Occupied Palestine/Israel: Israeli Deputy P.M. Yitzhak Navon criticizes government's delay in announcing arrest of Mordechai Vanunu, who disappeared in London after telling an English newspaper about Israeli nuclear bomb factory (WP 11/11). Newsweek reports Peres approved Israel's role as middleman in U.S. -Iran arms deal (JP 11/10).

Other Countries: Britain wins support of European Community allies for ban on arms sales to Syriand other limited measures (WP, NYT 11/11). Washington Times publishes interview with French P.M. Chirac in which he says Israel might have set up 4/17 El Al bomb plot to embarrass Syria (NYT 11/10). Pres. Reagan rejects congressional demands that he disclose details of dealings with Iran, citing need for secrecy in obtaining release of American hostages in Lebanon (NYT 11/11).

Israel/ Occupied Territories: IDF receives instructions to avoid contact with multi-national force in Beirut; following eighth round of Lebanese-Israeli-US negotiations in Kiryat Shemona, Lebanon says Israel will not be permitted to operate electronic surveillance stations on Lebanese soil, all agree to forming 4 subcommittees for timetable of withdrawal, security arrangements, future Israeli-Lebanese relations, guarantees to final agreement, with subcommittees to meet 2 days per week in Khalde and Herzliya; public opinion poll shows, if Knesset elections today, Likud would win 52 seats against 42 with a Labor list headed by former President Navon; Matti Peled, Uri Avnery and Yaacov Arnon, members of the Israeli Council for an Israeli-Palestinian Peace, announce meeting with PLO Chairman Arafat last week; Israel lodges formal complaint that 2 Egyptian tractors crossed into no-man's-land near disputed Taba region of Sinai; Sheikh Kamal Maade of Yarka announces Israeli Druze fundraising campaign for Lebanese Druze will be renewed; Israeli intercommunal committee to foster peace between Druze and Christians in Lebanon calls on IDF not to withdraw until a reconciliation is reached in the Chouf; Defense Minister Sharon leaves Zaire after signing a series of military agreements; documents presented at courtmartial of Israeli soldiers show Chief of Staff Eitan recommended punishment by expulsion to curb unrest among Palestinians in the West Bank, also suggested detention/exile camp, such as the one for teenage detainees built at Fara'a, near Nablus.

Palestinians/ Lebanese: Prime Minister Wazzan blames Israel for the near-stalemate in talks, rules out monitoring station in South with either Israeli or US personnel; Phalange official tells Western diplomats and journalists that suspected assassin of Bashir Gemayel, Habib Shartouni, was manipulated by Nabil Alam of pro-Syrian Syrian Social National Party (PPS), but results of official inquiry into Bashir's death not released.

Arab Governments: Egyptian Government withdraws tractors, saying it was an accident they strayed into disputed Taba territory; Syria condemns Lebanese-Israeli-US talks, complains to UN that Israel is threatening to attack.

US and Other Countries: US contacts Israel through diplomatic channels to express concern over incidents involving IDF and Marines in Beirut, total of 5 such incidents in January.

Political Responses:

Israel/ Occupied Territories: Navon returns from US visit; Shamir says Reagan plan is only set of ideas and US policy will change in time; 1,000-2,000 Peace Now members occupy for a day unfinished West Bank settlement of Efrat, south of Bethlehem, blocking main road, putting up signs demanding halt to settlement, money to slums, no annexation, simultaneously stage successful diversionary demonstration in Elkana settlement near Nablus.

Palestinians/ Lebanese: Lebanese leaders meet all day with US envoys Habib and Draper; President Gemayel sends special envoy Jean Obeid to Syria, where President Assad tells him Syria will not allow Israel to reap political or military gains from its invasion.

Arab Governments: King Hussein, Prime Minister Nudar Badran, and Chief of Staff Zaid Ben Shaker go to Baghdad for talks with Saddam Hussein.

US and Other Countries: US Marine Corps Commander General Robert Barrow says he's anxious to get 1,200 Marines out of Lebanon to avoid any incident such as a shootout which might discourage enlistment into the force, and Marine spokesman says there is a professional concern for the Marines' safety; Pentagon official says there are plans to send another battalion of Marines to Lebanon; Defense Security Agency Director Lt. Gen. Philip C. Gast in Beirut to assess ability of Lebanese military to absorb equipment already in the country or on its way.

