In the West Bank, Israeli settlers razed 5 dunams (1.2 acres) of land and threw stones at Palestinians and Israeli activists in Khirbet al-Farisiyya. Israeli settlers also vandalized 15 vehicles in Umm Safa. Elsewhere, Israeli settlers wearing military uniforms raided Khirbet Zanuta, demolishing a residential structure, 2 agricultural structures, and part of an EU-funded school. Israeli forces shot and killed 5 Palestinians during raids in Qalqilya, Sa’ir, and Qalandia. Israeli forces also shot and injured 35 Palestinians, including 5 children, during raids in Bani Naim, Qalqilya, and Qalandia. Elsewhere, Israeli forces demolished 6 agricultural structures in al-Ubeidiya. 60 Palestinians were arrested during raids in and around Dheisheh refugee camp, Jericho, Ramallah, Silwad, Jalazone refugee camp, and Abu Dis. In East Jerusalem, Israeli forces raided Kafr ‘Aqab, injuring 10 with live ammunition, 1 with a baton round, 3 with beatings, and others with tear gas. In Gaza, Paltel said telecommunications were cut off in all of Gaza. At least 349 people were killed and 750 injured in Israeli attacks, including 108 in Beit Lahiya and 40 in Khan Yunis and others in Gaza City and Khan Yunis. Israeli forces ordered Palestinians in the Dayr al-Balah district to evacuate south as Israel continued to heavily bomb the Rafah and Khan Yunis districts. Israeli forces also demolished Gaza’s main courthouse with explosives. 5 Israeli soldiers were killed in combat. Hamas’ military spokesperson Abu Obeida said Hamas had destroyed 28 Israeli military vehicles in the past 24 hours. Rockets were fired at Israel; no injuries were reported. In Lebanon, Israel conducted airstrikes, saying mortar shells were fired at Israel, injuring 3 soldiers. More than 15,899 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 41,316 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 251 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,313 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 85 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. Aid was only distributed in Rafah for the second day in a row. 25 wounded Palestinians and 583 foreign nationals were evacuated to Egypt. Israel announced that it had approved the Lower Aqueduct plan in East Jerusalem, the first major new settlement plan to be fully approved in East Jerusalem since 2012, according to Ir Amim. The final approval greenlit the construction of 1,792 housing units on 186 dunams (46 acres) of land, including on privately owned land belonging to Palestinians in Umm Tuba. PA president Mahmoud Abbas spoke with U.S. vice president Kamala Harris in a phone call, discussing the situation in Palestine and need for aid to enter Gaza. PA prime minister Mohammed Shtayyeh met with a delegation from the EU parliament in Ramallah. Turkish president Recep Tayyip Erdoğan said Prime Minister Netanyahu will be tried as a war criminal for Israel’s attacks on Gaza. (HA, REU 12/4)

U.S. senator Bernie Sanders (D-VT) called the proposed U.S. military aid package to Israel “absolutely irresponsible,” labelling Israel’s attacks on Gaza immoral and in violation of international law during a speech at the Senate. (AJ, HA 12/5)

Haaretz said that several stories about Hamas militants’ actions during Operation Al-Aqsa flood were unfounded, including that 40 babies were killed, some of which were said to be beheaded, a story recounted by U.S. president Biden. Other stories recounted by Prime Minister Netanyahu, such as children being bound together and burned, also appeared to be false. Netanyahu’s wife Sara also relayed a false story in a letter to Biden’s wife Jill, saying one of the captives held by Hamas was pregnant and had given birth in captivity. Former State Department office of public and congressional affairs director Josh Paul, who resigned on 10/18 in protest over the Biden administration’s policy toward Israel’s attacks on Gaza, told CNN that Israel had raided the offices of Defense for Children International – Palestine (DCI – Palestine) in 2021 after the State Department had shared credible evidence of a Palestinian child being raped at al-Mascobiyya Interrogation Center in Jerusalem with Israel. DCI – Palestine’s office was raided on 7/29/2021 and the organization declared a terrorist organization on 10/22/2021 along with 5 other groups. Paul suggested a link between the sharing of the DCI – Palestine investigation and the Israeli terrorist designation. (X 12/4)

