Bar Lev refuses to ban march, several dozen Herut "Young Guards" converge on Iskal, village of MK Abd al-Wahab Darousha, to demand punishment for his attempt to attend PNC; villagers, Israeli activists form counter demonstration [JP 12/19]. Arab World: Al-Qabas (Kuwait) reports US State Dept. official Murphy met with Palestinian "close to the PLO" during recent trip to Amman; urged "mutual recognition" between PLO, Israel as precondition for US recognitionf PLO [JP 12/19].

Occupied Palestine/Israel: While on "Yom Kippur alert," Israeli soldiers shoot & kill 3 Arabs at night near Jordan Valley village Maraya, claiming they may have infiltrated from Jordan. Bir Zeit U. students begin 4-day strike in dispute over increase in fees for 1st yr. students, while student council negotiates with administration.

Occupied Palestine/Israel: 2 IDF officers arrested in connection with "TNT" activities; Dep. Knesset Speaker Cohen-Avidov calls Jewish terror suspects "the pride of Israel;" Pres. Herzog denounces "TNT" for providing propaganda weapons to enemies. Sheli Alternative and Arab Proressive Movement form joint "Progressive List for Peace" for July elections headed by Mohammed Miari and Matti Peled.

Arab World: Lebanese PM Karami unveils program of his national gov't., asking for special power to govern by decree for 9 mos.

Other Countries: Israeli DM Arens meets US Sec. of Defense Weinberger at Pentagon to discuss "strategic cooperation;" both describe US-Israel relations as "best ever."

Occupied Palestine/Israel: Defense commission inquiry reports 2 commandos, Subhi and Majdi Abu Juma'a, captured (4/12/84) in bus hijacking were bludgeoned to death by Israeli security men, full report censored and classified; DM Arens says neither he nor CoS Moshe Levy directly responsible, and "legal action" will be taken against those found responsible. Bulldozers working at night uproot olive trees belonging to Salah Abu Rajab, destroy wall of nearby Hajariyeh school. WZO Settlement co-chrmn. Drobles proposes new plan to attract Jews from Palestine coast to settle around Jerusalem and restrict Arab development, which he calls a "cancer." Jenin area melon growers report export permit delays caused 30% crop loss. Gaza military gov. orders 2450 dunums citrus groves closed to Beit Lahiya owners.

Occupied Palestine/Israel: Arab-owned cars in Halhoul & Habil Riyah, Hebron vandalized in night. Firebomb hurled at Kiryat Arba garbage truck, no injuries.

Arab World: Israeli troops sweep through several east Beqaa villages, arresting, cuffing and blindfolding scores of people, driving them off toward Galilee. Israeli patrol fired upon from speeding car in S. Lebanon, 1 Israeli wounded.

Occupied Palestine/Israel: In special session, military court considers charge that confession of Abd al-Aziz Qablawi, 16, to stone-throwing at IDF vehicles was untrue and extracted by torture at Fara'a prison.

Military Action:

Occupied Palestine/Israel: 4 Arab men demanding release of Palestinians held in Israeli prisons commandeer Egged bus from Tel Aviv to Gaza with about 10 hostages; Shin Bet storms bus, kill commandos Jamal Qablan & Mohammed Barakeh (1 passenger killed and 7 wounded by stray gunfire), take Ahmed & Subhi Abu Jama'a into custody, bludgeoning them to death later; DM Arens on scene confirms only 2 killed in operation. IDF then destroys Gaza home of the 4, orders their families not to rebuild, places home villages under curfew. Arab World: Suicide car-bomber hits IDF armored personnel carrier, wounding at least 4 troops near Deir Qanoun.

Occupied Palestine/Israel: Israeli-run Hebron municipality serves orders to Palestinian shopowners in building near Sultan's Pool to vacate as city is "repossessing" it. Israeli bulldozers begin work on access road to Elon Moreh site through Palestinian-owned land. Poll by Jewish-Arab center of Haifa U. shows 55% of Israeli Jews support preventing Arabs becoming majority in Palestine again; 49% urge gov't. to encourage Arabs to leave; 64% urge tightened control over Arabs; 65% believe Arabs can't be trusted. In response to reports of Iraq's use of chemical weapons, Min. of Science Neeman asserts "Arabs have always been known to have no scruples about using unconventional weapons."

Arab World: Syria expells UNRWA director in Damascus without explanation.

Military Action:

Occupied Palestine/Israel: Unknown assailant reportedly throws bomb at demonstrators in Gaza; 3 IDF soldiers, 7 Palestinians injured; local residents claim Arab victims shot by soldiers.

Arab World: Israeli troops open fire on car at road block near Saksakiyah, S. Lebanon, killing driver.

