Haaretz reported that the Israeli military had conducted a psychological warfare operation against Israelis during the 2021 Operation Guardian of the Wall to garner support among the Israeli public for the Israeli military’s attacks on Gaza. The military used the social media platforms Twitter, Facebook, Instagram, and TikTok to upload propaganda from fake profiles. The campaign was launched 2 days into Israel assault on Gaza, as Israeli military personnel feared they were losing public support. (AP, HA 3/22) 

The Jordanian parliament voted to recommend expelling the Israeli ambassador to the country in protest over Israeli finance minister Bezalel Smotrich’s comments on 3/19 in Paris that the Palestinian people do not exist while standing in front of a map depicting Greater Israel, including all of Palestinian and Jordan. In the West Bank, Israeli forces violently dispersed Palestinians during a raid in Rumana, causing tear-gas related injuries. Israeli forces also shot, injured, and arrested 1 Palestinian man riding a motorcycle near Qalqilya. Elsewhere, Israeli forces issued stop-work orders for 8 structures in Deir Balut. The U.S. summoned the Israeli ambassador to the U.S. Michael Herzog to the State Department to protest the 3/20 Israeli repeal of parts of the 2005 Disengagement Law. In response Israeli prime minister Benjamin Netanyahu later said that the Knesset had removed legislation that was “discriminatory and humiliating” against Jews and that his government does not intend to build new settlements in the area. Israeli forces also shot and injured 3 Palestinians during a raid in Ni’lin, and injured others with tear gas. Meanwhile, Israeli forces shot and injured 1 Palestinian during a raid in Nabi Salih. Israeli forces also demolished 2 residential structures in az-Za’ayyyem, displacing 11. In East Jerusalem, Israeli forces assaulted 1 Palestinian in the Old City. Israeli forces also assaulted several Palestinians in Jabel Mukaber. 1 Palestinian was arrested in Sur Baher. In Gaza, 1 rocket was launched at Israel, landing in an open area; no damage was reported. Israeli forces also opened fire at Palestinian farmers east of al-Qarara, Dayr al-Balah, and Jabaliya. In Tel Aviv, hundreds of thousands of Israelis protested against the Israeli government for the eleventh Saturday in a row. VICE released their own investigation into the death of Walid al-Sharif, who was shot on 4/22/2022 at the Haram al-Sharif compound, concluding that he died of a baton round to the head fired by Israeli forces. Israeli authorities had maintained that the 23-year-old had died because he fell while running from Israeli forces. Sharif fell into a coma after being hit by the baton round and died on 5/14/2022. In the West Bank, Palestinians in the Jenin district observed a general strike in protest against the Israeli raid on 3/16 which killed 4 Palestinians and injured 23 others in Jenin refugee camp. Israeli settlers vandalized some 50 olive trees in Husan. Israeli forces shot and killed 1 Palestinian man near al-Bireh, claiming that he had a knife in his hand. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 3 with live ammunition, 1 with a baton round, and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Lubban al-Gharbi, injuring 1 with concussion grenade shrapnel and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan and Kafr Qaddum, injuring 10 with tear gas in Bayt Dajan and 8 with baton rounds and others with tear gas in Kafr Qaddum. In the West Bank, Israeli settlers assaulted 1 Palestinian man near Tuba and brought their cattle to graze on wheat and barley crops in Qawawis in the Masafer Yatta area. Israeli forces shot and killed 4 Palestinians, including a minor, and injured 23 others during a raid in Jenin refugee camp. A video of the incident showed Israeli soldiers in civilian clothes shooting a Palestinian man laying still on the ground in his head. The killings were described in the media as assassinations. Israeli forces also shot and injured 3 Palestinians while others suffered tear-gas related injuries during a late-night raid in Nablus in preparation for a settler tour of Joseph’s Tomb. Elsewhere, Israeli forces issued 1 demolition notice for a commercial structure and 2 stop-work orders for agricultural structures in Deir Balut and demolished 1 house under construction in Deir ‘Ammar. 7 Palestinians were arrested during late-night raids in Bayt Jala, Jenin, Nil’in, and Beit Ula. The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. The investigation used 3D modeling to show that the shots were fired despite the soldiers having a clear view of the civilians. (WP 3/10; HA, WAFA 3/11)

Iran and Saudi Arabia agreed to reopen embassies in each other’s countries within 2 months after meetings brokered by China in Beijing. It was reported that China will host a Gulf Cooperation Council summit where Iran will be participating. In the West Bank, Israeli settlers threw stones at Palestinian homes in Hebron, injuring 1 minor who was hospitalized for his injuries. Videos of the incident show Israeli forces did not intervene while in the area. PA forces violently dispersed a funeral procession, using smoke grenades and tear gas, for a Palestinian man who was killed by Israeli forces on 3/7 during a raid in Nablus. The PA said its forces intervened because Hamas flags were waived. In Gaza, 1 rocket was launched at Israel; no damage was reported. Later Israel said that 1 military vehicle was hit by an explosive device and Israel subsequently directed artillery fire at Khan Yunis, injuring 2 and causing damage. The Israeli military’s chief of staff, Herzi Halevi, said that the military did not allocate enough troops to respond to the large-scale settler raid in Huwwara on 2/26 but that there would be no disciplinary measures taken against the officials involved. The Israeli military has been criticized for not intervening to save Palestinians and Palestinian property during the raid despite being present in the area. (HA 3/9; MEE 3/10)

