Thousands of Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. The IDF deploys additional battalions in the West Bank to quell the protests, and Israeli forces violently disperse them in Tulkarm, Bethlehem, Nablus, Jenin, Shu‘fat refugee camp, at a checkpoint near Ramallah, in the Old City of Jerusalem, and along Gaza’s border near Khan Yunis and al-Bureij refugee camp; at least 30 Palestinians are injured, including 9 with live ammunition, and 16 are arrested. Palestinians also observe a general strike throughout most of the oPt. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. Four members of the boy’s family were killed that day when an Israeli air strike targeted his family home. Meanwhile, thousands of Palestinians march through Gaza City in protest of U.S. pres. Trump’s reported decision to move the U.S. embassy in Israel to Jerusalem. IDF troops violently disperse dozens of Palestinians protesting along the border near Khan Yunis (there are no serious injuries). In the West Bank, the IDF temporarily closes the entrance to nearby Ya‘bad village after reports of shots fired at an Israeli settler bus near Jenin. In a speech broadcast from the White House, U.S. pres. Trump announces that the U.S. recognizes Jerusalem as the capital of Israel and that his administration will begin the process of moving the U.S. embassy in Israel from Tel Aviv to Jerusalem. “I have judged this to be in the best interest in the pursuit of peace between Israel and the Palestinians,” he says. PA pres. Abbas says that the U.S. can no longer serve as mediator between the Israelis and Palestinians. In East Jerusalem, Israeli forces demolish the foundation of a building under construction in Shu‘fat refugee camp. They also arrest 3 Palestinians during raids in Bayt Hanina and al-Tur. After days of speculation and rumors, U.S. pres. Trump calls PA pres. Abbas to tell him that he plans to move the U.S. embassy in Israel to Jerusalem and to invite the Palestinian leader for a meeting at the White House before the end of the month. According to a PA spokesperson, Abbas warns Trump of the “dangerous repercussions.” Trump also calls Israeli PM Netanyahu, Saudi king Salman bin Abdulaziz, Jordanian king Abdullah, Russian pres. In response to Pres. Trump’s plan to recognize Jerusalem as Israel’s capital and to move the U.S. embassy there, several Palestinian factions and Islamist groups jointly declare 3 “days of rage” to begin on 12/6. Israeli settlers uproot about 40 olive trees outside Jit village near Qalqilya and throw stones at a Palestinian home in Hebron, causing no serious damage. Israeli PM Netanyahu postpones a Ministerial Committee for Legislation vote planned for today on the so-called Greater Jerusalem Bill, which would strengthen the relationship between the Jerusalem Municipality and the nearby Israeli settlements in the West Bank. “The current version of the [. . .] bill invites international pressure and involves difficult legal issues,” explains a senior official in the governing coalition. “[Netanyahu] cannot allow himself to advance this version at this time.” (HA, TOI 10/29; ALM 10/30)

In Ramallah, Israel’s finance minister Moshe Kahlon meets with PA PM Hamdallah for the 2d time in 6 months. The meeting stems from reported U.S. pressure on Israel to continue to work on agreements with the PA that would strengthen the Palestinian economy. (HA, TOI 10/30)

The Jerusalem Municipality and Jerusalem District Council issue building permits for 176 new housing units in Nof Zion, an Israeli settlement inside Jabal Mukabir. If this construction goes forward, Nof Zion would be the largest Israeli settlement inside a Palestinian neighborhood in Jerusalem. (HA, TOI 10/25)

During a meeting with settler leaders, Israeli PM Netanyahu promises to invest NIS 800 million (approximately $230 million) in roads and other infrastructure development in the West Bank, starting in 2018. The settler leaders’ reaction is mixed. While some welcome the pledge, others are dubious, including Samaria Regional Council chair Yossi Dagan, who says, “We are fed up with promises and spin.” (TOI, YA 10/25; HA 10/26)