Social/Economic/Political:

Occupied Palestine/Israel: League for Human and Civil Rights in Israel charges IDF detention center at Fara'a (West Bank) is factory for torture of inmates (mostly minors). 2 prisoners to be freed in Nov. 1983 prisoner exchange still held in Atlit prison, appeal to High Court for release. Haifa U.'s Arab Student Union pres. suspended for semester on charges of disturbing MK Sharon lecture (1/19/84), at which he and student companions were tear gassed while attempting to enter lecture hall. Pres. Herzog rejects pardon request by Uri Adiv. [See JPS (Winter 1984) pp. 176-178.] Naturei Karta's Rabbi Hirsch says on US television PLO is sole & democratically-chosen representative of Palestinian people.

Other Countries: Israeli DM Arens reportedly calls US Sec. of Defense Weinberger "a prime candidate for psychoanalysis."

Occupied Palestine/Israel: IDF uses tear gas against Arab students demonstrating near yeshiva at Joseph's Tomb, Nablus. Egged bus traveling between Kafr Saba and Qalqilya, and IDF patrol near Balata refugee camp stoned. IDF soldier wounded while forcing dispersal of demonstrators at Nur Shams refugee camp. Beitunia students protest Egypt-Israel treaty and moves by local mayor to normalize relations with "civil administration. "

Arab World: In S. Lebanon, Israeli-backed South Lebanon Army invades Jibsheet village, kills 2 women, 1 man; IDF searches village, rounding up about 100 "suspects of hostility to Israel." IDF patrol ambushed south of Zahrani River, 1 assailant killed.

Occupied Palestine/lIsrael: Police discover huge cache of weapons, including 107 grenades, 80 loaded magazines, mines, anti-tank bazooka shells and several dozen kilos of explosives in evacuated Palestinian village of Lifta near Jerusalem; suspected to be linked with "TNT" cells. MK Tsaban's motion to establish a committee of inquiry into the invasion of Lebanon defeated in Knesset vote (42-33). PM Shamir accuses Egypt of "tretreating from the Camp David framework, " citing Egypt's failure to return its ambassador to Israel. MK Rabin says PLO operations against Israel were "child's play" compared to Shi'ite "terror" against IDF in S. Lebanon. Chief of Staff Levy tells Foreign Affairs & Defense Com. 2,000 [Palestinian] "terrorists" have returned to Beirut, and IDF withdrawal from S. Lebanon would not guarantee Israel secure borders. 4 American-Israeli youths arrested for last Sunday's attack on Arab bus near Ramallah. 5 Galilee Palestinians arrested on prima facie evidence of membership in religiousnationalist organization that may have set fire to 30 vehicles in recent months. Nablus mayor Shaka'a rejects military authorities' conditions placed on his travel permit to US.

Other Countries: US amb. to OAS Middendorf affirms US and Israel have mutual strategic interests in Central America where a battle is being waged by "atheistic Communism to destroy our 'Judeo-Christian civilization'." "Moral Majority" leader Jerry Falwell reaffirms support for Israel before group at Herzl Institute, NY, stating Israel's best friends in US are "Bible-believing Christians" and US should not have interrupted Israel's "liberation" of Lebanon from Syrian and PLO "slavery." Rev. Jesse Jackson's US presidential campaign staff compile evidence of "hounding" by some Jewish-American organizations.

Military Action:

Occupied Palestine/Israel: 3 Israelis killed and 9 wounded in booby-trapped bomb explosion on bus near Ashdod; Abu Nidal's PDFLP-GC in Damascus claims responsibility; 150 Arab men rounded up as suspects.

SOCIAL/POLITICAL:

Occupied Palestine/Israel: Karp report criticizing Israeli law enforcement practices toward Arabs in West Bank made public; report reveals Jewish settlers who kill West Bank Palestinians enjoy high degree of immunity from police investigation. Israeli gov't. announces no intention of intervening to salvage Gemayel presidency in Beirut, in spite of reported pleas from Phalange emissaries. Interior Ministry official attacks Jerusalem Mayor Kollek for accusing political motives behind gov't. refusal to approve 5 replacement generators for Arab-owned Jerusalem Electric Co. Spokesman for Council of Jewish Settlements ("Judea & Samaria") reveals IDF commander Aluf Ori Orr instructed settlers not to cooperate with civilian police after attacks on Arabs. PM Shamir and US amb. Lewis meet for urgent talks on LAF setback. Gaza-Majdal Road checkpoints withdrawn by Israel, thereby removing only visible demarkation of 1948 border.

Other Countries: US Pres. Reagan announces plan to withdraw Marines from Beirut to warships offshore. European Parliament Pres. Dankert, speaking to Knesset, suggests Israel coordinate efforts with Morocco and Tunisia to protect agricultural exports to Europe if Spain and Portugal admitted to EEC.
