In the West Bank, Israeli settlers puncture the tires of several Palestinian vehicles and leave racist graffiti on nearby walls in Iskaka village near Salfit. Approximately 30 armed settlers enter Urif village near Nablus in the evening. They damage equipment at an infrastructure construction site and spark clashes between their IDF escort and Palestinians in the area; 3 Palestinians are injured. IDF troops also violently disperse Palestinian schoolchildren throwing stones in Hebron; and patrol near Qalqilya, Tulkarm, and Hebron. In East Jerusalem, several senior Islamic Waqf officials enter Haram al-Sharif via al-Rahma Gate and pray at the sanctuary. Israeli forces demolish a Palestinian home in al-Walaja. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and al-Bureij refugee camp, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian homes, farmers, and shepherds near Rafah, Khan Yunis, and Dayr al-Balah, causing no damage or injuries. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. Bahrain’s Foreign Minister Khalid bin Ahmed Al Khalifa is depicted saying that “toxic” money from Iran has obstructed past efforts to resolve the Palestinian-Israeli conflict. In the West Bank, Israeli settlers set up a mobile home on Palestinian land east of Nablus. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol near Hebron. In East Jerusalem, Israeli forces demolish the foundation of a building under construction in Shu‘fat refugee camp. They also arrest 3 Palestinians during raids in Bayt Hanina and al-Tur. After days of speculation and rumors, U.S. pres. Trump calls PA pres. Abbas to tell him that he plans to move the U.S. embassy in Israel to Jerusalem and to invite the Palestinian leader for a meeting at the White House before the end of the month. According to a PA spokesperson, Abbas warns Trump of the “dangerous repercussions.” Trump also calls Israeli PM Netanyahu, Saudi king Salman bin Abdulaziz, Jordanian king Abdullah, Russian pres. In response to Pres. Trump’s plan to recognize Jerusalem as Israel’s capital and to move the U.S. embassy there, several Palestinian factions and Islamist groups jointly declare 3 “days of rage” to begin on 12/6. Later, the U.S. Consulate General in Jerusalem issues a travel warning calling on U.S. citizens to avoid the West Bank and the Old City of Jerusalem. (HA, TOI 12/5)

Lebanese PM Saad Hariri formally rescinds his resignation, which threw Lebanon and much of the Middle East into turmoil when he announced it on Saudi television on 11/4 (see JPS 47 [2]). (AA, REU, TOI 12/5)

In the Gaza Strip, Israeli forces launch air strikes targeting 2 chicken farms, a border fence tunnel, and an Islamic Jihad training site nr. Khan Yunis. There are no injuries reported in any of the attacks. IDF troops also conduct a limited incursion in s. Gaza to level land nr. the border fence. The IDF also shells agricultural land nr. Gaza City, with no damage or casualties. Separately, a Palestinian fighter is killed in an accidental explosion in Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 3 nearby villages and al-‘Arub r.c., and 1 village each nr. Bethlehem, Jenin, Nablus, and Ramallah at night. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt. Saudi Arabia condemns the attack as “cowardly.” (AFP 11/19; AP, REU 11/20)

In the West Bank, a Palestinian dies in the hospital of wounds sustained by IDF fire in Jenin r.c. during a raid on the camp on 8/20. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night, and patrols in al-Fawar r.c. nr. Hebron, Qalqilya and 1 nearby village at night. (PCHR 9/5)

U.S. Pres. Obama decides to seek the backing of Congress for any attack on Syria, a significant development which he announces in the White House Rose Garden. Such a step delays a potentially imminent strike and has potential to prevent it altogether. Secy. of State John Kerry assures leaders of the Syrian opposition and Saudi Arabia FM Prince Saud al-Faisal that Pres. Obama remains determined to hold the Asad regime to account. Meanwhile, UN chemical weapons experts leave Syria for Lebanon and then fly back to Rotterdam. The team conducted 4 days of inspections and return to the Netherlands with samples for testing. In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Damascus wants any investigation limited to a 3/2013 incident nr. Aleppo while Ban wants to also include a 12/2012 incident in Homs. (see 4/24) (AP 4/29)

In an effort to reopen the Ramallah– Jerusalem road in al-Amari r.c. nr. Ramallah, Palestinian security forces open fire on Palestinians demonstrating in solidarity with Palestinian prisoners in Israel. Three Palestinian youths are wounded in the legs by live ammunition. (MNA 1/21)

