PA Pres. Mahmud Abbas meets with U.S. Secy. of State John Kerry in Saudi Arabia to discuss regional developments, the first such meeting between the two men since Kerry replaced Hillary Clinton. Abbas requests Washington pressure Israel to adopt a settlement construction freeze and release Palestinian prisoners as a condition for the resumption of peace talks. Kerry’s regional tour does not include a visit to Israel or the o.t. this time. (JP 3/4)

Hamas keeps the Kerem Shalom crossing closed reportedly due to a dispute over the collection of customs revenue with the Palestinian company operating the terminal. Israel shut the crossing on 2/26 after a rocket was fired out of the Gaza Strip into southern Israel. (MNA 3/4)

IDF forces make a brief incursion into Gaza to level land and clear lines of sight along the border fence nr. Juhr al-Dik. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning, and in al-‘Arub r.c. nr. Hebron in the afternoon (where there are clashes, but no injuries. At night, the IDF conduct house searches and arrest raids in 3 villages nr. Hebron and 2 villages each nr. Nablus and Qalqilya. (PCHR 3/6)

U.S. VP Joe Biden tells the American Israel Public Affairs Cmte. (AIPAC) policy conference in Washington that sanctions and diplomacy must be exhausted before the U.S. would consider using force to attack Iran’s nuclear program. (AP, REU 3/4)

A U.S. State Dept.-funded study of Israeli and Palestinian school textbooks is published, concluding that both sides present a one-sided narrative. Israel’s Education Ministry condemns the research as politically motivated ‘‘libel.’’ (AP 2/4)

Around 200 Palestinians from inside Israel and East Jerusalem demonstrate outside the prison in Ramla, c. Israel, in solidarity with Palestinian prisoners inside Israeli jails. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. The IDF also opens fire on Palestinians collecting gravel in 2 separate incidents nr. Bayt Lahiya and Jabalya, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Salfit in the morning, and in 2 villages nr. Qalqilya and 1 village nr. The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Hebron Hills in an area the IDF has designated a firing zone for training. (REU 1/16; AFP, HA 1/17)

Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

Retaliating for Palestinian rocket fire on 3/14, the IDF carries out 2 air strikes on training sites in Gaza. Unidentified Palestinians fire at least 2 rockets in response. No injures are reported in the exchange. IDF soldiers at the Qalandia crossing detain a Palestinian leaving Jerusalem for the West Bank, suspecting him of involvement in the stabbing and wounding of an IDF soldier on Jerusalem’s light rail train earlier in the day. The IDF also demolishes a Palestinian home and animal farm in Qalqilya; uproots olive and almond trees on 30 d. of confiscated Palestinian agricultural land nr. Hamra settlement (nr. Nablus); patrols in 2 villages nr. Ramallah (synchronized), 1 nr. Qalqilya, and 1 nr. Tulkarm in the morning; and in 3 villages nr. Jenin (synchronized) and 1 nr. Ramallah late at night. Palestinian rights activists report that the health of administrative detainee Hana Shalabi is deteriorating after 30 days on hunger strike (see 2/16/12). Dozens of Palestinians rally outside Ofer prison in solidarity with her; IDF troops fire rubber-coated steel bullets, tear gas, stun grenades to disperse them. After Syrian pres. Asad issues a statement reiterating his position that opposition forces must first halt their fire before his forces would cease fire, Hizballah chief Nasrallah issues a statement saying that both sides should cease fire simultaneously. The statement is seen as Hizballah’s 1st cautious attempt to tone down its support for the Asad regime since Arab Spring protests in Syria began in 1/2011. Days after this, Nasrallah calls on Asad to undertake “serious and genuine” reform efforts, stating that it is the duty of all “whose hearts are throbbing with sympathy for the Syrian people” to seek a political solution to the problem (a statement seen as a rebuke to Qatar, Saudi Arabia, and the UAE, which wanted to arm the Syrian opposition forces to overthrow Asad). Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. Lebanon introduces a draft of a major United Nations Security Council res. for debate that urges the international community to denounce Israeli settlement activity, using wording that artfully pieces together official U.S. statements on settlements to make it harder for the U.S. to object or veto. The U.S. ultimately urges Abbas to suspend discussion of the draft until a Quartet meeting on 2/5, suggesting the Quartet might issue a statement confirming 1967 borders as the basis of final status negotiations and condemning Israeli settlement construction. (NYT 1/20)

