camps until weapons are surrendered. PLO denies it holds such weapons. Issue centers on definition of "medium" weapon: Lebanese army considers rocket-propelled grenades (RPGs) as medium weapons; PLO does not. Lebanese army now has some 10,000 troops deployed in S. Lebanon. (MEM 7/16, 7/18)

PLO committee meeting in Tunis agrees to convene Palestine National Council (PNC) within three months, urges PLO executive committee to seek rapprochement with Hamas, Palestinian National Salvation Front groups, which boycotted the meeting after PLO invited only those PNSF groups which had membership in the Palestine National Council before 1983 to participate. PNSF, Islamic Jihad, Fateh-Revolutionary Council (Abu Nidal) later call on committee to "reconsider" call for convening PNC in order to preserve "unity of Palestinian ranks." Committee also urged greaterepresentation from occupied territories within PNC. PNC currently has 637 seats, including 186 allocated to representatives from the occupied territories. PNC meeting would be first since August 1988, when it declared existence of independent Palestinian state, accepted U.N. Security Council resolution 242. (MEM 7/18, 7/26)