Egyptian security forces seize 1 ton of explosives in the Sinai Peninsula allegedly bound for the Gaza Strip, the largest single such capture. Local media report that police have seized a total of 5 tons of explosives as well as disassembled rockets and automatic weapons in the last 3 mos.—all apparently headed for Gaza. Egyptian maj. gen. Sameeh Bashadi says that in the past 3 days, 10 Palestinians have been detained after entering Sinai illegally from the Gaza Strip and that a list of Palestinians entering Egypt through the tunnels has been distributed to the Egyptian security forces. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF storms the alKaramah protest tent village nr. Bayt Iksa, issues demolition and evacuation orders, and fires stun grenades and tear gas. The IDF also patrols in Jenin in the morning, in 1 village nr. Jenin in the afternoon, and in 3 villages nr. Ramallah at night; conducts house searches and arrest raids in Tubas and in 2 villages each nr. Hebron and Jenin at night. (MNA 1/20; PCHR 1/23)

Palestinian pres. Abbas arrives in Saudi Arabia to attend the 3d Arab Economic, Social and Developmental Summit, where he renews his call for urgent financial aid. Meanwhile, Palestinian union chief Bassam Zakarneh announces that PA civil servants will hold protests on 1/21 and strike on 1/23 to protest late payment of salaries. (JP 1/21; MNA 1/20)

Hamas official Ghazi Hammad announces that Tunisian pres. Moncef Marzouki will visit the Gaza Strip on 2/9, without giving further details. Meanwhile, Lebanon-based senior Hamas official Osama Hamdan arrives in the Gaza Strip for the 1st time on a visit of a few days. (AFP 1/20; JP 1/21)

Israeli pres. Shimon Peres says he has met with Palestinian pres. Mahmud Abbas and other Palestinian officials several times in recent months to discuss resuming peace talks. The Palestinians do not comment. (WT 6/20) A previously unknown group calling itself the Mujahiddin Shura Council of Jerusalem (which claims ties to alQa‘ida) releases a video claiming responsibility for the 6/18 cross-border attack on Israel from Egypt. The video shows the 2 assailants killed by the IDF, identifying them as an Egyptian and a Saudi. (WP 6/20; NYT 6/21)

Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. Qalqilya; and 2 animal pens nr. East Jerusalem. (NYT, PCHR, WP, WT 6/20; OCHA 6/22)

The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

Lebanon introduces a draft of a major United Nations Security Council res. for debate that urges the international community to denounce Israeli settlement activity, using wording that artfully pieces together official U.S. statements on settlements to make it harder for the U.S. to object or veto. The U.S. ultimately urges Abbas to suspend discussion of the draft until a Quartet meeting on 2/5, suggesting the Quartet might issue a statement confirming 1967 borders as the basis of final status negotiations and condemning Israeli settlement construction. (NYT 1/20)

At an Arab economic summit in Sharm al-Shaykh, Arab leaders pledge $2 b. to shore up regional economies and generate jobs in hopes of preventing the spread of antigovernment riots like those in Tunisia. Saudi Arabia and Kuwait each pledges $500 m., with 11 other states pledging the other $1 b. Observers say however (see NYT 1/20) that leaders are acting more out of a desire to secure their leaderships than to reform and develop their economies, noting that none of the similar initiatives agreed at the last economic summit in 2009 have been implemented. By this date, numerous self-immolations (some fatal) and antigovernment protests have taken place in Algeria, Egypt, Jordan, Mauritania, Morocco, Saudi Arabia, and Yemen since the fall of Ben-Ali on 1/14, citing Tunisia as inspiration. In response to the Yemeni riots, the most severe to date, Pres. Ali Abdullah Saleh has cut income taxes in half, imposed price controls on basic goods, raised salaries for the army, and vowed his son will not succeed him, while the EU has announced an additional $19.5 m. in support to Sana’a for poverty programs. Today, an Egyptian Facebook group begins calling for massive street protests in Cairo on 1/25 to mark a “day of revolution against torture, poverty, corruption, and unemployment.” (WT 1/19; NYT 1/20; NYT, WT 1/25; see also al-Bawaba 1/17; NYT, WP 1/18)