In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. Israel said it hit more than 400 targets today, including 50 in Khan Yunis. Israeli forces dropped leaflets in Khan Yunis telling residents to leave to Rafah and told residents of the eastern part of Gaza City and Jabalia to flee towards west. Israel said it had assassinated the commander of Hamas’ Shuja’iya Brigades Wisam Farhat. 2 Israeli soldiers were killed in Gaza. Rockets were launched from Gaza at Israel, reportedly injuring 1. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Israel said it had pulled its team of negotiators from the Mossad back to Israel from Qatar. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. U.S. secretary of defense Lloyd Austin said during a speech at the Reagan National Defense Forum that he had “repeatedly made clear to Israel’s leaders that protecting Palestinian civilians in Gaza is both a moral responsibility and a strategic imperative.” Austin also said he had urged them to “prevent violence by settlers in the West Bank, and to dramatically expand access to humanitarian aid.” Vice President Kamala Harris said that “too many innocent Palestinians have been killed . . . . In the West Bank, Israeli settlers raided Jalud, setting fire to vehicles and throwing stones at homes. Israeli settlers also assaulted Palestinians and stole olive harvest in Khirbet Yanun. Elsewhere, Israeli settlers raided a store in al-Zawiya, vandalizing it and steal items. Israeli settlers also threatened Palestinians in the al-Ka’abneh community near Jericho with death if they did not flee their village; the settlers threw stones at Palestinians, vandalized a vehicle and stole another. Meanwhile, Israeli settlers with military escort also attacked Palestinians in Qarawat Bani Hassan, stealing cash and vandalizing property. Israeli settlers also attacked Palestinian shepherds in the Masafer Yatta area and vandalized 50 olive trees in Qusra. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 1 child during a riad in Sa’ir. East Jerusalem, Israeli forces sealed off the family homes in Sur Baher of 2 Palestinians who were killed after they shot and killed 3 Israelis in West Jerusalem on 11/30 in preparation for punitive demolitions. In Gaza, Israeli forces killed at least 180 Palestinians and injured more than 589 after the ceasefire expired at 7 a.m, including a family of 5 fleeing northern Gaza to the south on Salah al-Din Street and in bombardments on Rafah, al-Maghazi refugee camp. Israeli forces also bombed an ambulance outside of al-Shifa hospital, killing 2 paramedics. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. Addameer said conditions in Israeli prisons had deteriorated significantly since 10/7, noting that 6 Palestinians had died and that prisoners are denied medical care, electricity, family and lawyer visits, and sufficient food and water. U.S. secretary of state Antony Blinken claimed that Israel had taken steps to minimize civilian causalities by telling Palestinians in Gaza where they can go to safe zones. Blinken also spoke with Israeli strategic affairs minister Ron Dermer calling on Israel to allow the same amount of aid into Gaza as during the ceasefire period. (HA 12/1; AX 12/2)

Reuters said Israel had informed Egypt, Jordan, the UAE, and Saudi Arabia that it intends to create a buffer zone in Gaza. The 4 countries reportedly opposed Israel’s plans. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. UN secretary-general spokesperson Stephane Dujarric said “[w]e need to make sure that there’s agreement and everybody is ok with the people we send,” calling Israeli slander against Hastings “unacceptable.”  (AJ, HA 12/1)

Spanish prime minister Pedro Sanchez spoke with Israeli war cabinet member Benny Gantz, saying Israel had a right to defend itself but said they civilian death toll in Gaza was unbearable. (AJ 12/1)

The Wall Street Journal reported that U.S. had provided Israel with BLU-09 bunker busting bombs weighing 2,000 pounds each. The Journal said the U.S. had provided Israel with 15,000 bombs and 57,000 artillery shells since 10/7. (AJ 12/1; AJ 12/2)

The United Auto Workers union in the U.S., representing 400,000 people, called for the U.S. to pressure Israel to end its war in Gaza. (AJ, HA 12/1)