Israeli forces shot and injured 1 Palestinian minor during a raid in al-Arroub refugee camp. Israeli forces also violently dispersed a funeral procession in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces assaulted Palestinian herders in Zanuta. Germany, France, the UK, Italy, Poland, and Spain issued a joint statement condemning the killing of 2 Israeli settlers and the settler attacks on Palestinians in Huwwara on 2/26, calling for accountability. In the West Bank, 1 Israeli settler was shot and injured by an unidentified gunman near Hebron. Israeli settlers threw stones at Palestinian homes and vandalized olive trees in Burin. A video of the incident showed Israeli soldiers standing by the settlers and not intervening. Israeli settlers also attacked Palestinian herders in Zanuta and threw stones at Palestinian vehicles traveling near al-Muarajat. Israeli forces violently dispersed 500 Israeli solidarity activists, including former Knesset speaker Avraham Burg, touring Huwwara in coordination with local Palestinian residents. The activists were told by the Israeli military ahead of the tour that they would not be allowed to tour Huwwara. Israeli forces also shot and injured 2 Palestinians in al-Arroub refugee camp during a raid. Elsewhere, Israeli forces shot and injured 1 Palestinian minor and injured others with tear gas during a raid in ‘Azzun. In the West Bank, 1 Israeli American man was shot and killed by an unidentified assailant near the Dead Sea. Israeli forces then instituted a blockade on Jericho which lasted until a Palestinian suspect was arrested on 3/1. Israeli settlers raided Huwwara for the second day in a row, intimidating Palestinians in the aftermath of the large-scale settler attack on the town on 2/27. Israeli settlers also threw stones at Palestinian vehicles and houses in Sinjil, Jaba’, Mukhmas, al-Mughayyir, and Umm Safa, causing damage. Elsewhere, Israeli settlers also threw stones and attempted to ram Israeli soldiers near Huwwara. Israeli settlers also uprooted 80 olive trees near Sinjil. Israeli national security minister Itamar Ben-Gvir’s party Otzma Yehudit boycotted a Knesset session to hold a party meeting in the Evyatar settlement outpost to complain about the Israeli government being too lenient on Palestinians. Ben-Gvir said of the Israeli settler attacks in Huwwara on 2/26 that “this is not the way. Our enemies need to be crushed by the Israeli government.” Finance Minister Bezalel Smotrich also said he will work to have the Evyater settlement outpost legalized. (HA, HA 2/27; MEE 2/28)

The U.S. State Department released its 2021 Country Reports on Terrorism, which stated that “Israeli security personnel often did not prevent settler attacks and rarely detained or charged perpetrators of settler violence.” The report also noted that settler attacks in 2021 had “expanded in severity and scale.” (AX, HA 2/28)

Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. Bloomberg reported that Israel and Saudi Arabia have intensified talks on developing a closer military and intelligence sharing relationship. According to Bloomberg sources, the two countries held talks on the sidelines of the U.S.-Gulf Cooperation Council Working Group meeting in Riyadh and are expected to continue talks at the Munich Security Conference in Prague in the coming days. In the West Bank, Israeli forces punitively demolished the family home of 1 Palestinian man accused of killing 1 Israeli settler in October 2022, blowing up the house in Hebron with explosives. Israeli forces also violently dispersed Palestinian protesters in Burqa, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 2 agricultural structures in al-Walaja. 24 Palestinians were arrested during late-night raids in Beitunia, al-Bireh, Ramallah, Aqabat Jaber refugee camp, Jenin, Deir Sharaf, Tayasir, Aida refugee camp, and Beit Kahil. White House press secretary Karine Jean-Pierre told reporters that the White House is “deeply dismayed by the Israeli announcement” from 10/12 to legalize settlement outposts and expand settlements. Jean-Pierre said the settlement activity “creates facts on the ground” that reduce the chances of a two-state solution. (MEE, TOI 2/16)

In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 7 others during a raid in Nablus; 6 were arrested. An Israeli soldier was filmed assaulting the Palestinian human rights activist Issa Amro in Hebron. A video of the incident was circulated by New Yorker journalist Lawrence Wright, who was given a tour of Hebron by Amro at the time of the assault. The Israeli soldier was later sentenced to 10 days in military jail, despite receiving support from Israeli national security minister Itamar Ben-Gvir. 7 Palestinians were arrested during late-night raids in Silwad, al-Mazra‘a al-Gharibiya, Jaba’, Dura, Ein as-Sultan, and Dheisheh refugee camp. In East Jerusalem, a Palestinian 13-year-old allegedly stabbed and killed 1 Israeli soldier at a checkpoint in Shu’fat refugee camp before being shot and injured by a settler. 1 Israeli minor was also stabbed and injured in the Old City; Israeli police later arrested a 14-year-old Palestinian who was said to be a suspect. Israeli authorities demolished 1 Palestinian-owned home in Jabel Mukaber; 25 Palestinians were injured by baton rounds and 5 by tear gas while protesting the demolition. 4 Palestinians were arrested in Silwan and Jabel Mukaber. In Gaza, Israeli forces conducted airstrikes in Beit Hanun and Khan Yunis, causing damage. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo.
