At a ceremony in Ramallah, 3 new ministers are sworn in to the PA cabinet at the request of Pres. Mahmoud Abbas. The cabinet’s secy.-gen., Ali Abu Diyak, is the new minister of justice, replacing Saleem al-Saqqa; Ehab Yasir Aref Bseiso is the new minister of culture, replacing Ziad Abu Amr; and Mahmoud Rashid al-Shaer is the new minister of social affairs, replacing Shawqi al-Aissa. In East Jerusalem, Israeli forces kill 2 Palestinians in separate incidents. First, Israeli forces shoot and kill a Palestinian after he stabs and injures an Israeli police officer nr. the Damascus Gate to the Old City. Israeli forces then temporarily shut down all entrances to Nablus, home of the alleged attacker. In the evening, Israeli forces violently disperse Palestinians protesting the morning’s killing, in Ras al-Amud, firing at protesters with live ammunition. A 17-year-old Palestinian is shot and taken to a medical center in Silwan, where he succumbs to his injuries; Israeli forces raid the center in an attempt to retrieve the boy’s body and question the Palestinian medical staff. The Israeli Knesset passes into law a bill increasing penalties for stone-throwing and related crimes. The main provisions passed a 1st reading on 10/12.
