In the West Bank, armed Israeli settlers forced a Palestinian family to leave their home near Tuqu’, stealing furniture, solar panels, and water tanks. Israeli settlers also opened fire at homes in al-Lubban ash-Sharqiya, causing damage. Israeli forces shot, injured, and arrested a Palestinian in Beit Ur al-Tahta. Israeli forces also shot and injured 2 Palestinians during a raid in Fahma. Elsewhere, Israeli forces demolished a Palestinian home in Shuqba. 52 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Jordan said Israel had injured 7 of its staff members at the Jordanian field hospital. Israel also blew up Gaza’s parliament building and hit the last functioning flour mill in Gaza in Deir al-Balah with an airstrike. Israel also dropped leaflets telling residents of al-Qarara, Khuza’a, Bani Suheila, and Abasan in southern Gaza to evacuate immediately. 2 Israeli soldiers were killed. Rockets were fired from Gaza, injuring 2 in Ashkelon. In Lebanon, Israel attacked Odaisseh, Balat, Labouneh, Marwahin, Serda, and Naqoura; no injuries were reported. Hezbollah hit an Israeli post near the Lebanese village of Houla, causing damage. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 187 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. The first shipment of fuel entered Gaza via the Rafah crossing; it was restricted to use for UN vehicles only. UN vehicles ran out of fuel again on 11/16 due to the low quantity of fuel delivered. The UN said all 10 water wells in Rafah had stopped functioning due to a lack of fuel. Lebanon’s health ministry said 77 people have been killed and 251 injured in Israeli attacks since 10/7. Hamas said the U.S. was “wholly responsible” for the Israeli attack on al-Shifa Hospital because it parroted Israel’s “false claim that the resistance is using al-Shifa medical complex for military ends.” Jordan condemned Israel’s storming of the hospital. Turkish president Recep Tayyip Erdoğan called Israel a “terror state” and called on Israeli prime minister Benjamin Netanyahu to declare whether Israel has nuclear weapons or not. The Israeli military posted a video purporting to show that weapon caches were found in 1 part of al-Shifa Hospital. The video was later deleted from the military’s X account. Hamas official Bassem Naim called the Israeli claims “a farce.” (AJ, HA, NYT, REU 11/15; AJ 11/16)

Israeli national security minister Itamar Ben-Gvir said Israel was issuing an average of 1,700 weapons licenses. 236,000 gun license applications have been submitted since 10/7 and 18,000 have been approved so far. (AP, HA 11/15)

The Knesset Ethics Committee suspended MKs Aida Touma-Sliman and Iman Khatib-Yassin from party and committee meetings for 2 months and 1 month respectively, citing statements they made on Israel’s war on Gaza. (HA 11/15)

Reuters reported that Iranian ayatollah Ali Khamenei told Hamas political leader Ismail Haniyeh earlier this month that Iran will not attack Israel on Hamas’ behalf, saying Hamas did not give Iran prior warning of its operation. Khamenei and Haniyeh reportedly met in Tehran around 11/4. (HA 11/15)

South African president Cyril Ramaphosa said South Africa, along with other countries, had filed a referral to the ICC for an investigation into war crimes potentially committed by Israel in Gaza. (AJ, AJ 11/16)

12 UN Security Council members voted for a resolution introduced by Malta calling for urgent, prolonged humanitarian ceasefires and unconditional release of the captives held by Hamas. The U.S., UK, and Russia abstained. A Russian amendment calling for a ceasefire was blocked by the U.S. PA UN envoy Riyad Mansour said the resolution fell short of condemning Israel for its attacks on Palestinian civilians, assaults on hospitals and schools, and the killing of UN staff, journalists, and doctors. U.S. president Joe Biden said at a press conference after a meeting with Chinese president Xi Jinping that it “would be a big mistake [for Israel] to reoccupy Gaza,” and that a “real” Palestinian state must be created to end the overall conflict. Biden also falsely claimed Israel was bringing incubators to al-Shifa Hospital, despite the hospital not needing incubators but rather fuel to power the incubators. Biden also said the Israel’s war on Gaza will not end until Hamas is defeated and claimed that Hamas has a headquarters under al-Shifa Hospital, despite Israel tacitly retracting that claim. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk met with senior U.S. officials in Israel, including Prime Minister Netanyahu. McGurk has been part of the U.S. effort to normalize ties between Israel and Saudi Arabia. (HA 11/15)

