In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Nablus, Hebron, and Tulkarm. In East Jerusalem, Israeli forces arrested 8 Palestinians during late-night raids. In Gaza, Israel shelled several locations for the 2d day in a row, leading to the death of 10 Palestinians and an unborn child. 22 Palestinians were reported wounded and several buildings were completely destroyed and others damaged, including the office of the Turkish news agency Anadolu. Israeli forces said it had attacked 30 targets in Gaza. They also said that 250 rockets had been launched from Gaza into Israel. 1 Israeli man was killed in Ashqelon by a rocket from Gaza; 3 other Israelis were wounded. The EU called for an immediate de-escalation of the violence in Gaza and supported UN and Egyptian mediation to calm the situation. The PA called on the UN to intervene and halt the Israeli offensive in Gaza. (AJ, WAFA 5/4)

Thousands of Palestinians gather at protests across the oPt for a 3d Friday in a row against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them near Bethlehem, Salfit, Nablus, at the Beit El checkpoint near Ramallah, the Old City of Jerusalem, and along Gaza’s border near Jabaliya refugee camp, al-Bureij refugee camp, Khan Yunis, Rafah, and Gaza City. Two Palestinians are killed and at least 92 are injured. Later, Israeli forces temporarily close the main entrance to Luban al-Sharqiyya village near Nablus, following clashes in the village earlier in the day. The IDF arrests 2 Palestinians during a late-night raid near Bethlehem, and patrols near Hebron. Israeli police arrest 3 Turkish tourists at Haram al-Sharif (they will be released on 12/25). Elsewhere in East Jerusalem, Israeli forces raid a community center in the Old City late at night, sparking minor clashes; 3 Palestinians are injured. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Jabaliya r.c., Rafah, and al-Bureij r.c.; 1 is killed in Gaza and at least 18 other Palestinians are injured. IDF troops also arrest 6 Palestinians during late-night raids nr. Hebron and patrol nr. Qalqilya and Hebron during the day. Meanwhile, thousands of Palestinians visit Haram al-Sharif, marking the 2d Friday of Ramadan. A group of Jewish settlers disguised in religious Muslim garb visit the sanctuary in a reported attempt to pray at the holy site. Islamic Waqf guards escort them out when they respond to questions in Hebrew. Turkish and Palestinian officials reveal that Ankara has sent a cargo ship full of humanitarian aid, which will arrive in Gaza by the end of Ramadan. It will be the 3d shipment of Turkish aid since the IsraeliTurkish rapprochement of 6/2016 (see JPS 46 [1]). (MNA 6/9)

For the 2d day in a row, Israeli forces raid Haram al-Sharif in the morning, clearing the area for around 90 Jewish settlers to tour the sanctuary. Some Muslim worshippers throw stones and verbally confront the settlers, and Israeli forces use violent crowd-control measures to remove them from the space; 2 Palestinian journalists are lightly injured. In East Jerusalem, Israeli forces arrest 2 Palestinians and confiscate some of their personal property during raids in Jabal Mukabir and the Old City. In the West Bank, Israeli forces deliver stop-work orders to several Palestinian residential buildings under construction nr. Tubas. IDF troops arrest 3 Palestinians and confiscate 1 car during late-night raids and house searches nr. Ramallah and Bethlehem; and patrol during the day nr. Tulkarm, Hebron, and Salfit. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats in 2 separate incidents nr. Gaza City, causing no injuries. Israeli and Turkish officials in Rome officially announce the Israeli-Turkish reconciliation agreement outlined in the press on 6/26. The provisions largely resemble the preliminary agreement the 2 sides reached in 12/2015 (see JPS 45 [3]). (AnA, AP, HA, JP, TOI, YA 6/27; JP, MNA 6/28)

For a 2d day, the IDF maintains its closure of Nahalin village, where an Israeli settler was stabbed and injured on 2/9. Meanwhile, a Palestinian is killed in clashes between stonethrowers and IDF troops in al-‘Arub r.c. that erupt when Israeli forces patrol in the camp. They also conduct late-night house searches and raids in al-Fawar r.c. and 3 villages nr. Hebron, Tulkarm and Tulkarm r.c., 2 villages nr. Nablus, and 1 each nr. Ramallah and Jenin, arresting 17 Palestinians. Israeli forces demolish 7 residential structures, 6 animal shelters, and a water pipeline in and around alFarisiya village in the n. Jordan Valley. They also patrol in 4 villages nr. Hebron, Tulkarm and 1 nearby village, and 1 village nr. Jenin. An Israeli settler attacks a Palestinian vehicle with an ax outside a settlement nr.  Israeli and Turkish officials meet in Zurich for another round of talks on a possible rapprochement. They will meet again on 2/11. (HA, TOI 2/9, 2/10)

In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. Separately, the IDF conducts 4 separate incursions into Hebron and 3 villages n. of Jericho. In East Jerusalem, Israeli forces and municipal officials enter Silwan to hand demolition notices to the owners of 2 apartment buildings where 19 Palestinians live. (MNA 8/21; HA 8/22; PCHR 8/28)

There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. Also present are head of the Palestinian delegation in Cairo Azzam al-Ahmad, PLO chief negotiator Saeb Erakat, and PA intelligence chief Majid Faraj. (AA, HA 8/21; MEMO, MNA 8/22)

