Saudi Arabia hosted a meeting of the foreign ministers of Iraq, Jordan, Egypt, the UAE, Qatar, Oman, Bahrain, and Kuwait to discuss allowing Syria to return to the Arab League. The Wall Street Journal reported, based on anonymous sources, that the rockets launched at Israel from Lebanon on 4/6 were launched by Shi’ite forces in coordination with the head of the Iranian Revolutionary Guards’ Quds Force Esmail Qaani, Hamas leaders Saleh al-Arouri and Ismail Haniyeh, and Hezbollah secretary-general Hassan Nasrallah. In the West Bank, 3 British-Israeli settlers, including a minor, were killed and 1 Palestinian man was wounded near Furush Beit Dajan in what was first described as a traffic accident but later called a shooting. Israeli settlers threw stones at Palestinian vehicles traveling near Ramallah, al-Khader, Furush Beit Dajan, Nablus, Huwwara, Deir Sharaf, and Tuqu’, causing damage. Israeli settlers also set fire to greenhouses in Furush Beit Dajan. Israeli forces shot and injured 2 Palestinians and arrested 4 others during a raid in Beit Umar. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with baton rounds and others with tear gas. Israeli forces also raided Burqin, injuring 2 Palestinians with live ammunition and others with tear gas. In East Jerusalem, 1 Israeli settler shot at Palestinians who allegedly fired fireworks at Israeli settlement housing in al-Tur, no injuries were reported. Israeli police raided the Haram al-Sharif compound and arrested 15 worshippers it claimed had been waiving “terror flags,” referring to the Palestinian flag and Hamas’ flag. In Gaza, Israeli forces conducted airstrikes in Gaza City and Dayr al-Balah, causing damage, including to the Al Dorra children’s hospital. In Tel Aviv, 1 Palestinian man hit 8 people with his car, all tourists from Italy and the UK, before being shot and killed by Israeli police. It was unclear if the ramming was intentional. 1 Italian tourist was killed under circumstances that were not clear as Israeli media claimed he was hit by the Palestinian man and died of his injuries while eyewitness reports said he was shot by Israeli police. In East Jerusalem, tens of thousands of Palestinian worshippers visited the Haram al-Sharif compound on the first Friday of Ramadan. Israeli prime minister Benjamin Netanyahu met with UK prime minister Rishi Sunak in London. Sunak’s office issued a statement saying that he had reiterated the UK’s position for a 2-state solution and against Israeli settlements and cautioned Netanyahu against undermining Israeli democracy by overhauling the judicial branch of government. The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. The investigation used 3D modeling to show that the shots were fired despite the soldiers having a clear view of the civilians. (WP 3/10; HA, WAFA 3/11)

Iran and Saudi Arabia agreed to reopen embassies in each other’s countries within 2 months after meetings brokered by China in Beijing. It was reported that China will host a Gulf Cooperation Council summit where Iran will be participating. In the West Bank, 1 Israeli settler was shot and injured by an unidentified gunman near Hebron. Israeli settlers threw stones at Palestinian homes and vandalized olive trees in Burin. A video of the incident showed Israeli soldiers standing by the settlers and not intervening. Israeli settlers also attacked Palestinian herders in Zanuta and threw stones at Palestinian vehicles traveling near al-Muarajat. Israeli forces violently dispersed 500 Israeli solidarity activists, including former Knesset speaker Avraham Burg, touring Huwwara in coordination with local Palestinian residents. The activists were told by the Israeli military ahead of the tour that they would not be allowed to tour Huwwara. Bloomberg reported that Israel and Saudi Arabia have intensified talks on developing a closer military and intelligence sharing relationship. According to Bloomberg sources, the two countries held talks on the sidelines of the U.S.-Gulf Cooperation Council Working Group meeting in Riyadh and are expected to continue talks at the Munich Security Conference in Prague in the coming days. Israel’s defense minister Yoav Gallant issued an order to financially penalize 87 Palestinian prisoners for having received funds from the PA. Starting on 2/16 Israeli forces raided the homes of the current and former Palestinian prisoners in East Jerusalem, seizing cash, jewelry, and other belongings while freezing their bank accounts. In the West Bank, Israeli settlers with a military escort raided a tree planting event in Tuqu’, leading to 3 tear-gas related injuries among Palestinians. Israeli forces shot and killed 1 Palestinian man at the Huwwara checkpoint, claiming that the unarmed man got out of his car and ran toward Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, leading to tear-gas related injuries. In retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation, the Israeli cabinet imposed a series of sanctions against the PA and Palestinians in the West Bank. First, seizing $39 million from the tax collected on behalf of the PA to pay to Israeli victims of Palestinian attacks. Second, seizing the funds from the PA which Israel deems the PA spent for payments to Palestinian prisoners and their families in 2022. Third, placing a moratorium on Palestinian construction in Area C. Fourth, revoking VIP benefits from officials “leading the political and legal war against Israel.”Fifth, warning action “against organizations in Judea and Samaria [the West Bank] that promote terrorist activity or any hostile activity, including political and legal action against Israel under the guise of humanitarian work.” The PA presidency spokesperson Nabil Abu Rudeineh condemned the sanctions, demanding that the international community intervene. The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967. PA president Mahmoud Abbas addressed the UNGA, saying that Israel is not a partner in peace and that the country is working to undermine the 2-state solution. President Abbas called on the international community to deal with Israel as an occupying state. Abbas also lambasted Israel’s impunity in continuing its settlement enterprise, in not dealing with settler attacks, and in killing Palestinians, mentioning Shireen Abu Akleh, saying that since Israel is not abiding by the Oslo Accords, that the PA will not either and will instead seek justice at international courts. Furthermore, Abbas said that Israel is establishing apartheid, asking the audience why it is not holding Israel accountable for its crimes and to implement UN resolutions on Palestine. Lastly, Abbas said the PA will seek full membership at the UN and called on UK, the U.S., and Israel to recognize their responsibility in the Nakba.