In Texas, U.S. VP Mike Pence announces that he will visit Israel and the oPt soon in an effort to promote Pres. Trump’s peace initiative. (HA, YA 10/26)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. In the West Bank, IDF troops shut down the main road in Biddu, a village near Jerusalem, sparking clashes with stone-throwing residents; 7 Palestinians are injured (Biddu is 1 of the 9 Jerusalem-area villages still under lock-down following the deadly shooting at Har Hadar on 9/26). In the northern Jordan Valley, Israeli forces demolish water pipes and raze a road in a rural area outside Atuf. IDF troops then violently disperse Palestinian farmers, human rights activists, and religious leaders marching through Atuf in protest; 1 Palestinian is arrested and 1 is injured. They also arrest 3 Palestinians during late-night raids near Hebron and Ramallah, and patrol near Nablus, Jenin, and Salfit. Approximately 1,500 Israeli settlers visit Joseph’s Tomb near Nablus late at night, sparking minor clashes between their IDF escort and Palestinians from nearby Balata refugee camp; there are no serious injuries. In a meeting with top settler leaders, Israeli PM Netanyahu says that Israel must honor its commitment to the Trump administration to limit settlement construction and not be “piggish.” He also boasts that he had convinced the Trump administration to ignore any distinction between the settlement blocs and isolated settlements. Earlier in the day, Netanyahu reviews with U.S. special representative Greenblatt and U.S. ambassador David Friedman the Israeli government’s pending plans for settlement growth. (HA 9/27; HA 9/28)

Interpol announces that its general assembly has approved Palestine’s petition for full membership, with 75 countries voting in favor, 24 against and 34 abstaining. “The State of Palestine considers this membership and the responsibilities that it entails as an integral part of its responsibility toward the Palestinian people and a moral commitment to the citizens of the world,” the PA says in a statement. The Israeli authorities shut down the border crossings into the West Bank and Gaza at midnight ahead of Rosh Hashanah, the Jewish new year (they are set to reopen at midnight on 9/23, “depending on a situational assessment,” according to the IDF). Israeli forces level 2 dunams (approximately 0.5 acres) of Palestinian land near Tulkarm, destroying about 50 fig and lemon trees. They also arrest 13 Palestinians and issue 2 arrest summons during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem, and patrol near Jenin and Hebron throughout the day. Addressing the UNGA in New York, U.S. pres. Trump threatens North Korea and criticizes the 7/14/2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). He does not mention the Palestinians or the peace process. Later, Israeli PM Netanyahu takes the podium and echoes Trump’s comments on Iran, criticizing the “sunset” clause in the JCPOA, and calling on the international community to stop Iran from obtaining nuclear weapons. In his speech to the UNGA, Egyptian pres. al-Sisi calls on the people of Israel to “stand behind your political leadership and support [the peace process]” and on the Palestinian people to “unite behind” the common goal of peace. A senior U.S. official says that the Trump administration is not expecting any breakthrough in its efforts to restart PalestinianIsraeli peace talks during the UNGA this week in New York, despite Trump’s scheduled meetings with PA pres. Abbas and Israeli PM Netanyahu. “Achieving peace between the Israelis and the Palestinians remains one of the president’s highest priorities, but the UN meetings will primarily focus on other issues and serve as check-in opportunities,” the official adds. Tensions in East Jerusalem remain high as Israeli forces mount new security cameras at the entrances to Haram al-Sharif to supplement the new metal detectors installed in the wake of the deadly attack on 7/14. They also reopen the sanctuary, allowing more than 100 Jewish settlers to tour it in the morning. Palestinians protest and pray outside the sanctuary throughout the day; approximately 21 are injured during the ensuing clashes with Israeli forces. Meanwhile, Israeli forces arrest 3 Palestinians during raids in al-Tur. In the West Bank, armed Israeli settlers march through a Palestinian village nr. Jenin in protest of the deadly attack on 7/21. Unidentified Palestinians fire 2 rockets from Gaza into s. Israel; 1 explodes in midair, and the other lands in an open area nr. Ashqelon, causing no damage or injuries. Late that night, Israeli tanks positioned along Gaza’s border shell a Hamas post nr. Dayr al-Balah and an open area nr. Khan Yunis, causing an unknown amount of damage. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. IDF troops shoot and kill a Palestinian driver n. of Hebron after he allegedly rams a group of Israeli soldiers, injuring 2, according to the IDF. The IDF later raids the driver’s home nearby and interrogates his brother. Elsewhere in the West Bank, Israeli forces deliver stop-work orders to 2 Palestinian families building homes in al-‘Arub r.c. nr. Hebron. IDF troops conduct raids in Bayt Umar village nr. Hebron, sparking minor clashes; there are no serious injuries. They also arrest 8 Palestinians during raids in and around Qalqilya, Bethlehem, Hebron, Ramallah, and Nablus; and patrol nr. Amid heightened tensions at Haram al-Sharif, Israeli forces violently disperse Muslim worshippers gathered outside the sanctuary to protest the new Israeli security measures; at least 2 Israeli police officers and 14 Palestinians are injured (1 seriously). The Saudi press reports that King Salman has sent a message to the Israeli govt. via the U.S. calling for Israel to reopen Haram al-Sharif to Muslim worshippers without the new security measures. Israeli PM Netanyahu reportedly sent a message back to Salman saying that the status quo would remain at the sanctuary, and inviting Saudis to inspect it for themselves. (HA, JP, TOI, WAFA, YA 7/28)