In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin town and r.c. and in Nablus, Qalqilya. In Rafah, Fatah mbrs. fire on an ESF patrol, sparking an exchange of gunfire and RPGs that lasts several hrs., leaving 1 Fatah mbr. dead, 15 Palestinians wounded. In Gaza City, 19 Palestinians are wounded in interfactional fighting. Incidents include suspected Hamas mbrs. throwing a grenade at a Fatah mbr.; unidentified gunmen kidnapping Hamas-affiliated physician Fuad al-Barawi fr. a graduation ceremony for his brother, a PA presidential guard mbr., shooting him 5 times before releasing him. In Dayr alBalah, unidentified gunmen kidnap, shoot, wound, release a PA presidential guardsman. In Khan Yunis, a Fatah mbr. is stabbed, wounded by a Hamas mbr. Daily exchanges of fire btwn. the Lebanese army and FI, ongoing since 6/1, continue at Nahr al-Barid r.c., leaving 1 Lebanese soldier dead. In the Biqa‘ Valley, the Lebanese army raids a building where 3 sophisticated car bombs are being prepared by a Saudi and 2 Syrian militants who had fought in Iraq and have ties to FI. A bomb explodes in a Christian neighborhood of Beirut, killing 1 Lebanese; no group claims responsibility. (WP 6/8)

The U.S. identifies 19 hijackers (fr. Egypt, Lebanon, Saudi Arabia, the UAE), including 7 trained pilots, who participated in the 9/11 attacks; 16 held valid U.S. visas, 12 had lived in Florida (some for yrs.), 2 were the sons of a high-ranking Saudi diplomat once posted to Washington, at least 3 had studied at the same college in Germany. Asst. Secy. of State for Near East Affairs William Burns official meets with 15 Arab envoys, including the PLO rep., and tell them they must either declare their nations "mbrs. of an international coalition against terrorism or risk being isolated." Later, Arab envoys meet at the home of Saudi Arabian amb. Prince Bandar Bin Sultan to discuss U.S. plans. Egyptian amb. Nabil Fahmy warns the admin. to focus on finding and punishing those responsible for the 9/11 attacks and not to broaden the effort to include other geopolitical goals. Sharon rejects direct appeals by Bush, Powell to hold peace talks with the PA, which would facilitate U.S. efforts to form a coalition to strike at Bin Laden. Instead, he cancels tentative plans to hold an Arafat-Peres mtg. on 9/16, saying it would be "inappropriate" in light of the 9/11 U.S. attacks; tells Bush that Israel opposes the U.S. bringing the PA, Syria into its antiterrorism coalition. Meanwhile, 3 Palestinians are killed by IDF fire in Gaza. Israeli authorities detain Mufti of Jerusalem Shaykh Ikrima Sabri following Friday prayers for several hrs. of questioning regarding his recent visit to Beirut. In Gaza's Nussayrat refugee camp, 100s of Palestinians protest against the U.S.'s threat to attack Afghanistan, fearing the U.S.'s "international campaign against terrorism" will be campaign against Muslims; undercover PSF officers confiscate reporters' film. Some 40,000 Israeli Arabs in Umm al-Fahm Israel hold a similar rally, denouncing the killing of American civilians but also condemning U.S. support for Israel. As Israeli-Palestinian clashes continue, 2 bombs explode on a bus in Tel Aviv, injuring 13 Israelis, and a roadside bomb detonates in Gaza, killing 1 IDF soldier, 1 Israeli border policeman, injuring 2 other soldiers. Israel seals the borders of the West Bank, Gaza. Jewish settlers attack Palestinian homes nr. Hebron. The IDF bulldozes 115 dunams of agricultural land nr. Bayt Hanun. Pres. Clinton tells Arafat he sees no point in further discussion with the PA until Arafat accepts the 12/23 parameters, stating the U.S. will not reply to the PA's 12/27 letter. Israeli-Palestinian clashes continue, leaving 5 Palestinians, 1 Israeli Arab, 1 IDF soldier dead, 300 Palestinians injured. Following the funeral for Fatah cmdr. Ubayyat (attended by 10,000 Palestinians), a Palestinian sniper fires on IDF troops outside Rachel's Tomb nearby, killing 1 soldier, wounding another. A small bomb explodes in East Jerusalem, slightly injuring an Israeli border policeman. More than 50 IDF shells fall in the Ramallah area, hitting the PA civil administration building, the PA Central Bureau of Statistics headquarters, the Islamic Elementary School, several apartment complexes and homes. IDF tank, heavy machine gun fire are reported in and around Hebron, Jinin, Khan Yunis, Nablus, Qalqilya, Salfit. The IDF also bulldozes agricultural lands nr. Qalqilya.
