Approximately 60,000 Israelis march through the Old City of Jerusalem in commemoration of Jerusalem Day, a celebration of the IDF’s 1967 capture of the city. Hundreds of left-wing activists and Palestinians participate in a counter-demonstration outside the Old City, sparking minor clashes (there are no serious injuries). Approximately 700 Jewish settlers visit Haram al-Sharif; Israeli forces arrest 15 of them for praying at the sanctuary, along with 3 Islamic Waqf guards. Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Shu‘fat r.c. In the West Bank, IDF troops arrest 2 Palestinians nr. Nablus when they are discovered to be carrying pipe bombs. They also assault and arrest 2 Palestinian youths walking home from school in Aida r.c. nr. Bethlehem, and arrest 11 Palestinians during late-night raids nr. Qalqilya, Tulkarm, Nablus, and Ramallah. In Gaza, 5 Palestinians are injured in an explosion at an unspecified “resistance site” nr. Rafah, according to medical sources. Along Gaza’s border, IDF troops open fire on Palestinian agricultural fields nr. Gaza City, causing no damage or injuries. In n. As massive fires rage nr. Jerusalem for the 3d day in a row, the PA sends 4 teams of Palestinian fire fighters to assist Israeli disaster relief efforts. Meanwhile, new fires break out in the Galilee, Haifa, and nr. the Shavei Shomron settlement in the West Bank. Israeli forces arrest 4 Palestinians in n. Israel on suspicion of arson. Around 60,000 people are evacuated from Haifa. The Israeli authorities declare a state of emergency in Haifa and evacuate 13 neighborhoods. (HA, JP, TOI, YA 11/24)

The French govt. publishes new regulations governing goods imported from the occupied Palestinian territories (oPt). They require labels denoting whether or not the goods originated in Israel’s settlements, rather than just the West Bank. (HA, JP, TOI 11/24)

At least 4 rockets are fired from Syria into the Galilee area of n. Israel and the Israeli-occupied Golan Heights, causing no damage or injuries. Claiming it was a deliberate attack by Palestinian Islamic Jihad (PIJ), the IDF carries out artillery and air strikes on 14 Syrian govt. sites in the Syrian Golan Heights, killing at least 1 person and injuring at least 7. In East Jerusalem, Israeli forces detain a Palestinian woman at an entrance to Haram al-Sharif as right-wing Jewish activists tour the sanctuary; light clashes break out, but there are no serious injuries. In the West Bank, Israeli settlers enter the Nablus area to perform religious rites at Joseph’s Tomb, sparking confrontations between the settlers’ IDF escort and Palestinian residents; there are no serious injuries. Israeli forces demolish a number of residential structures and an agricultural facility nr. Tubas. IDF troops conduct late-night house searches and raids in 1 village nr. Hebron; patrol during the day in al-‘Arub r.c. as well as nr. Hebron and Tulkarm. Off Gaza’s coast nr. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. Israel, thousands of Christians attend a protest rally to condemn the 6/17 arson attack on a nearby church. (HA, MNA, WAFA, YA 6/21; MNA 6/22)

In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Ahead of the meeting, Netanyahu opposes the French initiative, saying “we will forcibly reject any attempt to force upon us international dictates”. (JP 6/17; HA, MNA, NYT, TOI, WAFA 6/21)

The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). He calls on Netanyahu and the IDF to allow the flotilla to reach Gaza without their interference. (HA 6/21; MEE, MNA, WAFA 6/22)

Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. In the West Bank, IDF troops patrol in 1 village nr. Hebron during the day, and later escort dozens of Israeli settlers into Nablus, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured. The IDF also conducts late-night raids in 1 village each nr. Nablus and Tulkarm, arresting 2 Palestinians. In East Jerusalem, Israeli forces seize a stockpile of explosives and fireworks during a raid on a Palestinian-owned home in Jabal Mukabir; demolish a home in Bayt Hanina; assault a Palestinian in Silwan. Overnight in n. Israel, 16 Israeli settlers from the West Bank set fire to a Christian church on the Sea of Galilee, causing extensive damage. (JP 6/17; AFP, JP, MNA, PCHR, YA 6/18; PCHR 6/25)