The New York Times reported that staff at the World Food Programme were angered at Executive Director Cindy McCain’s timid response to the situation in Gaza and that she had compromised the neutrality of the organization by sharing a stage on 11/18 with former Israeli prime minister Ehud Barak as a prize named after her late husband John McCain was awarded to the “People of Israel.” (NYT 12/1)

In the West Bank, Israeli forces shot and killed a disabled man and destroyed infrastructure during a raid in Jenin. Israeli forces also shot and killed a Palestinian man during a raid in Dheisheh refugee camp. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Balata refugee camp. Israeli forces also seized 3 vehicles in Dahariya. In Gaza, Israeli airstrikes killed at least 70 Palestinians in Khan Yunis and 32 in 2 strikes on residential buildings in Nuseirat refugee camp. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. 47 people were evacuated from al-Shifa Hospital, including 31 premature babies. 259 patients remained at the hospital, which continues to be under Israel siege. 7 Israeli soldiers were killed. The Commission of Prisoners and Ex-Prisoners Affairs said Israel has imposed additional punitive measures on Palestinian prisoners, including not allowing doctors to visit sick patients, decreasing the quality of the food, denying yard access, confiscating several personal belongings, daily cuts of electricity from 6 p.m. to 6 a.m., and denying prisoners visits from lawyers and family members. The PA foreign ministry issued a statement it later retracted, saying it was Israeli helicopters that killed 364 Israelis during a festival on 10/7 and not Hamas militants. Haaretz had reported on 11/18 that Israeli combat helicopters likely hit some Israelis while attacking militants. Israeli prime minister Benjamin Netanyahu condemned the retracted statement and called PA president Mahmoud Abbas a Holocaust denier. (HA 11/19)

Israel said it had taken more than 100 Palestinians captive during its raids in Gaza and brought them to Israel. The Israeli military released a video showing that 2 injured captives of Nepalese and Thai nationality were taken to al-Shifa hospital for treatment on 10/7 but did not provide evidence that the hospital was used by Hamas for captives after 10/7. Israeli intelligence minister Gila Gamliel said the international community should stop funding UNRWA and instead start taking in Palestinians from Gaza in “voluntary settlement.” (AJ 11/19)

U.S. deputy national security advisor Jon Finer said Israel should not move its ground invasion to southern Gaza until the hundreds of thousands Palestinian who have fled the north to the south “have been accounted for in their military planning.” (HA, HA 11/19)

Haaretz reported that U.S. officials believed that Prime Minister Netanyahu’s stance against the PA taking control of Gaza after Israel’s war would soften if the PA agreed to stop seeking justice in international bodies and ended its payments to the families of Palestinian prisoners and Palestinians killed by Israeli forces. French president Emmanuel Macron said France will send more medical supplies and a second hospital ship to Gaza, adding that he told Prime Minister Netanyahu that there were “too many civilian losses” in Gaza. Macron also spoke with President Abbas. (AJ, HA, WAFA 11/19; AJ, AJ 11/20)

EU commission president Ursula von der Leyen called the settler violence in the West Bank “unacceptable.” Von der Leyen met with King Abdullah II of Jordan, who called for an immediate ceasefire to protect Palestinians from Israel’s “ugly war against civilians.” (HA, WAFA 11/19)

An NBC News poll found that 70% of 18-to-34-year-old Americans disapprove of the U.S. handling of Israel’s war on Gaza. Overall, 56% said they disapproved. 49% of Democrats said they opposed providing military aid to Israel. (AJ, HA 11/19)

In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Palestinian factions met in El Alamein in Egypt to discuss reconciliation. Islamic Jihad boycotted the meeting due to PA arrests of its members in the West Bank. As the armed conflict in Syria escalates, Hamas officials in Lebanon meet with Hizballah leaders to urge them to back away from supporting the Asad regime, warning that continued support for a regime that kills innocent civilians would undermine Hizballah’s reputation. (NYT 4/6)

Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. Unidentified assailants fire 3 rockets fr. s. Lebanon into n. Israel. (Up to a dozen rockets total may have been fired, with others landing inside Lebanon). The IDF returns fire. No damage or injuries are reported. (MM, MNR 1/14; WP 1/15)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).
