Jericho. In East Jerusalem, an Israeli police jeep rams a Palestinian girl, moderately injuring her. Senior Fatah official Amin Maqboul says that the PLO’s talks on forming a new consensus govt. continue, despite Hamas’s objections to the process. Maqboul says that Hamas has demanded that any new govt. pay the salaries of all employees of the Hamas-run govt. in Gaza and describes the demand as among several “preconditions that widen the gap between the Gaza Strip and West Bank.” (MNA 7/6)

Overnight, unidentified Palestinians fire a Qassam rocket and a mortar fr. Gaza into Israel, causing no damage or injuries. Early in the morning, the IDF carries out an air strike on a smuggling tunnel on the c. Gaza border in retaliation, hitting a poultry farm and killing 3,500 chicks, but causing no other injuries. In the West Bank, the IDF enters Bayt Sahur nr. Bethlehem in the morning, surrounding the al-Quds Open University campus, randomly stopping and searching students, detaining 1 student and 1 journalist for 2 hrs. before withdrawing; conducts late-night patrols in Burham village nr. Palestinians fire at least 4 rockets and several mortars fr. Gaza into Israel, lightly injuring 2 IDF soldiers and 1 Israeli civilian nr. Nahal Oz. For a 3d day, the IDF relays automated phone messages to Rafah residents ordering them to evacuate houses nr. the border. The Israeli cabinet discusses the recent rocket fire at its regular weekly session, stating afterward that while Israel believes small Palestinian factions (including the AMB) are responsible for the fire, Israel would hold Hamas responsible and would respond “disproportionately” to each attack. After the cabinet session, Israeli warplanes fly over Gaza, setting off sonic bombs as a warning. Soon after, the IDF makes massive air strikes (apparently using GBU-39 bunker-busting munitions) on 6 smuggling tunnels on the Rafah border, and a smaller air strike on a Hamas-affiliated police station in c. Gaza (targeted previously); no injuries were reported. During the day, Israel allows 193 truckloads of goods (much of it seed and fodder) and 45 tons of medicine and medical equipment into Gaza during the day. In the West Bank, the IDF conducts late-night house searches in ‘Askar r.c. nr. Nablus, Bayt Sahur, Tulkarm r.c. and nr. Jenin, making no arrests. Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. In Gaza, the IDF makes an air strike on an agricultural storehouse in al-Qarara, missing the target, damaging a house, causing no injuries. The IDF also sends tanks, bulldozers into s. Gaza to level land nr. Khuza. Several 1,000 Hamas supporters take part in a nonviolent march fr. Rafah to the Sufa crossing to protest the ongoing siege; IDF troops at the crossing fire on them, wounding 6. Israeli naval vessels fire at Palestinian fishing boats off the Rafah and Bayt Lahiya coasts, forcing them to return to shore. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Jewish settlers in Jerusalem attack a Palestinian family in Bayt Safafa, injuring 5 Palestinians, vandalizing their home. In Gaza City, several Fatah mbrs. take refuge in the home of an Islamic Jihad mbr. while trying to evade arrest by the ESF for firing in the air at a wedding; the ESF surrounds the home leading to a clash btwn. The AMB fires a rocket fr. Gaza into Israel, violating the unilateral Palestinian truce but causing no damage or injuries. In the West Bank, the IDF patrols in Anabta nr. Tulkarm (firing on residential areas and shops, causing no casualties), ‘Azun (firing on residential areas and stone-throwing youths who confront troops, wounding a 13-yr.-old Palestinian), Tulkarm (firing on homes, causing no injuries); conducts arrest raids in Bayt Sahur. In Damascus, Abbas, PA PM Ahmad Qurai‘ hold reconciliation talks with Syrian pres. Bashar al-Asad, agree to resume high-level contacts, suspended by Syria in 1993 over the signing of the Oslo Accord. Abbas, Qurai‘ also hold talks with Hamas leader Khalid Mishal and the leadership of Islamic Jihad, Popular Front for the Liberation of Palestine–General Command to press them to support or take part in Palestinian presidential election, to keep a lid on violence in the run-up to elections in order to bolster national unity. Late in the evening, IDF troops in Jenin r.c. shoot, critically wound a Palestinian teenager for no apparent reason, bar his transportation to a hospital, and take him into custody, where he dies. The IDF also directs heavy machine gun fire at residential areas of Khan Yunis, fatally shooting a 7-yr.-old Palestinian girl walking to school; fires on residential areas of Dayr al-Balah, Rafah; fire on stone-throwing youths in Nablus; demolishes 6 Palestinian homes, bulldozes 15 d. nr. Rafah, leaving 131 people homeless; conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c., Dahaysha r.c., al-Khadir. Palestinians fire mortars at Morag, wounding 5 Jewish settlers. UN officials note that nearly all food and other humanitarian aid to Gaza has ceased since Israel closed the Erez crossing on 3/15, warn that a humanitarian crisis could ensue if Israel does not ease restrictions. A female AMB suicide bomber detonates a device at a bus station in Jerusalem, killing 6 Israelis, injuring around 50. In Jenin r.c., eyewitnesses report that IDF bulldozers are burying Palestinian bodies; Israel says it is merely burying the dead to prevent a health crisis; the IDF says it plans to move corpses to a remote "enemy's cemetery" in the Jordan Valley. Sharon's office says the 200 Palestinians in the Church of the Nativity can end their siege by either submitting themselves to trial in an IDF military court or going into exile abroad. The IDF raids the PA Agriculture Min. offices in Ramallah; fatally shoots a Palestinian shopkeeper in Bayt Sahur. In Gaza's Jabaliya r.c., 30,000s Palestinians attend a Hamas rally. The UNSC approves (14-0, with Syria abstaining) Res. 1402, demanding that Israel withdraw fr. Ramallah, but (at U.S. insistence) without giving a deadline. In his 1st statement on Israel's new campaign, Bush says that the U.S. supports Israel's right to "defend itself," that Arafat "can do a lot more" to prevent attacks on Israelis.
