In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. In Gaza, Israeli forces violently dispersed Palestinians protesting against the Flag March along the Gaza fence, injuring 5 with baton rounds and causing tear-gas related injuries. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. 6 Democratic members of the U.S. House of Representatives held a press conference outside of the Capitol building criticizing the Biden administration and their colleagues for not holding Israel accountable for the killing of Al Jazeera journalist Shireen Abu Akleh last year and for human rights violations against Palestinians in general. The 6 members, Andre Carson (D-IN), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Betty McCollum (D-MN), and Cori Bush (D-MO), spoke alongside members of Abu Akleh’s family. Israel closes all Gaza crossing into Israel, reimposing the full seal on the territories (set on 3/11) for parliamentary elections; sends troops into al-Fawwar r.c. to conduct arrest raids and house searches, fires on stone-throwing youths who confront the troops, wounding 6; also conducts arrest raids, house searches in and around Hebron and in Bethlehem, Nablus, Tubas. Israeli security contractors guarding the separation wall nr. Jerusalem shoot, wound a Palestinian who strays too close to the wall. Islamic Jihad fires a Grad missile (an Eastern European rocket with a range greater than a Qassam but less than a Katyusha) fr. Gaza towards Ashkelon, which lands unexploded causing no damage or injuries. Jewish settlers fr. Kiryat Arba attack Palestinians, vandalize property in Hebron. Separately, Jewish settlers fr. Israel holds parliamentary elections, with voter turnout at a relatively low 63%. The Kadima party, founded by Ariel Sharon and led by Ehud Olmert, wins 29 of the 120 Knesset seats (less than expected) compared to Labor with 19 seats, Likud (the biggest loser compared with its 38 seats last election) with 12, Shas with 12, Yisrael Beiteinu with 11, National Union–National Religious Party with 9, Pensioners’ Party with 7, United Torah Judaism with 6, Meretz with 5, and 3 Arab parties with a total of 10. Overnight, the IDF arrests 52 Islamic Jihad mbrs. in the largest raids against the group in the West Bank since 3/05; half of the mbrs. are arrested in Hebron, others in Jenin, Qalqilya, Ramallah. Minutes before Sharon and Abbas hold their 1st mtg. since the 2/8 Sharm al-Shaykh summit to coordinate disengagement, IDF aircraft fires 2 missiles at a group of Islamic Jihad mbrs. in Bayt Lahiya in what Israeli officials say is a failed attempt to assassinate a wanted Islamic Jihad mbr. The Israel FMin. says that “the message was very clear—that Israel cannot accept the fact that Islamic Jihad, Hamas, and the alAqsa Brigades have weapons.” The PA urges Islamic Jihad, the AMB to abide by the cease-fire. Palestinians fire a mortar at a Jewish settlement in s. Gaza, causing no damage or injuries. The Knesset Interior Comm. discusses the civilian aspects of the Or Commission’s 9/1/03 report into the 10/00 riots during which 13 Israeli Palestinians were killed by police (see Peace Monitor in JPS 118; Chronology in JPS 130). Fmr. High Court Justice Theodore Or says that the government has done nothing to implement his comm.’s recommendations (particularly for achieving equal rights for Israeli Palestinians), address the issues raised in the report. The IDF raids Tulkarm r.c., rounding up all inhabitants of 1 section of the camp for questioning, detaining 230 Palestinian men, allowing women and children to go after 10 hrs.; sends APCs into Rafah, shelling residential areas, wounding 3, demolishing 1 Palestinian home and 2 stores, severely damaging 5 homes; demolishes another Palestinian home nr. The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. Sharon and his Likud party win a landslide election victory largely at the Labor party’s expense. Likud gets 38 seats (up fr. 19 in the 2/01 elections; higher even that top projections, which figured Likud would take 32 seats), Labor gets 19 seats (down fr. 25), Shinui comes in 3d with 15 seats (up fr. 6), and the ultra-Orthodox Shas party gets 11 seats (down fr. 17); Meretz, 1 of Israel’s clear-cut peace parties, gets 6 seats (down fr. 10); the far-right National Union party, not represented in the last Knesset, gets 7 seats. Yisra’el Ba’Aliya party head Natan Sharansky quits the Knesset, Meretz head Yossi Sarid resign fr. as party chmn. in light of their parties’ poor showing. During the day, Israeli police detain 4 Israeli Arabs for leading a 15-car caravan around the Galilee, calling for an election boycott. Voter turnout was 68.5%-- lowest in Israel’s history. Sharon has 42 days to form a majority coalition. The new Knesset will have 40 freshmen MKs. After the mandatory 48 hr. waiting period, Labor party resignations take