In response to PA pres. Abbas’s 6/16 announcement that he would dissolve the PA consensus govt., Hamas spokesperson Sami Abu Zuhri says that “no one consulted with us about any change in the consensus govt. Fatah acted on its own in all regards.” Hamas official Ziad al-Zaza calls on Abbas to form a new govt. “with all national and Islamic factions.” Later, Hamas, Islamic Jihad, the PFLP, the Democratic Front for the Liberation of Palestine, and the Palestinian People’s Party meet in Gaza to discuss the consensus govt.’s dissolution. Iranian lawmakers introduce a bill that would establish parliament’s formal advisory role and set out 3 criteria for any final agreement between Iran and the P5+1, including “complete and unified lifting” of sanctions on the day of the agreement. The bill has 225 signatories out of the 290-mbr. parliament. It is set for a vote on 6/21, and needs Supreme Leader Ayatollah Ali Khamenei’s approval before it becomes law. (AFP 6/17)

In the Gaza Strip, IDF troops arrest a Palestinian man at the Erez border crossing. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops shoot and injure a Palestinian man in Hebron after he tries to grab a soldier’s gun. The IDF patrols nr. Hebron and Jenin, sparking clashes with stone-throwing residents; 2 Palestinians are injured. At night, they conduct a raid in the village nr. Jenin and arrest 1 Palestinian. Israeli forces also detain 2 Palestinians collecting steel outside a settlement nr. Qalqilya. Israeli settlers spray olive trees nr. Qalqilya with chemicals, completely destroying 5; establish a new settlement outpost s. of Nablus, erecting movable houses, water tanks, and a fence. An Israeli settler hits a Palestinian youth with his car in s. Hebron, causing minor injuries, then flees the scene. PA security forces patrol in Balata r.c. nr. Nablus, sparking a firefight with armed Palestinian residents; 3 PA officers are injured. In East Jerusalem, Israeli police remove a prominent right-wing Jewish activist from Haram al-Sharif after he confronts a group of Muslim worshippers. In n. In the Gaza Strip,IDF troopsshoot and injure a Palestinian as he approaches the border fence e. of Jabaliya. Later, IDF troops along the border fence arrest 2 Palestinians attempting to enter Israel. In the West Bank, an Israeli settler opens fire on a Palestinian taxi driver n. of Hebron, causing no injuries. IDF troops enter Yatta village s. of Hebron and deliver a summons to the home of a Palestinian who has been incarcerated for 3 years. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent violence in Jerusalem, in 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and outside Ofer prison), 1 village nr. Qalqilya (Kafr Qaddum), Qalandia r.c., and nr. al-Shuhada Street in Hebron, injuring 12 Palestinians. The IDF conducts house searches and raids nr. Tubas. In East Jerusalem, an Israeli man runs over a Palestinian woman with his car nr. Shu‘fat r.c., seriously injuring her. After 3 Israeli settlers provoke local residents in al-Tur, 2 of the settlers are stabbed and 1 Palestinian is hospitalized with moderate injuries. Separately, Israeli settlers attack Ahmad al-Ghoul, the head of the Fatah Youth Movement in Jerusalem, nr. Damascus Gate, moderately injuring him. In n. On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. Israeli PM Netanyahu says that since the 11/24 Abbas-Mishal meeting seemed more symbolic than substantive and the PLO/PA has not made moves since the 11/1/11 UNESCO vote to gain membership in other UN organizations, he is considering releasing VAT taxes. (NYT 11/29) (see 11/23/11)

Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast, detaining and confiscating the boat, arresting 1 fisherman, and returning another fisherman to Gaza through the Erez crossing. Late at night, IDF troops on the n. Gaza border responding to 2 loud explosions inside Gaza in an open area n. of Bayt Lahiya fire into Gaza for 20 mins., causing no reported damage or injuries. In the West Bank, the IDF patrols in 3 villages each nr. Qalqilya and Ramallah and 1 nr. Salfit during the day; conducts late-night patrols in Jericho. An Israeli military court convicts a 2d Palestinian teenager fr. Awarta in the murder of 5 Jewish settlers in Itamar on 3/11/11; another Palestinian teen was convicted on 9/13/11. In the 1st Lebanese-Israeli crossborder attack since 10/2009, unidentified assailants fire 3 rockets fr. s. Lebanon into n. Israel, damaging 2 buildings in the western Galilee, but causing no injuries. Israel responds with artillery fire, causing no reported damage or injuries. Israel’s Interior Min. reports for the first time that preliminary approval for construction of 625 housing units in East Jerusalem’s Pisgat Ze’ev was quietly granted in 11/2010. During the day, the IDF makes another incursion into the Gaza area e. of Jabaliya that was shelled on 12/1, firing on the surrounding area but causing no reported injuries. A Palestinian is fatally electrocuted in a smuggling tunnel accident on the Rafah border. In the West Bank, the IDF patrols in Izbal Jaloud village nr. Qalqilya during the day; conducts late-night arrest raids, house searches nr. Nablus. Jewish settlers fr. Halamish settlement nr. Ramallah attempt to storm Nabi Salih village but are removed by IDF troops; later in the day, Palestinian youths throw stones at IDF troops patrolling the area, who respond with tear gas and stun grenades, causing no serious injuries. In n. Israel, 1,000s of Israelis flee their homes as a major forest fire brought on by drought tears through the Mount Carmel forest; at least 36 Israelis are left dead, most of them prison guards racing to evacuate inmates fr. a jail. In the West Bank, the IDF conducts late-night raids, house searches in Nablus, nearby ‘Ayn Bayt al-Ma’ r.c., and Tulkarm, arresting 12 Palestinians (including 2 teenagers). Jewish settlers fr. Shvut Rachel nr. Nablus stone and violently beat Palestinians harvesting olives nearby, injuring 5 of them; IDF troops escorting the settlers arrest 1 Palestinian for refusing orders to leave the area. In East Jerusalem, Israeli security forces evict families fr. 3 Palestinian homes, demolishing 1 of the homes completely, destroying part of the 2d (ordering the family to complete the demolition within 2 days), and completing the destruction (begun earlier) of a 3d. (Reports differ as to the exact locations of the properties: Palestinian sources place 2 homes in Jabal Mukabir and 1 in Shu‘fat, UN reports indicate 1 each in ‘Anata, Jabal Mukabir, and Sur Bahir). Unidentified assailants fire a Katyusha rocket fr. Hula village in s. Lebanon into n. Israel nr. Kiryat Shimona. The IDF responds by firing several artillery rounds into Lebanon. No casualties are reported in either incident. (NYT, WT 10/28; JPI 11/5; JR 11/23)

