In the West Bank, a Palestinian man shot by Israeli forces on 1/8 in Beitunia succumbs to his wounds. Israeli settlers set olive trees and an agriculture structure on fire near Kafr ad-Dik. Israeli forces raid Nablus and Abud, injuring 8 people with live ammunition, including a child, and cause widespread destruction in Nablus. Israeli forces also demolish a car wash and a nursery in Kafl Haris. Elsewhere, Israeli forces raze 6 dunams (1.5 acres) of Palestinian-owned land planted with 50 olive trees in Hebron and 2 dunams (.5 acres) of Palestinian-owned land near Bethlehem. Israeli forces also raid a medical clinic near Bethlehem, causing damage. Israeli forces arrest 26 Palestinians during late-night raids in and around Bethlehem, Ramallah, Tulkarm, Tubas, Hebron, Jenin, and Nablus. In East Jerusalem, Israeli authorities demolish a Palestinian home in Sur Baher, displacing 8 people. In Gaza, Israel bombs Dayr al-Balah, Rafah, Gaza City, Khan Yunis, Maghazi, al-Bureij refugee camp, and Jabalia refugee camp, killing at least 147 people, including 4 crew members and 2 injured Palestinians being transported an ambulance, killing 40 people in a home at the entrance of al-Aqsa Hospital in Dayr al-Balah, and 15 people in an apartment building in Rafah. In the Naqab, Israeli forces demolish the al-Za’arura and Bir Hadaj Bedouin villages. In Lebanon, Israeli forces attack the home of a Hezbollah member in Kfarchouba, killing him. More than 23,357 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 59,410 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 335 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,148 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 184 Israeli soldiers have been killed and 1,076 injured in Gaza since the ground invasion began on 10/27. Haaretz reports that Israel demolished 140 Palestinian homes and 84 other structures in East Jerusalem in 2023, marking a 60% increase in home demolitions compared to 2022. The newspaper notes that during the first 9 months of 2023 10 housing units were demolished per month and after 10/7 the figure rose to 17 a month. (HA 1/10)

Hamas official Osama Hamdan says there are no talks about a prisoner exchange, adding Israel is defrauding the Israeli public by circulating reports about talks. Hamdan maintains the Hamas position that it will not engage until Israel stops its attacks on Gaza. Hamdan also calls on the ICJ not to be pressured by the U.S. (AJ, HA, NYT 1/10)

PA president Mahmoud Abbas meets with U.S. secretary of state Antony Blinken in Ramallah, discussing the situation in Gaza and the West Bank. Reports describe the meeting as intense, with Abbas pressing Blinken on Israel’s freezing of the PA’s tax revenue and Israel’s attacks on Gaza. Palestinians protest Blinken’s visit, saying he is not welcome. Blinken later tells the press in Bahrain that Abbas agreed to reform the PA in preparation to take control of Gaza. Abbas flies to Aqaba in Jordan after the meeting with Blinken where he meets Jordanian king Abdullah II and Egyptian president Abdel Fattah el-Sisi, discussing ways to end Israel’s war in Gaza and prevent the displacement of Palestinians. In an English language post on X Israeli prime minister Benjamin Netanyahu says, “Israel has no intention of permanently occupying Gaza or displacing its civilian population,” contradicting statements by several of his coalition members. Israeli war cabinet member Benny Gantz says Hamas no longer has ruling capabilities in Gaza and that Israel will continue its war to prevent Hamas from regaining control. Gantz also says that security in Gaza will remain “in our hands.” Likud member and deputy speaker of the Knesset Nissim Vatur tells the Kol Barama radio station that “Gaza and its people must be burned.” (AJ, AP, HA, HA 1/10)

The UN Security Council passes a resolution demanding that Yemen’s Houthi government ends its attacks on ships in the Red Sea and frees the ship Galaxy Leader and its crew. U.S. Republican presidential candidate Ron DeSantis suggests at a presidential primary debate that Egypt or Saudi Arabia should resettle some Palestinians from Gaza if Israel “makes the calculation that [it is needed] to avert a second Holocaust.” Another candidate, Nikki Haley, says the U.S. should give Israel “whatever it wants.” (AJ, HA 1/11)

