The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. In the evening, IAF jets launch air strikes at a Hamas military site in c. Gaza, causing damage. Off the coast nr. Jabaliya r.c., Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. IDF troops violently clash with Palestinian protesters and stone-throwers in 2 incidents: along Gaza’s border nr. al-Bureij r.c. and at a university in Tulkarm, w. of Qalqilya; 7 Palestinians are injured (1 seriously). The IDF conducts raids in Aida r.c. nr. Bethlehem and in a village nr. Ramallah, sparking small clashes with stonethrowing Palestinian youths in both; 2 Palestinians are moderately injured. Protests continue across the region as IDF troops clash with protesters in Bethlehem and outside Beit El settlement (where a similar protest was held on 11/16), injuring 6 Palestinians. Also nr. Bethlehem, Israeli forces indefinitely shut down 2 Palestinian factories, due to youth protests in the area and for “security reasons,” leaving around 150 Palestinians jobless. In the Gaza Strip, unknown persons fire a rocket toward Israel, and it falls short of the border fence. Israeli settlers physically assault the Palestinian as he lies injured on the ground (he succumbs to his injuries later in the day). Israeli settlers assault several Palestinian farmers harvesting olives nr. Nablus, injuring 1 and sparking clashes with stone-throwing Palestinians. Israeli settlers also throw stones at Palestinian drivers nr. Nablus, causing damage. Meanwhile in the West Bank, IDF troops shoot and critically injure a Palestinian outside al-Ibrahimi Mosque in c. Hebron as he allegedly attempts to stab a soldier. The IDF also clashes with and violently disperse Palestinian protesters nr. Ramallah, Tulkarm, Jerusalem, and Hebron, injuring at least 19 and arresting 4. IDF troops conduct late-night raids in Jenin r.c. and 1 nearby village; they damage part of a house and arrest 2 Palestinians, sparking clashes with stone-throwers (25 Palestinians are injured). The IDF also conducts patrols and raids in more than 10 other areas across the West Bank, arresting 23 Palestinians and issuing arrest summons to 6. In Gaza, unknown persons launch a rocket into Israel. It lands in open area nr. the border fence, causing no damage or injuries. IAF jets launch retaliatory air strikes on 2 Hamas military sites in s. Small-scale violent incidents continue as IDF troops shoot and kill a Palestinian e. of Jerusalem after he stabs and critically injures an Israeli soldier. The IDF arrests a 2d Palestinian at the scene of the incident and closes a nearby checkpoint, sparking clashes with Palestinian youths in the area; there are no serious injuries. IDF troopsshoot and injure a Palestinian youth nr. Nablus overnight, later alleging that he was trying to sneak into a settlement with a knife. Israeli forces shoot and kill a Jewish Israeli nr. the Old City of East Jerusalem late at night after he attempts to take a soldier’s weapon and they mistake him for a “Palestinian attacker,” according to the police. The Israeli crackdown continues as well. Israeli forces obstruct the entrance to Ni‘lin village nr. Ramallah with cement blocks for the 2d day in a row; assault and detain a Palestinian youth at a checkpoint nr. Bethlehem. Throughout the day, IDF troops clash with and violently disperse Palestinian protesters along the border with Gaza, in c. Hebron, nr. Ramallah, and 1 neighborhood in East Jerusalem; 1 Palestinian dies of tear gas inhalation and 4 are injured. The IDF conducts late-night raids and house searches across East Jerusalem and the West Bank, arresting 58 Palestinians. Israeli settlers throw stones at Palestinian vehicles at the entrance of a village nr. Nablus. In East Jerusalem, Israeli forces set up a new checkpoint between al-Tur and Wadi al-Juz and they remove checkpoints in Wadi al-Juz and Shaykh Jarrah; demolish a livestock farm in Jabal Mukabir. Violence escalates in the West Bank as settlers and Israeli forces continue retaliating against Palestinians in the wake of the 10/1 killing of 2 settlers. Meanwhile, settlers set fire to dozens of olive trees and Palestinian agricultural land nr. Nablus, and throw stones at drivers nr. Salfit, injuring 3 Palestinian medics. Late at night, IDF troops conduct raids in and around Nablus searching for the perpetrators of the killing; they arrest 10 Palestinians and deliver a demolition notice to the home of a suspect. Elsewhere in the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and recent access restrictions at Haram al-Sharif in 6 areas nr. In response to a statement released by PM Netanyahu’s office on 9/19, Israeli atty. gen. Weinstein says that he has not approved increasing minimum sentences for those convicted of throwing stones or Molotov cocktails and that he opposes changing the Israeli police’s rules of engagement in East Jerusalem. After meeting with Weinstein and the security cabinet, Netanyahu backs off his proposal. According to a statement released by his office, Netanyahu is “leaning toward the idea raised in the meeting to stiffen penalties— setting mandatory minimum penalties for stone-throwers by means of a temporary provision that would be in place for a year at the first stage.” (HA, JP, TOI, YA 9/20)

During clashes sparked by a raid in the East Jerusalem neighborhood of Issawiyya, Israeli forces shoot a 13-year-old Palestinian in the head with a rubber-coated bullet, seriously injuring him and arresting 7 Palestinians. Enforcing PM Netanyahu’s pledge to crack down on stone-throwers, Israeli forces arrest at least 20 Palestinians during night raids in Issawiyya, Silwan, and Jabal Mukabir. Throughout several other East Jerusalem neighborhoods, Israeli forces clash with Palestinians throwing stones and protesting the recent access restrictions at Haram al-Sharif, injuring several Palestinians and arresting 11. In the West Bank, IDF troops violently disperse Palestinians protesting restrictions in East Jerusalem and at Haram al-Sharif, injuring a 14-year-old Palestinian with live ammunition nr. Qalqilya. Senior Fatah official Amin Maqboul says that the PLO’s talks on forming a new consensus govt. continue, despite Hamas’s objections to the process. Maqboul says that Hamas has demanded that any new govt. pay the salaries of all employees of the Hamas-run govt. in Gaza and describes the demand as among several “preconditions that widen the gap between the Gaza Strip and West Bank.” (MNA 7/6)

Nr. Gaza, Israeli military radar spots a small drone flying from Gaza across the border into Israel. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Fatah spokesperson Ahmad Assaf responds to reports of Hamas conducting long-term cease-fire negotiations with Israel, saying “Hamas aims, through these talks, to dedicate its rule to the Gaza Strip, protect its leaders and stick to the instructions of its regional donors, even if at the expense of the Palestinian cause, national unity and suffering of Gazans.” PA pres. Abbas says, “I can confidently say that there are direct negotiations between Hamas and Israel aimed at establishing a state in [the] Gaza region.” Hamas dep. chief Abu Marzuq responds to the comments, saying that Hamas wants “a state not just in Gaza, but in all of Palestine” and that Hamas is not coordinating with Israel on the formation of a state in Gaza. The PA Finance Ministry confirms that Israel’s freeze on tax revenue transfers to the PA is continuing for a 3d mo. and that, as a result, the PA can only afford to pay many of its employees 60% of their salaries. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. PA Dep. PM and National Economy Min. Mustafa Mohammed Mustafa announces that PA ministers have agreed to nullify the preliminary agreement signed by the private firm Palestine Power Generation Company (PPGC) on 1/5/2014 to import $1.2 b. worth of natural gas from Israel over 20 years. A PPGC source tells news site al-Araby al-Jadeed that the deal was suspended last summer due to disagreements over certain terms with the consortium formed by Noble Energy and the Delek Group.