In Gaza, the IDF conducts air strikes destroying the Jabaliya r.c. home of an Islamic Jihad mbr. accused of firing rockets into Israel (residents are warned in advance to evacuate, but 14 bystanders are injured, 11 nearby houses damaged), the Bayt Hanun home of a PRC mbr. thought to be holding a weapons cache (residents are warned in advance to evacuate, but 1 bystander is injured); shells a group of Palestinian civilians nr. Bayt Hanun attempting to cart away a disused rocket launcher to sell as scrap, killing 3 Palestinian civilians, wounding 3; conducts arrest raids, house searches in al-Shuka;. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in, fires on residential areas of Araba and Fahma, both nr. Jenin, deliberately damaging 35 water tanks atop homes in Fahma; conducts arrest raids, house searches in Qalqilya, nr. Jenin, in and around Hebron, Nablus; begins bulldozing 250 d. of agricultural land nr. Qalqilya for construction of the separation wall (see 8/10). Jewish settlers fr. Mitzvah Lakhish, Negohot settlements nr. Hebron (escorted by the IDF) bulldoze at least 100 d. of neighboring Palestinian land. Unidentified Palestinian gunmen (suspected PRC mbrs.) kidnap 2 Fox News journalists (1 American reporter, 1 cameraman fr. Overnight, the IDF continues air strikes on s. Beirut and in the Biqa‘ Valley, killing at least 7 Lebanese, while Hizballah fires rockets into n. Israel. Minutes before the 8:00 A.M. local (1:00 A.M. ET) truce deadline, violence quiets. During the day, 10,000s of Lebanese displaced by the fighting begin returning to their homes to assess damage, although IDF warnings on vehicular movement in s. Lebanon remain in place; 1,000s of Lebanese begin returning fr. Syria. In a televised address, Nasrallah promises Lebanese that Hizballah will provide funds to rebuild; on the ground Hizballah mbrs. in areas of s. Lebanon and s. Beirut take charge of clean-up and rescue efforts, with the help of Lebanese civil defense teams and army units. During the day, Hizballah holds its fire, whereas the IDF fires on groups of Hizballah mbrs. in 5 incidents, killing at least 5 Hizballah mbrs. it claims posed an immediate threat (permissible defensive action under UN Res. 1701); flies drones around s. IDF troops inside Israel fire across the border into Gaza at Palestinian farmers working their fields nr. Bureij r.c., wounding a Palestinian woman and 12-yr.-old child. The IDF also shells residential areas of al-Shuka, destroying 1 Palestinian home. In the West Bank, the IDF sends troops into the industrial zone nr. Hebron, searches 20 industrial facilities, holding workers for several hrs.; conducts arrest raids, house searches in Balata r.c., Nablus and nr. Hebron, Jenin. Jewish settlers fr. Kiryat Arba attack Palestinian homes in Hebron for a 2d day. Nr. Jenin r.c., Palestinian gunmen fatally shoot a Palestinian whom they accuse of being a collaborator; no group takes responsibility. The Israeli cabinet accepts (24–0, with 1 abstention) UN Res. 1701, but separately Israeli DM Peretz warns that “there is no situation in which Hizballah fires at [Israeli] forces that we will not retaliate,” and Israeli officials warn that the IDF will continue to destroy Hizballah assets in areas it controls until those areas are handed over to the Lebanese army or UNIFIL. In anticipation of the 8/14 truce, both Israel and Hizballah intensify attacks. The IDF escalates air and artillery strikes, particularly on s. Beirut (leveling an area of several 100 sq. yds., including 8 apartment buildings); also hits 50 villages and towns across s. Lebanon, focusing on areas around Tyre (targeting gas stations), Ali al-Nahri in the Biqa‘ Valley, Tiri in s. Lebanon; expands ground offensives in an attempt to take control of as much land as possible by the truce deadline, engaging in major clashes outside Tyre, in Aita alSha‘b, Bint Jubayl, and Rashaf in central s. Lebanon, and in Dayr Sirin, al-Ghanduriyya, Khiyam, Qantara further northwest; shoots down 2 Hizballah drones heading for Israel. At least 20 Lebanese civilians, 2 Lebanese soldiers, 5 IDF soldiers are killed, and 25 IDF soldiers are wounded. Hizballah fires 220–250 rockets into n. In Gaza, IDF troops occupy the Dahaniyya airport, seal the Rafah crossing (reopened on 8/10), raze large areas of agricultural land, destroy several greenhouses and sites used by the PA security forces, blow up what it says is a smuggler’s tunnel. In the West Bank, the IDF raids 2 hospitals in Hebron, conducts random ID checks on the streets in search of wanted Palestinians, but makes no arrests; patrols in, fires on residential areas of Azun, Jenin; conducts arrest raids, house searches in Balata r.c., nr. Bethlehem. Jewish settlers fr. Kiryat Arba attack Palestinian homes in Hebron. Unidentified gunmen shoot, wound a PA General Intelligence officer in Gaza City. (OCHA 8/16; PCHR 8/17)

Hizballah, the Lebanese government endorse UN Res. 1701, Hizballah says it will maintain its “natural right to resist” in keeping with international law as long as IDF troops “are practicing an occupation and acts of aggression” inside Lebanon. Meanwhile, the IDF continues heavy air and artillery strikes across Lebanon, mostly targeting infrastructure and roads, including destroying electricity plants nr. Sidon, a Lebanese army base in the Biqa‘ Valley, 2 homes nr. Bint Jubayl (killing at least 15 Lebanese civilians); air strikes are concentrated around Sidon and Tyre (cutting electricity to Tyre), in the north btwn. Akkar and Arida, and in central s. Lebanon nr. Bint Jubayl. The IDF also rapidly expands ground offensives in the south, sending in additional troops and artillery, with heavy clashes reported in the Bint Jubayl area, in Ghanduriyya and Dayr Sirin s. and w. of Marja’uyun, and s. of Tyre. Hizballah continues to fire rockets into n. Israel (hitting targets in Kiryat Shimona, Ma’alot, Safad and nearby Amirim) and downs an IDF helicopter, killing 5 IDF soldiers (including Israel’s 1st female combat fatality). The casualty toll during the day includes 24 IDF soldiers dead (2 when an IDF tank rolls over them) and 70 wounded, and at least 26 Lebanese civilians, 1 Lebanese soldier killed; the IDF claims to have killed 50 Hizballah mbrs. in the previous 24 hrs.