In a meeting with Russian FM Sergey Lavrov, PA pres. Abbas says that the bid for non-member status at the UN will go ahead. Israeli PM Netanyahu convenes his inner cabinet to discuss measures against the PA in response to the UN bid. These punitive actions are reported to include freezing funds to the PA and revoking privileges of senior Palestinian leaders. (JP, ToI 11/6)

A Turkish court in Istanbul opens the trial in absentia of 4 former Israeli military commanders over charges related to the killing of 9 Turkish citizens on the Gaza-bound international aid ship Mavi Marmara in 2010 (see QU in JP 164). (REU 11/5)

Israel publishes tenders for over 1,200 new homes in settlements in occupied East Jerusalem. The housing units are set for Pisgat Ze’ev and Ramot, with another 72 units re-offered in Ariel settlement in the n. of the West Bank. European governments condemn the move as a hindrance to the peace process. EU foreign policy chief Ashton expresses ‘‘regret’’ at the publication. (AFP 11/6; HA 11/7; MNA 11/8)

A bomb explodes along the Gaza Strip-Israel border fence, injuring 3 IDF soldiers on patrol. Unidentified Palestinians fire a rocket into Israel, causing no injuries. Israeli naval vessels open fire on Palestinian fishermen nr. Bayt Lahiya in the morning, causing no injuries, and shell areas nr. Khan Yunis while leveling an area nr. the border fence; the IDF also clears land by the border fence nr. Gaza Valley village at night. In the West Bank, the IDF demolishes 2 Palestinian homes and agricultural property in villages nr. Hebron, and hands over demolition orders for 4 other homes; conducts late-night house searches and arrest raids in 2 villages nr. Hebron. In East Jerusalem, Israeli police conduct an arrest operation in Shu‘fat r.c., clashing with local residents; 9 police officers are injured, including 1 who is stabbed. An Israeli military court sentences Palestinian activist Bassem Tamimi to 4 mos. in prison for his participation in a 10/24 demonstration at an Israeli-owned supermarket in the Gush Etzion settlement bloc. (BBC 11/6)

Hamas’s acting PM in Gaza Ismail Haniyeh authorizes a senior CEC team to begin updating Gaza’s voter rolls, in keeping with agreements reached in Cairo on 5/20/12. The CEC estimates that since the rolls were last updated for the 1/2006 elections, the number of eligible but unregistered Gaza voters has grown to as many as 250,000. (NYT 5/29)

In Hamza village, just n. of Jerusalem, Israeli security forces demolish a gas station, car wash, 2 auto body shops, and 2 cafeterias, confiscating several motorcycles, fuel pumps, gasoline, and equipment. Deeper in the West Bank, IDF soldiers nr. Qalqilya fire tear gas, stun grenades at a group of Palestinian laborers attempting to cross into Israel without permits to find work, causing no injuries but starting a small fire that burns a grove of 20 Palestinian olive trees. The IDF patrols in 2 villages nr. Ramallah and 1 nr. Jenin in the morning; in 1 village nr. Jericho in the afternoon; and in 2 villages each nr. Ramallah, Salfit, and Tulkarm and 1 nr. Jenin late at night. The IDF also conducts late-night arrest raids, house searches in Kafr Qaddum and nr. Hebron, Qalqilya, and Salfit. (PCHR 5/31; OCHA 6/1)

A Turkish court indicts 4 fmr. senior IDF commanders (fmr. IDF chief of staff Lt. Gen. Gabi Ashkenazi and those who headed the Israeli navy, air force, and military intelligence) who were in authority when Israel killed 9 Turks aboard the Mavi Marmara aid flotilla ship to Gaza in 2012 (see QU in JPS 157). The 4 officials are unlikely to appear for trial but may be tried in absentia. (NYT, WP 5/29; NYT 6/5)

The Washington Post runs (5/28) a special report alleging proof of an elaborate plan orchestrated either by Iranback Hizballah elements or operatives based in Iran to assassinate U.S. embassy officials and their families in Azerbaijan. The U.S., however, refrains at this stage from accusing Iran or Hizballah of direct involvement. (WP 5/28)

In Sharm al-Shaykh, Egypt, Rice attends a high-level Quartet mtg. to discuss ways of keeping the process alive during the Israeli and U.S. government transitions. Abbas, Livni brief the Quartet on their talks since the 11/07 Annapolis summit, pledge to continue negotiations despite the political uncertainty in Israel, and reaffirm that “nothing would be considered agreed until everything is agreed.” The Quartet reiterates its support for continued negotations, praises the PA’s security reforms, and urges the international community to fulfill aid pledges to the PA to ease the economic crisis in the territories. Israeli police evict a Palestinian family (14 mbrs., including 7 children) fr. their home in Shaykh Jarrah, East Jerusalem, turning the property over to Jewish settlers who claim to have purchased the land fr. relatives of the Ottoman-era owners even though an Israeli court ruled in 2006 that their claim was based on forged documents. UN High Commission for Refugees, in Vienna, says IDF invasion has set back work in Lebanon by 32 years, destroying schools, camps, warehouses, clinics, leaving 175,000 of 237,000 registered refugees in urgent need of aid.