At an Arab economic summit in Sharm al-Shaykh, Arab leaders pledge $2 b. to shore up regional economies and generate jobs in hopes of preventing the spread of antigovernment riots like those in Tunisia. Saudi Arabia and Kuwait each pledges $500 m., with 11 other states pledging the other $1 b. Observers say however (see NYT 1/20) that leaders are acting more out of a desire to secure their leaderships than to reform and develop their economies, noting that none of the similar initiatives agreed at the last economic summit in 2009 have been implemented. By this date, numerous self-immolations (some fatal) and antigovernment protests have taken place in Algeria, Egypt, Jordan, Mauritania, Morocco, Saudi Arabia, and Yemen since the fall of Ben-Ali on 1/14, citing Tunisia as inspiration. In response to the Yemeni riots, the most severe to date, Pres. Ali Abdullah Saleh has cut income taxes in half, imposed price controls on basic goods, raised salaries for the army, and vowed his son will not succeed him, while the EU has announced an additional $19.5 m. in support to Sana’a for poverty programs. Today, an Egyptian Facebook group begins calling for massive street protests in Cairo on 1/25 to mark a “day of revolution against torture, poverty, corruption, and unemployment.” (WT 1/19; NYT 1/20; NYT, WT 1/25; see also al-Bawaba 1/17; NYT, WP 1/18)

No violence is reported in Gaza. Israel allows in 293 truckloads of humanitarian aid and commercial goods. In the West Bank, the IDF raids Battir village nr. Bethlehem early in the morning and occupies a Palestinian home, stating the home is needed for several days “for security purposes”; makes a latenight raid on a market in al-Fara‘ r.c. nr. Tubas, firing on stone-throwing youths who confront them, wounding 2 but making no arrests; conducts late-night arrest raids, house searches in and around Bethlehem, nr. Jenin, Nablus, Ramallah. Obama’s newly appointed Middle East envoy George Mitchell begins an 8-day “listening tour,” with planned stops in Israel, Ramallah, Jordan, Egypt, Saudi Arabia, France, and Britain. Egypt opens its side of the Rafah crossing to allow select Palestinian pilgrims to exit Gaza to perform the Hajj, but Hamas officials bar their exit because they were chosen by the PA in the West Bank without consultation with Hamas authorities in Gaza; Hamas has provided Saudi Arabia with its own proposed list of pilgrims fr. Gaza, but Saudi Arabia, supporting PA PM Mahmud Abbas, refuses to grant them entry permits, so Egypt has barred their transit. For the 1st time since 1973, no Gazans will be able to perform the Hajj. The IDF conducts late-night arrest raids, house searches nr. Jenin; conducts synchronized, late-night house searches in village nr. Nablus, with no arrests reported. Throughtout the day, Jewish settlers continue (see 11/27, 11/28) to attack Palestinians and their property in Hebron; 1 Palestinian teenager is shot in the shoulder by an IDF soldier, 12 other Palestinians (including 2 children) and a B’Tselem field worker documenting the violence are beaten and injured by settlers wielding iron bars; 20 Palestinian homes are damaged. In Gaza, IDF troops fire on residential areas of Bayt Hanun, wounding 2 Palestinians; conduct arrest raids, house searches in Dayr al-Balah; bulldoze Palestinian land e. of Jabaliya. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin town and r.c. and in Nablus, Qalqilya. In Rafah, Fatah mbrs. fire on an ESF patrol, sparking an exchange of gunfire and RPGs that lasts several hrs., leaving 1 Fatah mbr. dead, 15 Palestinians wounded. In Gaza City, 19 Palestinians are wounded in interfactional fighting. Incidents include suspected Hamas mbrs. throwing a grenade at a Fatah mbr.; unidentified gunmen kidnapping Hamas-affiliated physician Fuad al-Barawi fr. a graduation ceremony for his brother, a PA presidential guard mbr., shooting him 5 times before releasing him. In Dayr alBalah, unidentified gunmen kidnap, shoot, wound, release a PA presidential guardsman. In Khan Yunis, a Fatah mbr. is stabbed, wounded by a Hamas mbr. Daily exchanges of fire btwn. the Lebanese army and FI, ongoing since 6/1, continue at Nahr al-Barid r.c., leaving 1 Lebanese soldier dead. In the Biqa‘ Valley, the Lebanese army raids a building where 3 sophisticated car bombs are being prepared by a Saudi and 2 Syrian militants who had fought in Iraq and have ties to FI. A bomb explodes in a Christian neighborhood of Beirut, killing 1 Lebanese; no group claims responsibility. (WP 6/8)

