The Palestinian prisoner Nasser Abu Hamid died of cancer in an Israeli hospital while incarcerated on 7 life sentences. Abu Hamid was sentenced in 2002. The Palestinian Prisoners’ Administration said Abu Hamid died due to Israeli medical neglect. The PA called for a day of mourning and condemned Israel’s decision to hold Abu Hamid’s body for future negotiations. There were rallies in several cities throughout the West Bank and Gaza mourning Abu Hamid. It was reported that Israeli forces in the Jenin area had distributed leaflets to Palestinian residents warning them against attempting to cross the separation wall, saying “If you cross the fence, fire will be opened directly at you . . . We promise you that we will hurt you and will hold you accountable if you make any mistake!” The Israeli military said that it had not approved the language in the leaflets. (HA 11/20)

The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967. The resolution will go to the UNGA for a vote. The draft resolution passed 98-17 with 52 countries abstaining. Notably, Ukraine voted for the draft resolution and the UK abstained. The U.S., Israel, Australia, Austria, Canada, the Czech Republic, Hungary, and Italy were among the countries to vote against. According to Israel’s ambassador to the UN Gilad Erdan, Israel lobbied “dozens of countries that we have persuaded not to support” the draft resolution. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. Israel imposed a ban on seafood and fish exports from Gaza to the West Bank, saying that 20 tons of fish were attempted to be smuggled from the West Bank to Israel. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Haaretz reported that Shin Bet director Ronen Bar ignored his predecessor’s advice to demote or fire a Shin Bet operative and decided to promote him instead. The Israeli supreme planning council approved expanding the road leading to the Israeli settlement Har Gilo south of Jerusalem. The widening of the road is a planned precursor to building a new settlement next to Har Gilo, which will completely enclose al-Walaja. Israeli forces shot and killed 1 Palestinian man and injured 16 others during a late-night raid in Jenin to punitively demolish the home of a Palestinian accused of killing 3 Israelis in Tel Aviv in April. The Palestinian man killed was reportedly filming the Israeli raid with his mobile phone when he was shot in the chest. The punitive demolition was carried out with explosives and Israeli forces cleared out 29 nearby buildings before blowing up the apartment. 1 other Palestinian later succumbed to his injuries on 9/11. The ice cream company Ben & Jerry’s said it would submit an amended lawsuit against its parent company Unilever after its 1st lawsuit had been rejected by a U.S. federal court. Israel said its probe into the death of journalist Shireen Abu Akleh found that an Israeli soldier “highly probably” shot and killed Abu Akleh in Jenin on 5/11. The Israeli army claimed that Abu Akleh likely was shot by a soldier using a telescopic scope, misidentifying Abu Akleh as a Palestinian militant during crossfire. Abu Akleh was wearing a vest and helmet clearly marking her as a journalist and eyewitnesses and several independent investigations have concluded that no crossfire happened during the killing of Abu Akleh. The Israeli military advocate general’s office said that it will not open an investigation into any potential wrongdoing by any of the soldiers involved. Haaretz reported that the Israeli civil administration was seeking to legalize 30 of 35 agricultural settlement outposts using a new regulation that allows legalizing outposts on “state land.” The move will need the approval of the defense minister and justice ministry. (HA, HA, MEE 9/5)

The Jerusalem municipality planning and building committee approved construction of 700 new settlement units in East Jerusalem in the Givat HaShaked settlement adjacent to Beit Safafa. Israel delayed the implementation of new regulations for foreigners visiting the West Bank outside of Israeli settlements after criticism from the U.S. and others. The coordinator of government activities in the territories (COGAT) also updated the new regulations called “Procedure for entry and residence of foreigners in the Judea and Samaria area,” scrapping some of the most controversial new rules, such as forcing foreign spouses of Palestinians to leave the West Bank for a minimum of 6 months for a “cooling off” period and requiring foreigners to tell the Israeli government if they have started a relationship with a Palestinian resident of the West Bank. U.S. ambassador to Israel Tom Nides expressed concerns regarding Israeli limitations to who can study and teach at Palestinian academic institutions. An Israeli court extended the solitary confinement of Palestinian prisoner Ahmad Manasra to November. Manasra, who is now 21 years old, has been held in Israeli prison since he was 13 and suffers from mental health issues. PA president Mahmoud Abbas met with German chancellor Olaf Scholz in Berlin. During a press conference, President Abbas responded to a question of whether he would apologize for the 1972 Munich Olympics killing of Israeli hostages by remarking that “[f]rom 1947 to the present day, Israel has committed 50 massacres in Palestinian villages and cities. 50 massacres, 50 Holocausts, and until today, and every day there are casualties killed by the Israeli military.” Abbas’s Holocaust remark drew widespread condemnation, including from Chancellor Scholz, who issued a statement on the matter after the press conference. Representatives from the U.S., Israel, the UAE, Egypt, Morocco, and Bahrain met in Manama to discuss the establishment of the Negev Forum based on a meeting between the parties in Israel in March. According to Axios, sources present at the meeting said Morocco and Egypt pushed for the inclusion of the PA in the plan regional cooperation; however, it is unclear if the PA wants to take part in the normalization-based cooperation. A U.S. federal appeals court upheld an Arkansas law requiring state contractors to pledge not to boycott Israel. 2 Palestinians were indicted for assaulting 1 Israeli police officer in Isawiya after the Israeli police officer fired 17 shots in the air. The 2 Palestinians were not indicted for assaulting a police officer as the prosecution believed that they did not know he was an officer, but had entered the neighborhood to threaten Palestinians. The police officer claimed he had entered the neighborhood by mistake while traveling with another police officer and his brother. (HA 6/18)