24 House Democrats urged President Biden to end “grave violations of children’s rights” by calling for an immediate ceasefire. Senator Chris Van Hollen (D-MD) called the Israeli refusal to allow fuel to be delivered to water desalination plants and generators at hospitals “inhumane.” Capitol police violently dispersed protesters blocking the entrance to the Democratic Party’s headquarters and calling for a ceasefire (AJ, HA 11/15; AJ 11/16)

In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. Several members of the Labour Party resigned from their positions on the opposition frontbench after the vote. (AJ, REU 11/15; AJ, AJ, NYT 11/16)

A motion to expel the Israel ambassador and impose sanctions on Israel failed in the Irish parliament. The motion, which was denied in an 85-55 vote, was proposed by the Social Democrats party. (IN 11/15; HA 11/16)

Spanish prime minister Pedro Sanchez said Israel must end its “indiscriminate killing of Palestinians,” demanding a ceasefire, and said his government will work toward Spain and other European countries recognizing the state of Palestine. (AJ 11/15) 

In the West Bank, Israeli settlers injured 5 Palestinians in Yasuf, including 3 with live ammunition and 2 with stones. Israeli settlers also assaulted Palestinians harvesting olives in Deir Istiya and al-Khader. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israeli forces shot and killed a Palestinian minor during a raid in Jericho. Israeli forces also shot and injured 10 Palestinians with live ammunition during raids in Askar refugee camp, Beita, and Deir as-Sudan. Elsewhere, Israeli forces punitively demolished the home of a Palestinian man in Aqabat Jaber refugee camp using explosives. Israeli forces also seized Hamas political bureau deputy leader Salah al-Arouri’s home in Bani Zeid al-Sharqiya, turning it in to a Shin Bet facility. Meanwhile, Israeli forces prevented Palestinians from harvesting olives in Duma, Burin, Zabbuba, and Sebastia. More than 120 Palestinians were arrested during late-night raids in Aroura, Rantis, Bethlehem, Hebron, Deir Sammit, and Nablus. The Palestinian Prisoners Club said at least 1,070 Palestinians have been arrested in the West Bank since 10/7. In Gaza, around 250 Palestinians were killed in Israeli airstrikes. Rockets were fired at Israel; no new fatalities were reported. In Lebanon, anti-tank missiles fired at Israel wounded an Israeli soldier and Israel attacked Hezbollah-linked sites. Hezbollah said 19 of its members have been killed by Israel since 10/7, including 6 today. In Cyprus, a small homemade bomb exploded near the Israeli embassy in Nicosia with no damage or injuries reported; 4 Syrians were arrested. The Gaza Ministry of Health said as of 5 p.m. at least 4,385 Palestinians had been killed, including at least 1,524 children, and 13,561 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 84 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 26 children. More than 1,653 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,629 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. 43 unidentified Palestinians were buried in a mass grave in Gaza City. It was the second time Palestinians in Gaza were buried in mass graves this week. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Daniel Hagari said fuel will not enter Gaza via the Rafah crossing. UNRWA said 17 of its staff members have been killed and 35 of its buildings damaged in Israeli airstrikes since 10/7. A PA official told Haaretz that Israel only allowed the aid that arrived in Gaza today to enter because of the release of 2 captives on 10/20 and that future aid will depend on the release of more captives. The official said that the U.S. and European countries have been trying to link aid to the release of civilian captives. (HA 10/21)

5 UN agencies released a joint statement calling the situation in Gaza “catastrophic.” (HA 10/21; WAFA 10/22)

Leaders from the PA, Egypt, Jordan, Bahrain, Qatar, Italy, Spain, Greece, Cyprus, South Africa, the UAE, UN, and EU, and senior government officials from Kuwait, Germany, France, Japan, Norway, Russia, and China met at the Cairo Peace Summit on Israel’s war on Gaza. Jordanian king Abdullah II said “[t]oday Israel is literally starving civilians in Gaza but for decades Palestinians have been starved of hope, of freedom and of future,” complaining that Israel is never held accountable and calling its actions in Gaza a war crime. UN secretary-general Antonio Guterres said Hamas’ attack does not justify “collective punishment of the Palestinian people.” PA president Mahmoud Abbas called on Hamas and Israel to release all captives and prisoners. The summit ended without agreement on a joint statement. Abbas met with Spanish prime minister Pedro Sanchez, EU high representative for foreign affairs Josep Borell, European Council president Charles Michel, Italian prime minister Giorgia Meloni, Japanese foreign minister Yoko Kamikawa, and South African president Cyril Ramaphosa on the sidelines of the summit. U.S. forces shot down 2 drones flying near Ain al-Asad air base in Iraq. The U.S. introduced a draft UN Security Council resolution, saying Israel has a right to defend itself, Iran needs to stop exporting arms to “militias and terrorist groups,” and calling for unhindered aid and protection of civilians. (HA 10/21)