effect, leaving Sharon with a right-wing minority coalition of 55 of 120 Knesset seats. At least 1 PFLP gunman assassinates Israeli tourism M Ze'evi in an East Jerusalem hotel, shooting him at point blank range, using a pistol equipped with a silencer, escaping undetected. The PFLP says it is retaliating for the assassination of PFLP secy. gen. Mustafa on 8/27; also takes responsibility for a suicide car bombing in Gaza that wounds 2 IDF soldiers. Arafat immediately condemns the assassination, orders the PSF to arrest the killers. The PSF quickly arrests 3 PFLP mbrs. but releases them after questioning. Meanwhile, Hamas mbr. Iyad al-Akhras is killed in an explosion in his Gaza home in what may be an assassination. The IDF also fires a missile at a Palestinian car in Nablus, but the rocket misses, 3 Palestinians escape unharmed. The IDF makes a predawn incursion into al-Qarara, firing heavy machine guns at homes, bulldozing 10s of dunams of cultivated land for construction of a settler bypass road; directs machine gun fire at residential areas of Gaza City, Jinin, Rafah; bulldozes secondary Palestinian roads around Ramallah. Palestinian gunmen reportedly fire at Neve Dekalim, wounding 2 Jewish settlers. In East Jerusalem, Jewish settlers angry over Ze'evi's murder attack, beat Palestinians. (HP 10/17; WT 10/18)

After a lengthy Israeli inner cabinet mtg., Sharon issues an ultimatum to the PA: arrest and extradite Ze'evi's killers and the PFLP's current leaders and "dismantle terror organizations" or face a response more severe than any recent reprisal. Sharon then convenes a special session of the Knesset (boycotted by Arab MKs), where he declares, "We will wage all-out war on the terrorists" and "those who collaborate with them." National Union+nYisrael Beitunia MKs suspend their resignations to see how Sharon responds. The IDF sends tanks, troops 2.5 mi. into area A around Jinin; reimposes tight closures on, places 24 hr. curfews on, and directs shells and heavy machine gun fire at residential areas of Azariyya, al-Bireh, Jinin, Nablus, Ramallah; deploys helicopters to hover over major Palestinian population centers; bars Arafat fr. using Gaza airport. The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day). The IDF also eases passage through roadblocks in a handful of areas, including Ramallah, and expands fishing areas off Gaza, in keeping with cease-fire steps. Meanwhile, however, Hamas mbr. Hamad Marshud is killed when a flechette device, apparently planted by the IDF, explodes in a car outside his Nablus office. In London, Arafat meets with British PM Tony Blair, who calls for the creation of a "viable Palestinian state, as part of a negotiated and agreed settlement, which provides peace and security for Israel." Israeli-Palestinian clashes continue at a low level, prompting Israel, the PA to exchange accusations that the other has violated the cease-fire agmt. Islamic Jihad detonates 2 roadside bombs nr. IDF patrols in the West Bank and Gaza, causing no injuries. IDF soldiers fire on Palestinian demonstrators in Khan Yunis, killing a 12-yr.-old Palestinian boy. However, the IDF pulls back troops fr. sensitive points in Gaza; Israeli, PA security teams conduct joint patrols for the 1st time in mos.; IDF, PSF cmdrs. in Gaza jointly oversee IDF efforts to dismantle roadblocks, remove tanks fr. Sharon refuses a UN request to allow FM Peres to joint a mtg. btwn. Arafat, UN Secy.-Gen. Annan in Ramallah today, saying there can be no PA-Israeli negotiations without a complete cessation to Palestinian violence. After the Knesset approves his 7-party coalition, Sharon is sworn in as PM of Israel. The Knesset also passes a preliminary budget for 2001, a measure switching back to the 1-ballot voting system. The 7 parties in the unity government are Labor, Likud, One Nation, Shas, National Union Party, Yisrael Ba'Aliya, Yisrael Beitainu. Sharon's cabinet is the largest in Israeli history. Israeli-Palestinian clashes continue, leaving 1 Palestinian dead--a youth killed in his sleep when an IDF shell strikes his home in Bayt Jala. The IDF says the shelling was a "preventive" measure to discourage Palestinian sniping at neighboring Gilo settlement. The IDF also demolishes 2 Palestinian homes in Bayt Umar; shells residential areas of Bayt Sahur, Bethlehem, al-Bireh (extensively damaging a school for the blind). Jewish settlers place caravans on a new site nr. Kafr Dik, which has been the target of repeated confiscation attempts since the 1980s, and begin bulldozing the area. Outgoing PM Barak pulls out of a coalition deal with PM-elect Sharon, officially resigns as Labor party head. Barak blames Sharon for "political intrigue and maneuvering" for allegedly discussing giving Labor MK Shimon Peres the DM position behind his back, but nonetheless advises Labor to join a unity government.
