In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). He calls on Netanyahu and the IDF to allow the flotilla to reach Gaza without their interference. (HA 6/21; MEE, MNA, WAFA 6/22)

Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. In the West Bank, IDF troops shoot and injure a Palestinian man in Hebron after he tries to grab a soldier’s gun. The IDF patrols nr. Hebron and Jenin, sparking clashes with stone-throwing residents; 2 Palestinians are injured. At night, they conduct a raid in the village nr. Jenin and arrest 1 Palestinian. Israeli forces also detain 2 Palestinians collecting steel outside a settlement nr. Qalqilya. Israeli settlers spray olive trees nr. Qalqilya with chemicals, completely destroying 5; establish a new settlement outpost s. of Nablus, erecting movable houses, water tanks, and a fence. An Israeli settler hits a Palestinian youth with his car in s. Hebron, causing minor injuries, then flees the scene. PA security forces patrol in Balata r.c. nr. Nablus, sparking a firefight with armed Palestinian residents; 3 PA officers are injured. In East Jerusalem, Israeli police remove a prominent right-wing Jewish activist from Haram al-Sharif after he confronts a group of Muslim worshippers. In n. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent violence in Jerusalem, in 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and outside Ofer prison), 1 village nr. Qalqilya (Kafr Qaddum), Qalandia r.c., and nr. al-Shuhada Street in Hebron, injuring 12 Palestinians. The IDF conducts house searches and raids nr. Tubas. In East Jerusalem, an Israeli man runs over a Palestinian woman with his car nr. Shu‘fat r.c., seriously injuring her. Separately, Israeli settlers attack Ahmad al-Ghoul, the head of the Fatah Youth Movement in Jerusalem, nr. Damascus Gate, moderately injuring him. In n. In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. The IDF conducts approximately 100 strikes on targets across the Gaza Strip, killing 14 Palestinians in Bayt Hanun, Rafah, Khan Yunis and Dayr al-Balah. Hospitals in Gaza report a serious shortage of medicines and equipment, particularly for trauma injuries. Palestinians fire around 100 rockets and mortar shells into Israel, causing damage and seriously wounding 2 children in the bedouin village of Lakia. Iron Dome batteries intercept 15 of the projectiles. In addition, al-Qassam Brigades fly a drone into s. Israel along the coast nr. Ashdod, and the Israeli Air Force (IAF) shoots it down. In the West Bank, IDF troops shoot and kill a 22-year-old Palestinian civilian in clashes nr. Hebron. In Bayt Umar nr. Hebron, IDF troops shoot and injure 2 Palestinians in another confrontation. Following a meeting of Arab League FMs in the evening, Egypt’s Foreign Ministry proposes a cease-fire to start the next day, followed by talks in Cairo. The Arab League welcomes the proposal. An Israeli official says that PM Netanyahu will discuss the proposal the following day with his security cabinet. (AFP, AP, HA, JP, MNA, REU 7/14)

A rocket launched from inside Lebanon hits n. Israel, causing no damage or injuries, the 4th such attack in recent days. IDF troops respond with artillery shells. (REU 7/14)

The IDF continues attacks across the Gaza Strip, killing 18 Palestinians. Also, the IDF drops leaflets over Bayt Lahiya that tell residents to evacuate ahead of intensified attacks. In response, around a quarter of Bayt Lahiya’s population, approximately 70,000 people, flees and seeks shelter in UNRWA facilities. Palestinians fire more than 70 rockets into Israel, causing some damage and injuring 1 with shrapnel. Meanwhile, Palestinian gunmen execute an alleged collaborator with Israel in Rafah. While in Vienna for talks on Iran’s nuclear program, U.S. Secy. of State Kerry speaks with PM Netanyahu on the phone, and says that the U.S. is ready to help broker a cease-fire along the lines of the 11/2012 agreement. Also, Kerry discusses the crisis with his French, British, and German counterparts. Speaking in Vienna, French FM Fabius and British foreign secy. William Hague both urge a return to the ceasefire agreement of 11/2012. Israeli PM Netanyahu says at his weekly cabinet meeting that “we don’t know when the operation will end” and that “it might take a long time.” (AP, HA, JP, MNA, REU 7/13)

For the 3d day in a row, 2 rockets fired from inside Lebanon land in n. Israel, causing no damage or injuries. IDF troops reply with artillery fire. There is no claim of responsibility for the rocket attack. (AP, HA, REU 7/13)

Unknown persons fire 1 rocket from inside Syria and into the Israeli-occupied Golan Heights, causing no damage or injuries. IDF troops respond with artillery fire toward Syrian military bases, and claim direct hits, though there are no reports of damage or casualties. (HA 7/13)

