In the West Bank, Israeli settlers uprooted 30 olive tree saplings in Qarawat Bani Hassan. Israeli forces shot and killed 1 Palestinian man during a raid in Dheisheh refugee camp, 6 others were wounded. Israeli forces also arrested, Yahya al-Saadi, the son of senior Islamic Jihad commander Bassam al-Saadi during a raid in Jenin. Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. Israel said that 2 Israeli soldiers were injured by an explosive device thrown at them near Aida refugee camp, causing light injuries. 16 Palestinians were arrested during late-night raids in Ni’lin, al-Bireh, Dheisheh refugee camp, and Hebron. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Shu’fat refugee camp. In the Naqab, Israeli forces demolished the Palestinian village al-Araqib for the 210th time since 2010. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

PA prime minister Mohammad Shtayyeh welcomed the EU and UN’s criticism of the 12/2 killing of a Palestinian in Huwwara but urged the organizations to take tangible action to hold Israel accountable. (WAFA 12/5)

PA foreign minister Riyad al-Maliki met with ICC chief prosecutor Karim Khan, providing materials about Israeli war crimes against Palestinians. The U.S. weapons manufacture Lockheed Martin joined Israel’s Rafael Advanced Defense Systems in developing a laser-based anti-missile system, dubbed the Iron Beam. (HA 12/5)

In the West Bank, PA security forces, dressed in civilian clothes, violently dispersed Palestinian students and staff protesting the dismissal of 10 students from the Islamic bloc and 5 employees at An-Najah National University in Nablus, causing several injuries from beatings and pepper spray. The Iranian news agency Tansim said 1 of its Palestinian reporters was abducted by Palestinian gunmen while covering the events before being beaten and warned against writing negatively about the PA. Israeli settlers threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli settlers also vandalized 8 olive trees in Qaryut. Israeli forces evicted 4 Palestinians from their land in Wadi Fukin. 12 Palestinians were arrested during late-night raids in Ramallah, Tuqu‘, Bethlehem, Surif, al-Tabaqa, Nablus, Far‘un, Rumana, and Aqabat Jaber refugee camp; Israeli forces violently dispersed Palestinians protesting the raid in Nablus, injuring 2 with shrapnel. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. The EU funding to the PA was frozen due to 1 Hungarian commissioner’s concern over “incitement” in PA schoolbooks. Prime Minister Shtayyeh also met with his Italian counterpart Mario Draghi. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The deal would see NSO Group removed from the U.S. department of commerce’s blacklist and would transfer NSO’s clients in the U.S., UK, Australia, Canada, and New Zealand, and possibly EU and NATO countries to L3Harris. The New York Times later reported that the negotiations had collapsed after they were made public and that U.S. intelligence officials had backed L3Harris’s potential acquisition of NSO Group. Israeli forces arrest 5 Palestinians during raids near Bethlehem, Jenin, and the Old City of Jerusalem, and patrol near Hebron. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. (PCHR 9/1)

The Egyptian authorities partially open the Rafah border crossing, allowing a group of Palestinian Muslims to leave Gaza on their pilgrimage to Mecca. (MNA 8/27; OCHA 9/14)

Israel’s Justice Ministry announces that the Israeli settler families that took over the 2d and 3d floors of the Palestinian-owned Abu Rajab house in central Hebron on 7/25 have been ordered to leave within 1 week. Israel’s state prosecutor says that they took over the building without finalizing a legal purchase. (HA, TOI 8/27; MNA, WAFA 8/28)

Israel’s Defense Ministry announces that it has finalized a deal with U.S. defense contractor Lockheed Martin to buy 17 additional F-35 stealth fighter jets. The initial order of 33 jets was set to be complete by 2021. Five of the jets have already been delivered. The new order will bring the total size of the fleet to 50 jets by 2024. The Israeli cabinet authorized the purchase in 11/2016. (JP, JTA, TOI, YA 8/27)

In the Gaza Strip, a Palestinian sniper shoots and kills an Israeli Ministry of Defense contractor working on the border fence nr. kibbutz Nahal Oz, an attack claimed by the Popular Resistance Cmtes. In response, the Israeli military launches attacks on 6 separate sites across the Gaza Strip, killing 1 child in al-Maghazi r.c. and wounding a total of 10. Separately, Israeli forces open fire on Palestinians collecting scrap metal close to the border fence nr. Bayt Lahiya, wounding 1 with live ammunition. In the West Bank, the IDF patrols in 2 villages and al-‘Arub r.c. nr. Hebron at night. The IDF also demolishes 15 houses in Ras Karkar and Dayr Ammar villages nr. Ramallah, as well as properties in Fasayil village in the n. Jordan Valley. Meanwhile, Palestinians throw stones at a bus carrying Israelis nr. Qalqilya, wounding 1. In an attack on a police headquarters in Egypt’s Nile Delta, a bomb kills 15 people and wounds more than 100. Authorities blame the Muslim Brotherhood, which for their part condemn the attack and deny any connection to it. The attack is subsequently claimed by Ansar Bayt al-Maqdis. Following the attack, Dep. PM Hossam Eissa reads a govt. statement declaring the Muslim Brotherhood a terrorist organization. In response to developments, the U.S. State Dept. condemns the bombing but also urges Egypt to have an “inclusive political process,” noting the Brotherhood’s condemnation of the attack. Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Hebron, 2 villages nr. Jericho, 3 villages nr. Jenin, 1 village nr. Qalqilya, 1 village nr. Salfit and 1 village nr. Tulkarm at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Jenin and in 1 village nr. Jericho at night. The IDF conduct a ground incursion close to the border nr. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

Israel frees 550 Palestinian prisoners in the 2d stage of the swap that freed IDF Cpl. Gilad Shalit in 10/2011; 41 are released to Gaza, more than 500 to the West Bank, a few to East Jerusalem and Jordan. Under the terms of the deal, Israel picked which prisoners to free and picked mostly Fatahaffiliated West Bankers as a gesture to Abbas; none are mbrs. of Hamas or Islamic Jihad or were involved in killing or wounding anyone; Palestinians complain that “many of those being released were due to get out within months anyway. . . . If Israel had wanted to make a real good-will gesture, the list would have been totally different.” (NYT, WP 12/19)

Stone-throwing Palestinian youths clash with IDF at the Beitunia checkpoint where some of the Palestinian prisoners freed by Israel are released, leaving 10s of Palestinians and 1 IDF soldier injured. Elsewhere in the West Bank, the IDF patrols in Jenin in the morning and in 3 villages nr. Jenin, Qalqilya, and Salfit in the evening (firing tear gas at stone-throwing youths in Jenin); makes a brief incursion into Qalqilya where they set up 2 checkpoints, detain 2 PA security forces officers for several hours, and summon 1 Palestinian for questioning. Jewish settlers block a Palestinian road nr. Moshe Zouhar settlement outpost nr. Qalqilya. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City shore, detaining 1 boat and questioning 4 Palestinians (3 are released, 1 is sent to Israel for an unrelated medical issue). Gaza’s Interior Min. drops requirements for Gazans to register in advance of leaving Gaza through the Rafah crossing. The Israeli Housing Min. published tenders for construction of 1,028 Jewish settlement units in East Jerusalem (500 in Har Homa, 348 in Beitar Ilit, and 180 in Givat Ze’ev). The Gaza Central Drug Store receives an urgent shipment of medicine and supplies fr. the West Bank, enough to replenish its stores for several weeks (see 12/6/12). IDF chief of staff Lt. Gen. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria.