AP said, based on videos, its experts have determined that it was likely an errant rocket that caused the explosion at al-Ahli Arab Hospital on 10/17. French and Canadian intelligence also suggested that an errant rocket fired by Palestinian militants caused the explosion. Investigations by UK Channel 4, Al Jazeera, and Forensic Architecture have concluded that it was likely an Israeli airstrike or artillery fire that caused the explosion. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israeli airstrikes also reportedly killed 3 members of Hamas political leader Ismail Haniyeh’s family. 6 were killed in an airstrike on an UNRWA school sheltering Palestinians in al-Maghazi. Rockets were fired at Israel, causing damage. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israeli forces shot and killed 2 Palestinians, including a minor, during raids in Halhul and Nabi Salih. An elderly Palestinian succumbed to injuries sustained from Israeli forces on 10/13 in Nablus. Israeli forces also violently dispersed Palestinians, injuring 8 with live ammunition in Nablus. Elsewhere, Israeli forces assaulted an ambulance driver near al-Arroub refugee camp, causing a fractured arm and bruises. Israeli forces arrested Palestinian Legislative Council speaker Aziz Dweik during a raid. 115 others were arrested during raids in and around Hebron, Ramallah, Bethlehem, and Nablus, including 50 Palestinians from Gaza who were employed in Israel before being expelled to the West Bank. The Prisoners and Ex-Prisoners’ Affairs Authority said Israel has arrested 680 Palestinians in the West Bank and East Jerusalem since 10/7. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Lebanon, Israeli forces attacked targets north of the Blue Line. Hezbollah said it fired an anti-tank missile at a vehicle in Metula; 3 were reportedly injured. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. The Committee to Protect Journalists said 13 Palestinian, 3 Israeli, and 1 Lebanese journalist have been killed in attacks relating to the Israel-Hamas war since 10/7. Hundreds of trucks carrying aid to Gaza were stuck near the Rafah crossing as Israel continued to prevent safe passage into Gaza. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. The UAE and Russia called a meeting of the UN Security Council on 10/18 on the attack on the hospital. U.S. Defense Department spokesperson Sabrina Singh said in response to questions about the incident that Hamas puts “their command and control units inside hospitals,” adding the U.S. does not know who the perpetrator was. Biden said he spoke to Prime Minister Netanyahu and that his national security team will gather information about the incident. Large demonstrations were held in Washington D.C., Turkey, Jordan, Yemen, Iraq, Lebanon, and Morocco. The PA foreign ministry accused Israel of ethnic cleansing and genocide aimed at removing all Palestinians from Gaza. The Palestinian Central Bureau of Statistics said Israel has killed at least 3,057 Palestinians since the beginning of 2023, including 2,793 in Gaza and 264 in the West Bank and East Jerusalem. Military spokesperson Hagari ruled out a ceasefire, saying Israel continues to “prepare for the next stages of war.” Foreign Minister Eli Cohen said the Israeli campaign would take several months. The Israeli military also said that it could not confirm that white phosphorus was used in attacks on Gaza but maintained that it would not be “unlawful” in certain situations. Israeli police commissioner Kobi Shabtai said, “[w]hoever wants to become an Israeli citizen, welcome. Anyone who wants to identify with Gaza is welcome. After the Israeli airstrike on al-Ahli Arab Hospital, President Abbas traveled back from Amman to Ramallah to hold an emergency meeting. In a speech Abbas called the airstrike a heinous crime and declared 3 days of mourning. Earlier in the day Abbas met with U.S. secretary of state Antony Blinken in Amman. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. Palestinian officials said that the U.S. had refused Palestinian calls for peace negotiations, claiming that the Israeli political situation is too sensitive. Former Israeli soldiers acknowledged that there is a mass grave of Palestinians killed during the Nakba in 1948 on a beach in the depopulated village of Tantura, where Israeli forces and militants massacred Palestinian prisoners of war. The Israeli government has denied the existence of the mass grave despite it being published in a thesis in 2000. The mass grave site is now a parking lot for the Dor beach built on the depopulated village.