In the West Bank, the IDF patrols in al-Fara‘a r.c., firing on stone-throwing Palestinians who confront them, wounding 2 (ages 11, 14); conducts arrest raids, house searches in and around Hebron, Nablus and in ‘Aqabat Jabir r.c. nr. Jericho, Qabatya (exchanging fire with Palestinian gunmen, wounding 1), Tubas. As the PA begins paying civil servants another $350 portion of their overdue wages (with aid received fr. Qatar, Saudi Arabia), 100s of Fatah-affiliated PA police demonstrate in Gaza City against the Hamas-led government’s failure to pay their salaries, burning tires, overturning trash bins, blocking roads; the Hamas-led government accuses Abbas of holding back international aid run through his office that could be used to pay more back salaries owed in order to undermine Haniyeh (civil servants have received payments equivalent to 2 mos. salary over the past 7 mos.). The IDF makes a predawn raid into Nablus, searching houses and the al-Najah University women’s dorms, arresting 1 Palestinian, clashing with AMB gunmen, leaving 1 AMB mbr. dead; also conducts arrest raids, house searches nr. Jenin. Palestinians in Salfit accuse the IDF of recently rounding up dangerous wild pigs inside Israel and releasing them in the area; the pigs have been devastating agricultural property and threatening Palestinians nr. Salfit since. The IDF critically wounds an Australian activist during the weekly nonviolent protests against the separation wall in Bil‘in, shooting him in the head with a rubber bullet, causing a brain hemorrhage. In Nablus, some 5,000 Palestinians (including armed AMB mbrs.) gather to donate money, jewelry to the cash-strapped PA; at the same time, Hamas sponsors a telethon that brings pledges fr. as far as Qatar, Saudi Arabia; officials do not say how much they raise. Talmon settlement n. of Ramallah, killing 1 Jewish settler, wounding 2. The IDF bars 386 Palestinians fr. leaving fr. Rafah for Saudi Arabia to perform the Hajj, citing security concerns. The IDF launches a predawn raid on Balata r.c. and Hebron, placing the area under curfew, sparking clashes that leave 30 Palestinians wounded. The IDF also fires on a PSF post outside Bayt Hanun, killing a PSF officer; imposes a closure on Nablus; lifts the closure on Ramallah; demolishes a Palestinian home in Tulkarm; conducts arrest raids in Jaba, Kafr Haris. 2 Palestinians die of injuries received earlier. Israel releases some 100 Palestinian detainees, including Ahmad Jubara, the longest-serving detainee, jailed in 1975 for staging a bombing that killed 14 Israelis. The IDF fatally shoots 2 AMB mbrs. laying a roadside bomb nr. the Rafah border; fatally shoots a Palestinian farmer tilling a field nr. Khan Yunis; raids a hospital in Nablus, closing it for 3 hrs., but leaving without arresting anyone; conducts arrest raids in Nablus (targeting the tanz im), Qalqilya (targeting the PFLP). A Palestinian dies of injuries received earlier. Jewish settlers set up a tent at the site of the fatal 5/5 shooting of a Jewish settler on the Nablus–Ramallah road, vowing to erect a permanent settlement at the location. Palestinians fire a mortar at a Jewish settlement in Gaza, causing no damage or injuries. Powell meets briefly with Quartet reps. in Jerusalem before meeting with Egyptian pres. Husni Mubarak in Cairo, King Abdallah of Jordan in Amman to rally Arab support for a PA crackdown on Palestinian militant groups. Powell says that it makes “no difference” whether or not Israel has declared acceptance of the road map; the important thing is for both sides to begin implementation. Late in the evening, on the eve of Powell’s arrival in Saudi Arabia, suicide bombers in Riyadh simultaneously detonate 3 car bombs outside residential compounds for foreigners and 1 outside a Saudi-U.S.-owned business, killing 34 persons (including8 Americans, 5 Saudis), wounding around 200 (including at least 40 Americans), many seriously.