A poll conducted for the Washington Institute for Near East Policy finds that 96% of Saudis believe all Arab states should sever all ties with Israel. A YouGov poll commissioned by Medical Aid for Palestinians and the Council for Arab-British Understanding shows that 71% of people in the UK support an immediate ceasefire in Gaza, while 17% approve of the UK government’s handling of the war on Gaza. The Jewish Forward reports that the Anti-Defamation League (ADL) has started including pro-Palestine rallies in its tally of anti-Semitic incidents. The report also says that the ADL now deems all anti-Zionist chants and slogans anti-Semitic, leading to pro-Palestine rallies where anti-Zionist slogan were chanted constituting 40% of incidents of anti-Semitism counted in a recent ADL report. The International Ice Hockey Federation bars Israel from participating in world championship events, citing security concerns. Israel calls the ban “anti-Semitic.” The decision prevents the U20 Israeli hockey team from participating in a Division III world championship tournament later this month. (HA, TOI 1/11)

In the West Bank, Israeli settlers open fire at Palestinian farmers in as-Samu; no injuries are reported. Israeli settlers also set up a mobile home in al-Rakiz in the Masafer Yatta area. Israeli forces bomb a house with a drone strike in Tulkarm refugee camp, injuring 9, demolish a memorial for Palestinians killed by Israeli forces, and cause vast damage using bulldozers. Israeli forces also shoot and injure 14 Palestinians and demolish a home, displacing 12 people, during a raid in Askar refugee camp. Elsewhere, Israeli forces fatally shoot a Palestinian at the Ein Siniya checkpoint, claiming he had attempted to stab a soldier. Israeli forces also shoot and injure a Palestinian man working his land in al-Jalama. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli forces punitively demolish the family home of 2 Palestinians killed by Israeli forces in November in Sur Baher. Israel approves the expansion of the Givat Shaked settlement in East Jerusalem with 695 housing units. Israeli forces evacuate an Israeli settlement outpost south of Jerusalem. National Security Advisor Itamar Ben-Gvir criticizes Defense Minister Yoav Gallant over the evacuation. U.S. secretary of state Antony Blinken meets with Israeli president Isaac Herzog, Foreign Minister Israel Katz, and Prime Minister Netanyahu. Blinken says Saudi Arabia, the UAE, Jordan, Qatar, and Turkey have promised to help rebuild Gaza when Israel is done destroying it, calling on Netanyahu to avoid “further civilian harm” and adding normalization with Saudi Arabia is still on the table. Blinken also calls South Africa’s case against Israel at the ICJ “meritless” and announces that Israel has agreed to allow a UN “assessment mission” into northern Gaza. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Tulkarm on 11/14. Israeli forces shot and injured 6 Palestinians during raids in Qiffin and al-Khader. Israeli forces also assaulted a Palestinian man in Huwwara. Elsewhere, Israeli forces raided a printing shop in Ramallah, sealing the shop, and closed and sealed the offices of an orphanage in Beit Umar, seizing files and computers. Israeli forces also issued notices that it will seize 501 dunams of land in Jaba’a and 12 dunams in Wadi Rahal. 44 Palestinians were arrested during late-night raids in and around Far’un, Qusin, Dheisheh refugee camp, Hebron, Bethlehem, and Nablus. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. In Gaza, Israeli forces bombed Gaza City, Beit Lahiya, Khan Yunis, Jabalia refugee camp, and Rafah, killing around 350 people. Israeli airstrikes also destroyed the 13th century Othman bin Qashqar Mosque in Gaza City and put al-Awda Hospital under siege, opening fire at the hospital. Hamas said it had destroyed 135 military vehicles in the past 72 hours. 2 Israeli soldiers were killed, including the son of Israeli war cabinet member Gadi Eizenkot. In Lebanon, an Israeli airstrike on Majdal Zoun injured several people. Rafah remained the only place where aid was delivered to, except for the delivery of medical supplies to 2 hospitals in Khan Yunis. 121 wounded Palestinians and 491 foreign nationals were evacuated to Egypt. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli national security minister Itamar Ben-Gvir ordered the Israel Prison Service to move members of Hamas’ Qassam Brigades to an underground wing of the Nitzan Prison. The underground wing was said to have not been used for years. (AJ 12/8)

UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths said the current humanitarian mission in Gaza could not be described as an “humanitarian operation” given the pace of the Israeli attacks on southern Gaza, which prevent the UN from delivering aid. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. U.S. secretary of state Antony Blinken said the killing should be investigated, noting that he believed Israel was already doing so. Lebanon said it would add the investigation to its complaint it has filed with the UN over Israeli attacks. PA prime minister Mohammed Shtayyeh told Bloomberg News that the PA was working with the U.S. to plan for the political situation in Gaza once Israel’s war is over. Shtayyeh said Hamas could become a partner under the PLO umbrella if it accepts the PLO’s political platform. The Times reported that a team of UK advisors were in Ramallah to help the PA prepare for governing Gaza. Egyptian foreign minister Sameh Shoukry expressed support for the PA governing Gaza. Israeli prime minister Benjamin Netanyahu said Israel will turn “Beirut and South Lebanon into Gaza and Khan Yunis” in a warning to Hezbollah. (AJ, AP, HA 12/7; AJ 12/8)

U.S. president Joe Biden spoke with Prime Minister Netanyahu. According to the White House, Biden told Netanyahu that more aid is required to enter Gaza, Israel needed to do more to protect civilians, and expressed concern over settler violence in the West Bank. Biden also spoke with Jordanian king Abdullah II, who demanded he call for an immediate ceasefire. In the West Bank, Israeli settlers shot and injured 2 Palestinian children, aged 12 and 14, in Deir Qadis. Israeli settlers with a military escort also raided Wadi Qelt, storming 5 homes and intimidating residents. Elsewhere, Israeli settlers destroyed water pipes leading to 3 villages in the Masafer Yatta area. Israeli forces shot and killed a Palestinian during a raid in Qalqilya. Israeli forces also assaulted Palestinians in Hizma. Elsewhere, Israeli forces violently dispersed Palestinians in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces seized a vehicle in Halawa. At least 60 Palestinians were arrested during raids in and around Hebron, Bethlehem, Jericho, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished an apartment on the third floor of an apartment building in Sur Baher. Israeli forces raided the home of al-Aqsa Mosque preacher Sheikh Ikrimah Sabri in Silwan, issuing a demolition notice for the 5-story building he lives in. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. U.S. senator Chuck Schumer (D-NY) said U.S. lawmakers would vote on a $14 billion military aid package to Israel next week. Senators Bernie Sanders (D-VT), Peter Welch (D-VT), and Chris Murphy (D-CT) had all suggested that U.S. military aid to Israel could be conditional on Israel following international law. The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. Younis was driven to a train station in Ra’anana where a passerby helped him reach his family. The decision not to release him directly from the prison was made by Israeli national security minister Itamar Ben-Gvir. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. Palestinian officials said that the U.S. had refused Palestinian calls for peace negotiations, claiming that the Israeli political situation is too sensitive. The Israeli supreme court ruled to allow 4 Palestinian families in Sheikh Jarrah to stay in their properties until a final decision on the property rights are made. The 4 families have been threatened with eviction as Israeli settler organizations have claimed ownership of their properties, which the families have lived in since 1951. Part of the temporary agreement with the Palestinian families is that they must pay a nominal rent, which will be held as escrow until a final decision is made by the Israeli ministry of justice—a process that could take years. The Ofer military court convicted the director of the Union of Palestinian Women’s Committees, Khitam Saafin, of being a member of the PFLP in a plea deal, but dropped all other charges, including the accusation that she had helped funnel donor money to the PFLP through the organization. The later charge was part of the “evidence” leveled by Israel against 6 Palestinian rights organization that were placed on Israel’s list of terror organizations in October 2021. Haaretz reported that 6 serious complaints were recently filed to the Israeli ministry of justice by Palestinians against East Jerusalem police officers and only 1 indictment has been filed against 1 police officer. 1 case involved 1 Palestinian minor who was taken to a bathroom and told to strip naked before he was beaten while lying handcuffed on the floor. The police officers allegedly further threatened him with rape. The minor was never charged with any crime or given a reason for his arrest or abuse by the Israeli forces. Another complaint was filed by the prominent activist Abu Hummus family in Isawiya that has been harassed by Israeli police because of their activism, including arbitrary arrests and late-night raids. The Israeli public security minister Omer Bar-Lev was assigned a security detail after receiving death threats related to comments he made against settler violence to a U.S. official. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. Haaretz reported that the Custodian General’s unit in the Israeli Justice Ministry is exploring plans to build 5 Jewish settlements in East Jerusalem: 1 in Sheikh Jarrah, 1 near the Damascus Gate, 1 in Sur Baher, 1 in Bayt Hanina, and 2 in Bayt Safafa.