On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. IDF air strikes and shelling of the Gaza Strip continues for a 4th day, killing 16 Palestinians as 230 targets are hit. The attacks cause widespread damage to houses, infrastructure, and public buildings. There are fatal strikes in al-Shuja‘iya, elsewhere in Gaza City, Jabaliya, and Rafah, among others. Palestinians fire 90 rockets into Israel, causing damage and injuring 10 in Beersheba and Ashdod, including 1 seriously. Iron Dome batteries intercept 25 of the rockets. Two IDF soldiers are lightly injured by an antitank missile nr. the Gaza border, damaging their jeep. In the West Bank, IDF troops shoot and injure 9 Palestinians with live fire and rubber-coated metal bullets during clashes nr. Rachel’s Tomb in n. Bethlehem. In Kafr Qaddum, Israeli soldiers shoot and injure 5 Palestinians with live ammunition during clashes, and there are less intense confrontations after Friday prayers in Hebron and nearby al-Fawar r.c. In East Jerusalem, Israeli authorities prevent Palestinian men under 50 years old from entering Haram al-Sharif, and 20 Palestinians are injured by stun grenades and rubber-coated metal bullets during clashes in Issawiyya. Israeli PM Netanyahu says that “no amount of international pressure will prevent Israel from continuing its operation in the Gaza Strip,” and that he has held phone calls with leaders of the U.S., Germany, Britain, France, Canada, and Russia. Israeli DM Ya’alon speaks with U.S. Defense Secy. Hagel, with the latter expressing concern about the risk of further escalation. The U.S. House of Reps. agrees to a nonbinding res. in support of Israel’s right to defend itself against rocket fire from the Gaza Strip. In the West Bank, the IDF shoots and injures a Palestinian in Dahaysha r.c. in Bethlehem after troops entered the camp, provoking clashes. IDF troops also clash with residents in Jaba‘ village nr. Jenin during a patrol, with Palestinian youth throwing stones and soldiers responding with rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Palestinian officials say that U.S. envoy Martin Indyk and his team have not attended any of the negotiating sessions thus far at the request of the Israelis. Both Yasir ‘Abid Rabbuh and Hanan Ashrawi claim that Israel intends for the lack of U.S. participation in the 3 meetings, since the resumption of talks to strengthen Israel’s power over the Palestinians. Meanwhile, Pres. Mahmud Abbas meets with a delegation from the Israeli party Meretz in Ramallah, telling them that signing a peace agreement will mean the “end of the conflict” and that a future Palestinian state would agree to be demilitarized. Abbas also tells the Israeli politicians that the Palestinian leadership is unhappy with the slow pace of negotiations. (HA, JP, ToI 8/22)

Suspected mbrs. of the al-Qa‘ida-linked Brigades of Abdullah Azzam fire 4 rockets from s. Lebanon into n. Israel, causing no damage or injuries (and with 1 intercepted by Iron Dome missile defense batteries). The IDF says it views the attack as an isolated incident, and attributes it to “global jihad” elements. On 8/27, the brigades appear to directly claim responsibility for the attack via a statement published on the Twitter account of a Salafist cleric known to be affiliated with the group. Meanwhile, gunmen in Tripoli open fire and kill 3 outside the home of Hizballah supporter. (AP, HA, REU 8/22; YA 8/27)

Israel’s Strategic Affairs Minister Yuval Steinitz says that the govt. believes that Syrian forces are responsible for a chemical weapons attack that reportedly killed hundreds of people in Ghouta, a rebel-controlled suburb of Damascus. Meanwhile, Syria’s dep. PM says that foreign fighters and their international supporters are to blame for the attack. Russian Foreign Ministry spokesperson Alexander Lukashevich says that his govt. urges the Syrian authorities and the UN to agree on chemical weapons experts visiting the site of the alleged attack. In the Gaza Strip, the IDF conducts 2 brief incursions nr. Khan Yunis, in both cases levelling land before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in 2 villages nr. Hebron, one village each nr. Salfit, Qalqilya, and Jerusalem and in Tulkarm and Jenin at night; patrols in 3 villages nr. Jenin in the morning, 1 village nr. Hebron in the afternoon, and 2 villages nr. Jericho at night. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Mahmoud Abbas both address the gathering, with Abbas using his speech to refuse any solution involving “temporary borders.” (HA, JP, REU 5/26)

There are reports of rockets fired from s. Lebanon into n. Israel, yet this is subsequently denied by the IDF, whose soldiers also fail to find any impact site or evidence of a projectile landing in Israeli territory. Meanwhile, 2 rockets are fired into a Shi‘i district of Beirut, in an apparent response to Hizballah chief Hassan Nasrallah’s promise to keep fighting in Syria alongside Asad. Overnight, the IDF continues air strikes on s. Beirut and in the Biqa‘ Valley, killing at least 7 Lebanese, while Hizballah fires rockets into n. Israel. Minutes before the 8:00 A.M. local (1:00 A.M. ET) truce deadline, violence quiets. During the day, 10,000s of Lebanese displaced by the fighting begin returning to their homes to assess damage, although IDF warnings on vehicular movement in s. Lebanon remain in place; 1,000s of Lebanese begin returning fr. Syria. In a televised address, Nasrallah promises Lebanese that Hizballah will provide funds to rebuild; on the ground Hizballah mbrs. in areas of s. Lebanon and s. IDF gunboats off the Gaza coast shell the fmr. settlement areas of Ganei Tal, Netzer Hazani in s. Overnight, after Olmert’s security cabinet approves a list of “more significant” Hizballah targets, the IDF makes air strikes on Hizballah sites in s. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Hizballah continues to fire Katyushas at n. Israel, killing an Israeli woman,her 5-yr.-old grandson in Moshav Meron and injuring as many as 50 Israelis across the Galilee, including in Acre, Carmiel, Kiryat Shimona, Nahariya, Safad. Hizballah also hits an Israeli naval ship 10-mi off the coast nr. Beirut, disabling it, killing 1 Israeli sailor, leaving 3 other sailors missing, raising the comprehensive death toll to 13 Israelis killed (the majority soldiers), around 150 injured (mostly suffering shock). Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. During the day, the IDF reportedly kills at least 22 other Palestinians and wounds at least 14 in major gun battles nr. Dayr al-Balah in central Gaza and in air and artillery strikes around Dayr al-Balah and Khan Yunis; the PRC’s Salah al-Din Brigades Khan Yunis leader Hisham Abu Nusayra, a PA policeman are killed in separate air strikes in Khan Yunis and a police station in alQarara is hit.
