The IDF fatally shoots 2 Palestinians, wounds 10 during clashes in Balata r.c.; fatally shoots a 9-yr.-old Palestinian child, wounds 3 others in Qalqilya during a temporary lifting of the curfew, later admitting the soldiers fired in error; fatally shoots an 8-yr.-old Palestinian boy in Jenin; raids a PSF jail in Nablus, taking 20 Palestinians, including several naval police officers, into custody; demolishes 10 Palestinian homes in Rafah r.c.; imposes 24-hr. curfews on Anin, Azariyya, al-Bireh, Halhul. MK Benny Elon (Moledet), on a lobbying trip to the U.S., says he has received "quiet support" fr. several mbrs. of Congress for his 7-part "Elon peace initiative," based on the idea of the "voluntary transfer" of Palestinians to Jordan, which would become a "Jordanian-Palestinian state." Palestinian refugees would be resettled in their host countries. West Bank and Gaza Palestinians would be given Jordanian-Palestinian citizenship and could remain in their homes, but those who "violate the terms of the plan" would be expelled to Jordan. The IDF makes a predawn incursion into Tulkarm to arrest 4 wanted Hamas mbrs., pulls out later in the day. IDF tanks encircle Askar. In Bethlehem, the IDF allows 2 Palestinians to be evacuated fr. the Church of the Nativity, 1 who has suffered a severe abdominal wound since the siege began, another who has epilepsy; captures, questions, releases a Palestinian youth who sneaks out of the church to find food. Later, heavy IDF gunfire is reported around the church, sparking a fire in the Greek Orthodox monastery in the church complex. Hamas reportedly fires rockets at a Jewish settlement in Gaza, causing no damage; the IDF directs tank, machine gun fire at the suspects, killing 1 Palestinian, wounding 2. The IDF also fatally shoots a Palestinian outside Hebron, a Palestinian boy play in his yard in Nablus. The UNRWA is able to distribute food to 20-30% of the estimated 3,000 refugees still in Jenin r.c.; PRCS says that 7 Palestinians have been rescued fr. demolished buildings there in the past 24 hrs. Israeli-Palestinian clashes continue, leaving 4 Palestinians dead. The IDF declare a curfew, reinforces its positions in Bayt Jala, saying forces will remain in the town indefinitely--marking Israel's 1st reoccupation of West Bank area A. State Dept. spokesman Richard Boucher warns Israel that it is inflaming the conflict, urges Syria to keep a rein on Hizballah. Among the buildings taken over by the IDF are 5 Palestinian homes and the Evangelical Lutheran Church of America's orphanage, where troops turn the upper floors into a firing base for heavy machine guns. Residents of the occupied homes, orphanage are confined to a single room of their homes; the Lutheran bishop accuses the IDF of using the 45 children in the home as human shields. The IDF bulldozes the Palestinian orchards where the murdered settler was found, and settlers set up an encampment there as a "Zionist response" to the killing. The IDF also conducts arrest sweeps in Dahiyat Barid, al-Ram. Jewish settlers overturn Palestinian stalls in the Hebron market. Ubayyat (attended by 10,000 Palestinians), a Palestinian sniper fires on IDF troops outside Rachel's Tomb nearby, killing 1 soldier, wounding another. A small bomb explodes in East Jerusalem, slightly injuring an Israeli border policeman. More than 50 IDF shells fall in the Ramallah area, hitting the PA civil administration building, the PA Central Bureau of Statistics headquarters, the Islamic Elementary School, several apartment complexes and homes. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. Hizballah says that Tenenbaum, the 4th IDF solider taken captive, approached Lebanese contacts in Europe, claiming to be an intelligence agent for a country other than Israel. He was lured to Beirut, traveling on a fake passport, on the pretense of meeting with a Hizballah official. Israel does not comment. Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. In Tiberias, Jews vandalize a historic mosque. The IDF moves tanks into the West Bank to guard the Jewish settlement of Psagot, which has been the target of Palestinian sniping. At Rafah airport, Palestinians fire on a bus Israeli airport workers, injuring 8. Israel shuts the airport. Inside Israel, massive demonstrations continue across the Galilee following 2 funerals for Israeli Arabs killed by the Israeli police earlier in the wk. Palestinian-Israeli clashes sparked by Likud MK Sharon's visit to Haram al-Sharif/Temple Mount on 9/28 continue for a 2d day. Palestinian worshipers leaving Friday prayers at al-Aqsa Mosque throw stones at the estimated 2,000 Israeli sharp shooters and riot police surrounding the site, who in turn storm the mosque compound, shooting live ammunition and rubber bullets, killing 4 Palestinians, wounding around 220.