Military Action:

Marines prevent IDF from entering Bourj-al-Barajneh for second time, but IDF moves into Lailaki using random anti-tank grenades and machine gun fire to search area; after fourth encounter between IDF and Marines in 1 week, US Embassy in Beirut expresses concern; truce in Tripoli policed by PLO because Lebanese security forces refuse to patrol area so long as opposing forces maintain positions.

Casualties:

1 PLO member killed, 3 wounded in Tripoli.

Military Action:

Israeli truck driver kidnapped and killed near Damour, bomb thrown at IDF near Hadath, Lebanese National Resistance claims responsibility; artillery and gunfire resume in Tripoli one hour after 3 PM cease-fire announced by Rashid Karami.

Casualties:

2 IDF wounded near Hadath; press reports indicate 23 psychological injuries for every 100 casualties in IDF during Lebanon war, of which 2/3 do not return to combat.

Israel/ Occupied Territories: Sharon urges patience and perseverance on demand for normalization with Lebanon; High Court rejects petition of Negev Bedouin families to remain on land near Dimona designated a military area; Israeli papers publish photos of special jeeps equipped with army-supplied radios and 2 armed settlers used by Gush Etzion regional council to search for illegal Arab buildings.

Palestinians/ Lebanese: Assad Germanos, Military Prosecutor heading Lebanese investigation into massacre, says he has made 3 visits to Sabra and Shatila, and hopes to finish his report by March or April; Rashid Karami, returning from Damascus, says Syrian Deputy Defense Minister Ali Aslan is in Tripoli to arrange cease-fire.

Arab Governments: Qatar, UAE and Oman call off visit of British Foreign Secretary Pym, causing him to cancel his trip.

US and Other Countries: President Reagan receives Israeli President Navon at White House, affirms that security of Israel is inescapably connected to peace in the Middle East; Reagan announces Special Envoy Habib will return to Middle East.

Military Action:

After day of quiet, renewed artillery exchanges in Tripoli, coastal road cut 20 miles south of city; IDF announces 4 Katyusha rockets found in South Lebanon.

Casualties:

UNRWA asks IDF for protection from Palestinian refugees in Sidon protesting delay in distribution of kerosene heating stoves, cement and winter clothing; 16-tent school operating in Ain el-Hilweh; 625 building plots cleared and allocated by UNRWA, 590 plots cleared by refugees, 850 plots allocated in Tyre; 40 killed, more wounded, large sections of Tripoli without electricity, water, telephone and basic food, hospitals short of supplies, many civilians living in shelters.

US and Other Countries: US Special Envoy Philip Habib summoned from vacation to Washington as President Reagan prepares a new initiative to break Lebanon stalemate.

Military Action:

35 Lebanese Army soldiers seize drugs, including all anesthesia, from Gaza Hospital serving Shatila and Sabra camps.

Casualties:

Lebanese Prime Minister Wazzan meets with women demonstrators, later agrees to seek speeding up of detainees interrogations.

Israel/ Occupied Territories: Labor leader Peres denies he has agreed to yield party leadership to President Navon; over 2,000 Peace Now activists hold protest rallies against settlement efforts in Hebron, Nofim and Shavei Shomron.

Palestinians/ Lebanese: Arafat delays departure from Syria for Amman for 4 hours, but finally leaves without meeting Assad; Lebanese Prime Minister Wazzan again charges Israel with stalling talks with demand for political negotiations after meeting with Gemayel and Draper.

Arab Governments: Hussein meets Habib, then Arafat, to discuss peace plans; Egyptian Foreign Minister Hassan Ali asserts Fateh faction of PLO accepts Reagan plan.

US and Other Countries: Draper flies to Israel for talks with David Kimche on negotiations; US sources now expect evacuation of forces from Lebanon to be pushed back two or three months.

Military Action:

IDF begins pulling out troops from West Beirut under mounting world pressure; thousands of Palestinians flee camps in panic, fearing return of Phalange/Haddad militias to camps following IDF withdrawal, before Lebanese Army can restore calm; Phalange and Haddad forces sighted setting up own roadblocks in West Beirut.

Casualties:

Red Cross continues to recover bodies, 130 recovered so far, no mass graves opened yet.
