Abu 'Ain begins a hunger strike [WP 8/2]. Nablus remains under curfew as search continues for killer of Albert Buchris. Residents are allowed two-hour reprieve to shop [JTA 8/2]. Israeli military censor orders printing press of al-Sha'ab newspaper closed for 3 days for publishing stories 7/30 on the death of 2 Nablus residents; censor said stories harmed investigation [JP 8/2]. Arab Journalists Association in the West Bank and the International Association of Journalists condemned closure order. Israel Press Association did not comment [FJ 8/9]. Israeli police break into site of planned Palestinian heritage festival in Tireh, confiscate IDs of 5 volunteers [FJ 8/9]. Arab local councils in Israel and their employees go on a one-day warning strike to protest government failure to provide promised funds to ease their financial problems [FJ 8/2, 8/9]. Jewish Press reports Egypt will lower the price of fuel sold to Israel by up to $2 a barrel, a savings of $100 million annually for Israel [JP 8/1]. The Washington Post reports Israeli government plans to entice estimated 175,000 Israeli emigrants living abroad back to the country by offering lucrative job contracts to the highly skilled, free shipping of household goods, and free air fares to Israel [WP 8/1].

Occupied Palestine/Israel: Administrative detention order is issued against ex-political prisoner Ziad Abu 'Ain, for allegedly planning to hijack Israeli bus. (Abu 'Ain spent less than 3 months at home following his release in the 5/20 prisoner exchange) [FJ 8/9]. Nablus remains under curfew following 7/30 murder of Albert Buchris. Five hundred police and a helicopter monitor his funeral [JTA 8/1]. Army enters al-Najah University and raids student council offices; preparations had been underway for student elections [JP 8/2]. Knesset passes bill requiring anyone running for Knesset to give up second citizenship [WP, PI, JTA 8/1]. Israeli police break into the site of preparations for the second annual Palestinian heritage festival in Tireh, order volunteers to stop work on the basis they do not have building permits [FJ 8/9]. Funeral is held in Afula for Israeli shot to death in West Bank. Riot police disperse crowd outside police station [PI 8/1]. Mayor Shalom Wach of Kiryat Arba cancels plan to dismiss all Palestinian workers employed by the municipality following Attorney General Zamir's ruling the plan is illegal UTA 8/1]. New American Ambassador to Israel Thomas Pickering assures P. M. Peres there has been no change in U.S. policy towards the PLO; U.S. will engage in talks with a Palestinian-Jordanian delegation only if convinced it will lead to direct talks with Israel; U.S. is ready, if requested, to help Israel and Egypt resolve Taba dispute [JTA 8/1]. The Jerusalem Post reports charges of corruption have been made against several Israeli companies and individuals operating in the black "homeland" of Ciskei; contracts with the trade commissioners in Israel have been terminated; all commercial relations with Israel have been cut [JP 7/31, JTA 8/5].

Military Action

Arab World: Suicide car bomb attack against an Israeli armored patrol in the security zone kills at least 3 Lebanese, including the driver, wounds unknown number of others, including Israeli soldiers. Syrian Social Nationalist party claims responsibility, saying its member, 'Ali Ghazi Talib, 22, carried out the attack [NYT 8/1].

Israel/ Occupied Territories: Knesset votes 55-8, with 46 abstentions, to affirm government's decision to sign agreement with Lebanon; High Court increases fines from IS2,000 to IS10,000 on 4 Jewish students convicted and sentenced by Haifa court for attacking 2 Arab students at the Technion in 1981, leaves standing their suspended 6 to 9 month jail sentences; "Fist of Defense," secret Jewish vigilante group reportedly under investigation, has claimed responsibility for slashing tires, breaking windows of Arab cars, planting bomb outside Hebron mosque; stones thrown at Israeli vehicles in Ramallah, school closed; students at Tireh women's college march in Ramallah carrying Palestinian flags, IDF disperses demonstration, closes school for remainder of academic year; several arrested in Nablus for stone throwing; 3 persons placed under house arrest for 6 months.

Palestinians/ Lebanese: Lebanese Parliament unanimously affirms agreement with Israel; text of withdrawal agreement published; Gemayel says Shultz should return to Middle East to assist Lebanon negotiate withdrawal of Syrian forces, negotiations will begin this week in Tunis with PLO on withdrawal of its forces; Fateh Central Committee meets in Damascus to deal with undisciplined behavior of military unit in Bekaa Valley; pamphlets prepared by Fateh rebels accuse Arafat of plotting to sell out Palestinian cause to US, Israel and reactionary Arab regimes.

US and Other Countries: US intelligence officials reportedly have evidence linking the government of Iran with April 18 bombing of US Embassy in Beirut.

Military Action:

Bomb explodes as IDF vehicle passes in Beirut suburb of Baabda; IDF vehicle detonates mine near Ein Zahlata; IDF tank hits mine in Bekaa region.

Casualties:

6 IDF soldiers wounded in Baabda attack, 3 in Ein Zahlata; Lebanese police report 3 Palestinians killed in two attacks on IDF positions in South Lebanon; stray machine gun fire by IDF penetrates US Marine base after Baabda attack, no injuries; UNRWA officials report escalation in attacks on Palestinians in Sidon, said to coincide with arrival there of Phalange officer Elie Hobeika, armed and masked men of Guardians of Cedars threatening Palestinians, 4 killed, 2 wounded since April 28.

Israel/ Occupied Territories: Shultz returns to Jerusalem, meets with Begin, Shamir, Arens; Begin says he will call Cabinet meeting to decide on draft troop withdrawal agreement; Ministry of Absorption reports that only 11 of the 114 Jews leaving the Soviet Union last month came to Israel; Elon Moreh settlers fire on Nablus youths when stones are thrown at their car, 13 students arrested, school closed; window of Israeli truck broken by stones near Kalandia camp; 400 students hold sit-in demonstration at Tireh UNRWA Training Center.

Palestinians/ Lebanese: President Gemayel says the danger of signing an agreement with Israel without obtaining the withdrawal of Syria, the PLO and some Iranians is that Israel will not withdraw and the agreement will have no value; PLO seeks guarantees for security of Palestinians in Lebanon as precondition for withdrawal of PLO forces, Saudi information minister to intervene with Lebanese officials this week on issues of murders of Palestinians, threats to refugees, bombings of shops, expulsions, detention, attacks by Lebanese Army on Palestinian women crossing into East Lebanon to visit husbands and fathers with PLO forces.

Arab Governments: Jordan considering limitations on export of West Bank produce to East Bank, restrictions on entry of West Bank students to University of Jordan, holding of elections on East Bank only.

US and Other Countries: Shultz continues talks in Beirut, then returns to Jerusalem; Reagan says PLO council was never elected by the Palestinian people, referendum on alternative leadership might not be practical; French foreign minister meets PLO official, asks PLO to cancel UN conference on Palestine scheduled for UNESCO's Paris headquarters in August.