After the Israeli police install new security cameras, turnstiles and metal detectors at 3 entrances to Haram al-Sharif (which was closed after the deadly attack on 7/14), the Islamic Waqf calls for a Muslim boycott of the sanctuary as long as the new security measures are in place. Muslim worshippers then refuse to enter the sanctuary throughout the day and pray outside; 10 protesters are injured and 3 are arrested during scuffles with Israeli forces late at night. Meanwhile, senior Palestinian officials convene in Ramallah and reaffirm that the status quo at Haram al-Sharif should not change after the deadly attack nr. the sanctuary on 7/14. Israel’s Ministerial Comm. for Legislation approves a bill, dubbed the “United Jerusalem Law,” that would require a supermajority of the Knesset, 80 MKs, to agree to any concession of land within Jerusalem’s current city limits. A spokesperson for the residents of the Amona settlement outpost warns that if the Israeli govt. does not build them a new settlement, as PM Netanyahu promised before Amona’s evacuation and demolition in 2/2017 (see JPS 46 [3]), they will “have to unilaterally move onto the [designated] land” and build it themselves. The spokesperson is likely responding to reports in the Israeli press about Israel-U.S. talks in Washington last week, and specifically an unconfirmed report that the U.S. may condone the Amona replacement in exchange for other limitations on settlement growth. Haaretz reports that Israel’s Strategic Affairs Min. Gilad Erdan has been working for 7 mos. to advance a proposal to build a database of Israeli citizens who promote and support the BDS campaigns against Israel or its settlements in the oPt. He has already established an intelligence unit to collect such information on foreign activists. Atty. Gen. Avichai Mandelblit reportedly opposes the proposal, even if the information is culled from open sources such as the media and social networks. Hamas announces the formation of a new comm. to administer Gaza. It will comprise mbrs. of the Hamas-affiliated Palestinian Legislative Council bloc and other senior officials. “Hamas has not formed a substitute govt. to replace the [PA] consensus govt.,” according to senior Hamas official Salah Bardawil. “A governmental administrative comm. was formed, not an actual govt. Israeli DM Lieberman names the Palestinian National Fund a terrorist organization due to its “continuous and sustained support of entities responsible for serious terrorist activity against Israel.” The PA fund is primarily used to disburse payments to Palestinians imprisoned in Israel on terrorismrelated charges, and to assist prisoners’ families. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Israeli PM Netanyahu meets with U.S. pres. Trump in Washington for the first time. They discuss the Israeli-Palestinian conflict, Iran, and other issues related to the Middle East. In a joint press conference, Trump says that both the Israelis and Palestinians must make concessions to reach a final deal. He also says that, although he would prefer a 2-state solution, he “could live with” either a 1-state or a 2-state solution. The IDF begins evacuating the illegal Amona settlement outpost overnight, sparking clashes with residents and hundreds of protesters gathering in solidarity; 13 settlers are arrested, and 2 protesters and 24 soldiers are injured. Meanwhile, PM Netanyahu announces that he has taken preliminary steps to establish a new settlement to house the Amona settlers by the end of 3/2017. He has reportedly formed a comm. comprising DM Lieberman and reps. from Amona and the PM’s office to advance the plan. Amona’s residents reportedly accept the plan, although some are still defying the Israeli forces attempting to evacuate them from their homes. Qalqilya, Hebron, Salfit, and Ramallah during the day. Israeli settlers throw stones at Palestinian cars driving between Ramallah and Nablus, damaging 10 and injuring 1 driver.
